RESOLUTION NO. 2007-26446
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING CHANGE ORDER
NO.6, IN THE AMOUNT OF $625,407, TO WIDELL, INC., THE CONTRACTOR
FOR THE WATER AND WASTEWATER PUMP STATION UPGRADES
PROJECT, WITH PREVIOUSLY APPROPRIATED FUNDS FROM THE FISCAL
YEAR 2006-2007 CAPITAL BUDGET GULF BREEZE 2006 FUND NO.423, FOR
SEWER STATION ODOR CONTROL.
WHEREAS, in 1992, the City initiated a Citywide Infrastructure Improvement Program to
address rehabilitation and upgrades to the Water, Sewer and Storm Water Systems (the Project);
and
WHEREAS, on August 8, 1998, the City issued Invitation to Bid (ITB) No. 99-97/98 for the
Project, and on February 3, 1999, pursuant to Resolution No. 99-23061, the City Commission
awarded the construction contract to Felix Equities, Inc. (Felix), in the amount of $17,692,568; and
WHEREAS, on June 7, 2002, as a result of the default by Felix, the City terminated the
contract; and
WHEREAS, the City procured a new contractor to resume the work that Felix had started
and, on January 14, 2004, pursuant to Resolution No. 2004-25465, the City Commission awarded a
new contract to Widell, Inc. (Widell), in the amount of $17,352,615; and
WHEREAS, the odors in the vicinity of Pump Stations No. 28 and No.1, are impacting the
neighborhoods surrounding the stations, and it is recommended controls be installed to correct the
matter; and
WHEREAS, previously, four change orders (Change Orders No. 1 - 4) have been
approved for the Widell contract, using previously allocated contingency funds, the contingency
funding has now been exhausted; and
WHEREAS, the Administration would hereby recommend that the Mayor and City
Commission approve Change Order No.5, in the amount of $625,407 (Attachment B), provides for
the installation of an appropriate odor control system and a sewage grinder at WWPS 28; and
WHEREAS, funding for this work, in the amount of $625,407, was previously appropriated as
part of the Fiscal Year 2006/2007 Capital Budget from Gulf Breeze 2006 Fund No. 423.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor And
City Commission Of The City Of Miami Beach, Florida, approve and authorize
Change Order No.6, in the amount of $625,407, to Widell, Inc., the Contractor for
the Water and Wastewater Pump Station Upgrades Project, with previously
appropriated funds from the Fiscal Year 2006-2007 Capital Budget Gulf Breeze
2006 Fund No.423related to odor control equipment.
