Retirement of Police Chief Donald De Lucca

The purpose of this LTC is to advise you that Police Chief Donald De Lucca will be retiring
from the City of Miami Beach effective June 30, 2007. As you may know, Chief De Lucca
has been with the City since 1981 when he started as a patrol officer and has built a record
of distinguished public service while rising through the ranks of the Police Department,
ultimately being named Chief of Police in 2001. Chief De Lucca has accomplished a great
deal during his tenure with the City and his leadership, commitment and dedication will be
greatly missed.
Among his many accomplishments, Chief De Lucca successfully led the team that helped
the Police Department achieve re-accreditation with the Commission on Accreditation for
Law Enforcement Agencies (CALEA) and the Commission for the Florida Law Enforcement
Accreditation (CFA) in 2003 and again in 2006. Also under the Chiefs leadership, Part I
crimes in the City of Miami Beach decreased 38% from 2000 to 2006. The Chief was also
instrumental in helping to diversify the Police Department though its hiring practices resulting
in an increase of 14% in diversity throughout the ranks in the Police Department from 2000
to 2006. Chief De Lucca was also part of the team that helped develop the City's Major
Events Plan (MEP) to deal with all major events that take place in Miami Beach and ensure
that all City services are coordinated properly. As part of the MEP process, the Special
Events Voluntary Response Team was created to ensure that Police has an even stronger
presence throughout the City during our special events and holiday weekends. These are
just some of the examples in which Chief De Lucca contributed to making Miami Beach an
even better, and safer, place to live, work, and play for everyone in our community.
I know you will join me in thanking Chief De Lucca for all his hard work, dedication and
commitment to the City of Miami Beach over the past 26 years and in wishing him the best of
luck in his future endeavors.
