A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE
CONCEPT PLAN DESIGN, AS SUBMITTED BY UNIDAD OF
MIAMI BEACH, INC., FOR THE PROPOSED CAPITAL
IMPROVEMENTS, RENOVATIONS, AND REHABILITATION OF
THE NORTH BEACH SENIOR CENTER, LOCATED AT 7251
COLLINS AVENUE, MIAMI BEACH, FLORIDA, AND AS SAID
CONCEPT PLAN WAS SUBMITTED AND REVIEWED BY THE
CITY MANAGER, AND APPROVED BY THE CITY'S PLANNING
BOARD AT ITS NOVEMBER 28, 2006, MEETING; ALL AS
FURTHER REQUIRED PURSUANT TO THE MANAGEMENT
AND OPERATION AGREEMENT BETWEEN THE CITY AND
UNIDAD, DATED SEPTEMBER 6, 2006 (AND APPROVED
PURSUANT TO RESOLUTION NO. 2006-26325)
WHEREAS, the City is the owner of that certain facility currently referred to as the
North Shore Community Center (and hereinafter referred to as the Senior Center or, in the
alternative, the Premises), located at 7251 Collins Avenue, Miami Beach, Florida 33141; and
WHEREAS, UNlOAD is a Florida not-for-profit corporation which has developed a
proven track record in providing senior employment services, senior training and related elderly
services; and
WHEREAS, the City is desirous of forging a partnership with UNlOAD to manage a
comprehensive senior center on the Premises, and has deemed that it would be in the City's
best interest to utilize UNlOAD's prior expertise and skills in developing programming in this
Senior Center; and
WHEREAS, the City has identified the Premises as an ideal facility for the proposed
Senior Center; the facility is in proximity to both Normandy Drive and Collins Avenue, providing
ready pedestrian access for seniors in the North Beach community, and adjacent barrier island
communities; and
WHEREAS, the proposed Senior Center will attract seniors to participate by offering a
range of wholesome activities; seniors involved at the Center will become familiar with a full
range of social services, including employment, counseling, support groups, health information,
nutrition, and cultural offerings; and
WHEREAS, concurrent with its desire to engage UNlOAD in the programming of a
comprehensive senior center, and in order to effectively and fully accomplish such purpose(s),
the City has also identified the need for capital improvements to the Senior Center, along with
UNlOAD, and has committed to appropriating funds for the renovation and rehabilitation of the
Senior Center; and
WHEREAS, at its regular meeting on September 6, 2006, the Mayor and City
Commission approved Resolution No. 2006-26325, waiving, by 5f7thS vote, the competitive
bidding requirement, finding such waiver to be in the best interest of the City, and authorized the
Mayor and City Clerk to execute a Management and Operation Agreement for the management,
coordination, maintenance, and operation of the Senior Center (the Agreement); and
WHEREAS, pursuant to the terms of the Agreement, UNlOAD is required to submit its
Concept Plan Design, detailing the proposed improvements to the Senior Center to,
respectively, the (i) City Manager (for administrative review and comment); (Ii) City's Planning
Board (for review and recommendation); and (iii) City Commission (for final review and
approval); and
WHEREAS, the Concept Plan Design was timely submitted to the City Manager and
reviewed by staff; and, at its regular meeting on November 28, 2006, following a presentation by
UNlOAD, the Planning Board also reviewed and endorsed the Concept Plan Design; and
WHEREAS, accordingly, the Administration would hereby recommend that the Mayor
and City Commission approve the Concept Plan Design, as submitted by UNlOAD to the City
Manager, and as endorsed by the City's Planning Board.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve the Concept Plan Design, as submitted by UNlOAD of Miami
Beach, Inc., for the proposed capital improvements, renovations, and rehabilitation of the North
Beach Senior Center, located at 7251 Collins Avenue, Miami Beach, Florida; and as said
Concept Plan was submitted and reviewed by the City Manager, and as approved by the City's
Planning Board at its November 28, 2006, meeting; all as required pursuant to the Management
and Operation Agreement between the City and UNlOAD, dated September 6, 2006 (and
approved pursuant to Resolution No. 2006-26325).
PASSED and ADOPTED this 17th day of January, 2007.

Item Summary/Recommendation:
At its regular meeting on Se~tember 6, 2006, the Mayor and City Commission approved Resolution No.
2006-26325, waiving, by 5/7 S vote, the competitive bidding requirement, finding such waiver to be in the
best interest of the City, and authorizing the Mayor and City Clerk to execute a Management and Operation
Agreement for the management, coordination, maintenance, and operation of the North Beach Senior
Center (the Agreement).
Pursuant to the terms of the Agreement, UNIDAD is required to submit its Concept Plan Design,
detailing the proposed improvements to the Senior Center to, respectively, (i) the City Manager (for
administrative review and comment); (ii) the City's Planning Board (for review and recommendation);
and (iii) the City Commission (for final review and approval).
