2000-24011 RESO RESOLUTION NO. 2000-24011 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR IDS DESIGNEE, TO SUBMIT AN APPLICATION TO THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR A GRANT, IN THE AMOUNT OF $40,000, FOR THE DEVELOPMENT OF AN URBAN INFILL ECONOMIC DEVELOPMENT STUDY INVOLVING AN AREA BOUNDED BY 7TH STREET, ALTON ROAD, 4TH STREET, AND COLLINS AVENUE, AS MORE P ARTICULARL Y DESCRIBED IN EXHIBIT A; AND TO APPROPRIATE THE FUNDS, IF AWARDED. WHEREAS, the mission of the Florida Department of Community Affairs is to assist communities in meeting the challenges of growth, reducing the effects of disasters and investing in revitalization; and WHEREAS, the Florida Department of Community Affair administers the Urban Infill Program to fund a collaborative visioning process that targets urban revitalization in Florida communities; and WHEREAS, the City of Miami Beach seeks innovative methods to augment successful development and to further promote the City's unique, urban lifestyle; and WHEREAS, the area bounded by 7th Street, Alton Road, 4th Street, and Collins Avenue, as more particularly described in Exhibit A, is a nexus that includes the State Enterprise Zone, the South Pointe Community Redevelopment Area, and the Main Street program, and is an area of high umemployment and low to moderate incomes and, thus, is a logical area for an urban infill study; and WHEREAS, the City seeks a $40,000 grant to implement a collaborative visioning process for the above mentioned area, to be used as model for other infill areas. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager, or his designee, to submit an application to the Florida Department of Community Affairs for a grant, in the amount of $40,000, for the development of an Urban Infill Economic Development Study, involving an area bounded by 7th Street, Alton Road, 4th Street, and Collins A venue, as more particularly described in Exhibit A; and to appropriate the funds, if awarded. ANALYSIS The Florida Department of Community Affairs assists communities in meeting the challenges of growth and investing in revitalization by creating a grant program that funds economic development studies in highly urban or "infill" areas. Requirements for this funding include that the designated infill area has high unemployment and is near or within a designated Main Street (Washington Avenue), a Community Redevelopment Area (South Pointe), and a State Enterprise Zone Program. The targeted area, described in Exhibit A, meets these requirements. There is no required match. Another requirement for this grant is the collaborative participation of the community, stakeholders in the target area and residents. The Economic Development Division has identified several existing organizations from which a representative will be asked to attend visioning sessions for the infill area. These organizations include, but are not limited to, the Miami Design and Preservation League, the Miami Beach Community Development Corporation, the Washington Avenue Task Force, the Miami Beach Police Department, South Pointe Advisory Council, the Community Action Agency and the Transportation Management Association.
