2000-24036 RESO RESOLUTION NO. 2000-24036 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $514,640 IN CITY OF MIAMI BEACH QUALITY OF LIFEIRESORT TAX FUNDING FROM FISCAL YEAR 1998/1999 FOR IMPROVEMENTS IN THE NORTH BEACH COMMUNITY WHEREAS, a series of advertised public meetings have been held to encourage North Beach community participation and identifY projects to receive funding; and WHEREAS, the North Beach community has identified projects to improve the quality of life in the North Beach area; and WHEREAS, funding is available from 1998/1999 Resort Taxes, in the amount of $514,640; and WHEREAS, each of the proposed projects will not only benefit residents but also enhance tourism in the North Beach area, and these projects are specifically identified and costed out in the attached appendix. These recommendations are the product of three community meetings held at the Miami Beach Watersports Center on May 22nd, June 29th, and July 1ih These meetings were advertised in the Beach Neighbors section, announced in the official City of Miami Beach Meeting Notices, and publicized through an e-mail broadcast to over 200 North Beach residents and community supporters. The Committee was chaired this year by Ocean Terrace hotelier Brian Kraus. The meetings were well attended by a broad section of people representing diverse North Beach neighborhoods and interests. Although a large number of projects were proposed, the Committee narrowed the list and reached a remarkable degree of unanimity on priorities and funding amounts. All of the projects recommended meet the tourism and visitor enhancement eligibility requirement. This effort will be carried out in phases according to priorities established by the Historic Preservation Board with input from staff and NBDC. The proposed phasing will be: Collins Avenue/Indian Creek Drive from 63'd to nod Street Normandy Isle and Normandy Shores commercial and multi. family residential areas Phase 3 North Shore from nod Street to City Limits In order to complete the work within a six-month time period, the Planning Department needs the following resources: Phase I Phase 2 A. Staffing Reauirements (in addition to CMS Planning Departmell.t staff) I. Historic sites & structures surveyor / photographer / permit records puller (one individual) 20 hrs/wk@ $15.00 per hour for 12 weeks = $3,600.00 2. Descriptive analysis writer (for preparation of property data base (one individual) 20 hrs/wk @ $20.00 per hour for 12 weeks = $4,800.00 3. Computer entry specialist (for entry of historical documentation into data base (one individual) 20 hrs/wk @ $15,00 per hour for 12 weeks = $3,600.00 4. Researcher (for primary research of all available resources and assistance in drafting designation reports) (one individual) 20 hrs/wk @ $20.00 per hour for 12 weeks = $4,800.00 Subtotal: $16,800.00 B, Documentation and Presentation Reauirements (in addition to CMS Planning Department supplied materials, equipment, systems, etc.) Film, cassettes, photo processing, copying, notebooks/binders, report assembly, disks, historical document acquisition (historic postcards, historic photos/surveys/studies/articles, etc.) and miscellaneous expenses Subtotal: $ 3,200.00 Grand Total $20,000.00 North Shore Open Space Park Nature Center Exhibit Planning and Design The City of Miami Beach is planning a complete $2 million renovation of this park with county and city bond funds. When completed, the 34-acre park will be the only naturally restored open space on Miami Beach with native plants, a coastal hammock and dune system, and a nature center. The nature center is in preliminary design by project architects, B&A. Research of other nature centers and input from the community has convinced City staff that the nature center has the potential to be a unique attraction for residents, as well as tourists. To achieve its full potential, the City needs to bring into the design process the specialized professional services of exhibit planners and designers, which were not anticipated in original budget and scope of services for the park. Additional funding required for these services is requested from the Quality of Life funds in North Beach. Research, program development, and concept design of exhibits $ 6,000 Reimbursable , $15,000 $ 4.000 $25,000 Artwork, photography, and bid fabrication drawings Total During the planning and design phases of the nature center, cost estimates will be obtained for construction of the exhibits. It is anticipated that construction of the exhibits will require additional funding. The City will seek outside sources for grants, and may also request funding next year from NBDC, ~, North Beach Business Recruitment Program The North Beach Economic Analysis and Strategic Implementation Plan, currently underway by The Chesapeake Group, will identify the types of businesses that should be targeted and recruited. As the next step, funding is needed to implement a high-quality business recruitment program. This would include professional services from an economic/marketing firm and graphic design and printing of information packages. Proposed budget $20,000 , Harding Avenue Gateway to City of Miami Beach The North Beach Development Corporation previously allocated $105,000 toward a sign announcing the entrance to the City of Miami Beach near the City Limit line at 87th Terrace on Harding Avenue. A location for the sign has been identified approximately 300 feet south of the City Limit line, in the direct line of sight of southbound motorists. In order to create a gateway entrance experience, the City of Miami Beach Planning Department proposes to frame the approach to the sign with large palms, including up- lighting and sidewalks. The Public Works Department has prepared the following cost estimate for using in-house labor and ongoing contracts with landscaping and paving compames. ADMINISTRATION RECOMMEND A TION Adopt the Resolution. ANALYSIS In 1992, the City of Miami Beach voters agreed to a one percent increase in the resort tax collection on hotel room rent. Half of the one percent was to create public incentives for a Convention Center Headquarter Hotel, and the other 50% was designated for the promotion of "Quality of Life" (Q.O.L.) tourism related activities and facilities. That 50% Q.O.L. increment has been equally split in thirds for improvements in the North, Middle and South Beach community. Since 1995, North Beach Development Corporation has assisted the North Beach community in prioritizing projects to be implemented. Participation from all parts of the community is encouraged, public meetings are advertised and held to develop the project "wish list". Consensus is built through these workshops to fund projects that will yield the greatest benefits for the community at large. Public meetings were advertised and held on May 22, June 29 and July 17, 2000, to reach community consensus on how best to expend the 1998-1999 YR4 Quality of Life funds made available through Resort Tax collection.
