RESOLUTION NO. 2000-24048
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA SUPPORTING
RESOLUTION NO. 2000-10 ADOPTED BY THE
MIAMI-DADE COUNTY LEAGUE OF CITIES,
INC. WHICH OPPOSES MIAMI-DADE
COUNTY'S PROPOSED CHARTER
AMENDMENT WHICH WOULD LIMIT THE
RIGHTS OF SELF GOVERNANCE FOR
MUNICIPALITIES CREATED AFTER
SEPTEMBER 1, 2000.
WHEREAS, there have been significant and numerous requests for municipal incorporation
from local areas of common interest in and about unincorporated Miami-Dade County; and
WHEREAS, many citizen groups and local areas seek the vehicle of self governance through
the creation of municipalities; and
WHEREAS, Miami-Dade County is attempting to restrict the ability of the citizens of
unincorporated Miami-Dade County to organize and determine their governance structure with
unreasonable standards, conditions and restrictions; and
WHEREAS, Miami-Dade County has scheduled a Charter Referendum for October 3, 2000,
a historically low voter turn-out date, which proposes a Charter amendment that, if passed, will have
the effect of limiting the rights of self governance for any municipality created after September I,
2000; and
WHEREAS, the proposed Charter amendment would establish a ''two tier" principle of
municipalities, i.e., those which exist with full sovereignty charter powers, and those which will be
relegated to a downgraded second class status with less than full charter powers; and
WHEREAS, on July 6, 2000, the Board of Directors of the Miami-Dade County League
of Cities, Inc. adopted Resolution No. 2000-10 which, inter alia, urged all registered voters in
Miami-Dade County to vote "no" and reject the limited charter proposal on the October 3, 2000
County Charter Referendum; and
WHEREAS, the City Commission of the City of Miami Beach hereby supports the position
of the Board of Directors of the Miami-Dade County League of Cities, Inc. as reflected in their
Resolution No. 2000-10. (See Exhibit A).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that each and every citizen
of Miami Beach is urged to study and review the proposed Charter Amendment which is the subject
of the October 3, 2000 Charter Referendum, and each and every registered voter is urged to reject
the principle of "two-tier" municipalities and to vote "no" to reject the proposed Charter amendment.
PASSED and ADOPTED this 26th day of July, 2000.
