A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND REALLOCATING THE FUNDING NECESSARY
TO ACCOMPLISH THE AIR CONDITIONING RETROFIT AT THE MIAMI BEACH
CONVENTION CENTER FOR CHILLER #3 IN THE AMOUNT OF $75,000, BY
AMENDING THE RESOLUTION APPROPRIATING FUNDING FOR THE CAPITAL
PROJECTS PLANS FOR THE MIAMI BEACH CONVENTION CENTER AND JACKIE
GLEASON THEATER OF THE PERFORMING ARTS, FOR THE FISCAL YEAR ENDING
SEPTEMBER 30, 2000. THE FUNDING REALLOCATION WILL BE FROM THE
EXHIBIT FLOOR RESEALING CAPITAL PROJECT, WHICH IS TO BE REDUCED BY
THE $75,000 TO BE USED FOR THE AIR CONDITIONING RETROFIT.
WHEREAS, the City owns the Miami Beach Convention Center and Jackie Gleason Theater
of the Performing Arts and is desirous of maintaining those facilities in a first class condition; and
WHEREAS, the City and SMG, as the City's manager and agent for the aforementioned
facilities, have developed a long-term Capital Projects Plan for the facilities; and
WHEREAS, funds are available in the General Fund Reserve for Capital Projects, and will
be transferred into a work order to be established in the Convention Center Enterprise Fund; and
WHEREAS, the Administration and SMG having recommended that it is in the best interest
of the facilities that the City move forward with the implementation of said Capital Projects Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve the reallocation of the necessary funding in order to accomplish the air
conditioning retrofit for chiller #3 in the amount of $75,000, and; accordingly, transfer the funds
from the General Funds Reserve for Capital Improvements to a Work Order to be established in the
Convention Center Enterprise Fund.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution and approve the reallocation of Convention Center capital funds from budget
code 441-2215-69358.
BACKGROUND:
The Miami Beach Convention Center/Jackie Gleason Theater operates primarily with four 1,200-ton
chillers. On June 9, 2000 chiller number three developed a refrigerant leak through a cooler line
gasket encased in insulation. Upon detection of the leak, the remaining freon was transferred to
chillers one, two, and four.
Currently the chillers operate with R500 refrigerant, which is no longer manufactured for
environmental reasons. The cost of utilizing "reclaimed" R500 refrigerant is higher than retrofitting
to accommodate 134A Freon which is the replacement for R500. The chiller is 11 years old, and
based on the current level of use, should have a life expectancy of an additional 10 years (plus).

The request for emergency funding of the retrofit is necessary to accommodate the Auto Show which
utilizes 4 Halls in October 2000, and will require all four chillers to maintain appropriate climate
control. The estimated time frame for the installation is approximately 4 weeks.
In addition, Property Management has recommended that "Eddy Current" testing be conducted on
the evaporator tubes. "Eddy Current" testing is a non-destructive examination which checks the
interior and exterior of the system tubes for defects. Normal water conditions, erosion caused by
system flows and vibration often cause the tubes to deteriorate, especially at supports, sharp turns
and tube sheets. This testing will identify problems, created by these conditions, for repair.
The total cost of the proposed testing and retrofit is estimated at $75,000.00. This amount is
available from the FY 99/00 Convention Center Capital Budget.