The Concept Plan Design, as attached as Exhibit "A" to this memorandum, was timely submitted to the
City Manager and reviewed by staff. At its regular meeting on November 28, 2006, following a presentation
by UNIDAD, the Planning Board endorsed the Concept Plan Design.
Accordingly, the Administration would hereby recommend that the Mayor and City Commission approve
the Concept Plan Design, as submitted by UNIDAD to the City Manager and as endorsed by the City's

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution approving the Concept Plan Design, as submitted by UNlOAD of
Miami Beach, Inc., for the proposed capital improvements, renovations, and rehabilitation of
the North Beach Senior Center.
ANALYSIS:
The City is the owner of that certain facility currently referred to as the North Shore
Community Center (and hereinafter referred to as the Senior Center or, in the alternative, the
Premises), located at 7251 Collins Avenue, Miami Beach, Florida. UNlOAD is a Florida not-
for-profit corporation which has developed a proven track record in providing senior
employment services, senior training and related elderly services.
The City has identified the Premises as an ideal facility for the proposed senior center. The
facility is in proximity to both Normandy Drive and Collins Avenue, providing ready
pedestrian access for seniors in Miami Beach, and adjacent barrier island communities. The
proposed Senior Center will attract seniors to participate by offering a range of wholesome
activities; seniors involved at the Center will become familiar with a full range of social
services, including employment, counseling, support groups, health information, nutrition,
and cultural offerings. In order to effectively and fully accomplish such purpose(s), the City
has also identified the need for capital improvements to the Senior Center and, with
UNlOAD, has committed to appropriating funds for the renovation and rehabilitation of the
Senior Center.
At its regular meeting on September 6, 2006, the Mayor and City Commission approved
Resolution No. 2006-26325, waiving, by 5/ihs vote, the competitive bidding requirement,
finding such waiver to be in the best interest of the City, and authorizing the Mayor and City
Clerk to execute a Management and Operation Agreement with UNlOAD for the
management, coordination, maintenance, and operation of the North Beach Senior Center
(the Agreement).
Pursuant to the terms of the Agreement, UNlOAD is required to submit its Concept Plan
Design, detailing the proposed improvements to the Senior Center to, respectively, (i) the
City Manager (for administrative review and comment); (ii) the City's Planning Board (for
review and recommendation); and (iii) the City Commission (for final review and approval).
The Concept Plan Design, as attached as Exhibit "An to this memorandum, was timely
submitted to the City Manager and reviewed by staff. Planning staff undertook a preliminary
evaluation of the Concept Plan for the Senior Center, which is proposed to be developed on
the site of the existing one story Community Center, on the east side of North Shore Park,
adjacent to the Bandshell. Several desirable attributes, as delineated below, have been
noted in this very progressive public purpose Concept Plan.
Architecture
. The Concept Plan proposes to recycle the currently underutilized Premises by
rejuvenating the ground floor to meet the special needs of seniors, adding a second
floor overlooking the ocean for multi-purpose and rental uses, and providing an
expansive and well conceived terrace at the ground floor level for circulation and
outdoor functions. Much needed upgraded public restrooms will be directly
accessible from the ground level terrace which faces the Ocean and soon-to-be-
constructed Beach Walk.
. The proposed architecture has been developed to be compatible with the 'MiMo'
style of the adjacent Bandshell both in scale as well as in design. On the ground floor
level 'functional' rooms, such as restrooms that must have solid exterior walls, are
proposed to be treated with architectural grille block to provide visual interest, while
the central meeting space will have glass walls and maintain a high level of
transparency and visibility. The second floor 'pavilion', which has been carefully
designed not to exceed the height of the Bandshell, is proposed to be highly
transparent in nature with largely glass walls and a covered terrace at its south end.
Broad overhangs are shown shading the glass on both floors.
Site Plannina
. The Premises will be conveniently accessible from the west, south, east, and north
through a series of expanded 'public promenades' and upgraded walkways with
gently sloping ramps, in combination with stairs which in some instances may also
serve as tiered seating for outdoor events/functions.
. The proposed ground level east terrace overlooking the beach should help to
activate the east side of the park and intensify positive pedestrian flow through the
park from both Ocean Terrace and Collins Avenue.
. The proposed placement of the Multi-Purpose/Rental 'pavilion' on the second level
of the Senior Center, which can be entirely independently accessed by the 'feature'
exterior staircase and elevator without disrupting the functions of the Senior Center,
will allow the facility to serve not only as an independent multi-purpose facility but
also as a very desirable pre-function and post-function venue for performances at
the Bandshell.
. The placement of a highly active Senior Center as well as Multi-Purpose Facility at
the south end of Ocean Terrace should have a positive impact toward revitalizing
Ocean Terrace and creating the essential series of public activity centers along
North Beach's public oceanfront spaces.
At its regular meeting on November 28, 2006, following a presentation by UNlOAD, the
Planning Board endorsed the Concept Plan Design.
CONCLUSION:
Accordingly, the Administration would hereby recommend that the Mayor and City
Commission approve the Concept Plan Design, as submitted by UNlOAD to the City
Mana~s endorsed by the City's Planning Board.
