Ronnie Singer, Special Asst. to the City Manager,
North Beach Quality of Life Program Coordinator
City Manager's Office
City of Miami Beach
1700 Convention Center Drive
Miami Beach, FL 33139
Dear Ms. Singer:
I am pleased to submit to you the North Beach Quality of Life Committee's final
recommendations for allocating $510,000 in Year 4 FY 98 - 99 North Beach
Quality of Life funding. These recommendations are the product of three
community meetings held at the Miami Beach Watersports Center on May 22nd,
June 29th, and July 1ih These meetings were advertised in the Beach
Neighbors section, announced in the official City of Miami Beach Meeting
Notices, and publicized through an e-mail broadcast to over 200 North Beach
residents and community supporters.
The Committee was chaired this year by Ocean Terrace hotelier Brian Kraus.
The meetings were well attended by a broad section of people representing
diverse North Beach neighborhoods and interests. Although a large number of
projects were proposed, the Committee narrowed the list and reached a
remarkable degree of unanimity on priorities and funding amounts. All of the
projects recommended meet the tourism and visitor enhancement eligibility
requirement. Lists of Committee participants, meeting notes and
announcements, and detailed background information on recommended projects
are attached.

North Shore Open Space Park Nature Center Exhibit Planning and Design
The City of Miami Beach is planning a complete $2 million renovation of this park with
county and city bond funds. When completed, the 34-acre park will be the only naturally
restored open space on Miami Beach with native plants, a coastal hammock and dune
system, and a nature center. The nature center is in preliminary design by project
architects, B&A. Research of other nature centers and input from the community has
convinced City staff that the nature center has the potential to be a unique attraction for
residents, as well as tourists. To achieve its full potential, the City needs to bring into the
design process the specialized professional services of exhibit planners and designers,
which were not anticipated in original budget and scope of services for the park.
Additional funding required for these services is requested from the Quality of Life funds
in North Beach.
Research, program development, and concept design of exhibits

During the planning and design phases of the nature center, cost estimates will be
obtained for construction of the exhibits. It is anticipated that construction of the exhibits
will require additional funding. The City will seek outside sources for grants, and may
also request funding next year from NBDC,

North Beach Business Recruitment Program
The North Beach Economic Analysis and Strategic Implementation Plan, currently
underway by The Chesapeake Group, will identify the types of businesses that should be
targeted and recruited. As the next step, funding is needed to implement a high-quality
business recruitment program. This would include professional services from an
economic/marketing firm and graphic design and printing of information packages.

Harding Avenue Gateway to City of Miami Beach
The North Beach Development Corporation previously allocated $105,000 toward a sign
announcing the entrance to the City of Miami Beach near the City Limit line at 87th
Terrace on Harding Avenue. A location for the sign has been identified approximately
300 feet south of the City Limit line, in the direct line of sight of southbound motorists.
In order to create a gateway entrance experience, the City of Miami Beach Planning
Department proposes to frame the approach to the sign with large palms, including up-
lighting and sidewalks. The Public Works Department has prepared the following cost
estimate for using in-house labor and ongoing contracts with landscaping and paving
compames.
Sidewalks (both sides of Harding)

RE: MIAMI BEACH FESTIVAL OF THE ARTS 2001
Dear Donald,
We are proud to inform you that the internationally known artist, NAM JUNE PAIK, a resident of
Miami Beach, has very graciously offered to design the 2001 Festival Poster and create an On-Site
Multi-Media Installation at the Ocean Terrace location. Nam June Paik is the Korean-born
"electronics wizard" who was a pioneer in the 1960's by influencing the television network and
cable to reach another level, the realm of art.
In addition, we wil\ be incorporating a new program which wil\ support local fine arts artists to
increase participation in this community event. Due to the unique nature of this extraordinary
poster/installation artist, the need to increase the visibility of our local artists, and an anticipated
expansion of performing arts and children's programming, it is our intent increase the budget the
27th Annual Festival of the Arts event in North Beach.
An increased contribution from the North Beach Development Corporation Quality of Life funds
would be in keeping with our joint vision for this annual Festival of the Arts event to become the
signature North Beach event for the new mil\ennium. Support from the North Beach Development
Corporation in the amount of $45,000 would enable these efforts to be realized.
We look forward to your generous support for a successful 2001 event in North Beach and are
certain that this investment will result in the continued growth and improvement of the North Beach
community.
Sincerely,
James Quinlan, Director
Office of the Arts, Culture & Entertainment

RE: Quality of Life })QUars,
Amount: $5,000.00
Dear Donald:
We were very pleased to be recognized yesterday for the services given by our organiiation to
the surrounding community in Miami Beach.
The five thousand doUars eannarked will be reserved specifically for employees of the botel
industry on the Beach, We know that sellSonal employment sometimes places hotel/motel
industry employees in a tough position when it comes to covering their expenses, especially
when young children are involved,
We will be giving North Beach Development a detailed summary on the families that get funded
through these scholarsh.ip dollars once we receive them.

~~~_._.~
The Rhythm Foundation requests support from the North Beach Development
Corporation for the Second Summer North Beach Series. Last summer we had the
great pleasure to present Brazilian music and dance at the 73rd Street Bandshell.
This year we return with top international touring artists from Colombia (Toto La
Mamposina, Sat. August 5) and Brazil (Chico Cesar, Sat. August 26). We look forward
to the establishment of a series presenting leading artists who reflect the cultural
diversity of Miami Beach's upcoming neighborhood!
Sat. August 5, 8pm: Tot6 La Mamposina, a leading folkloric Colombian cumbia artist-
the lively coastal music and exotic candlelight dance. Tot6 has introduced this music
to an international artist through her position as a featured artist on Peter Gabriel's
landmark WOMAD festivals.
Sat. August 26, 8pm: Festa Brasileira featuring Chico Cesar and Rita Ribeiro. Two
Summer Series
The Rhythm Foundation wiLL presentthree outstanding Brazilian and Colombian musical events this
season: Colombia's queen of cumbia, Toto La Mamposina, and a night of Brazilian party music,
Festa Brasil - both at the festival-style 73rd Street Bandshell in North Beach; and a tribute to
Brazil's major composer Tom Jobim by a the Jobim-Morelembaum Quartet at the acoustically per-
fect Lincoln Theater. We now seek sponsors to take part in these exciting events.
The Target Audience
The audience for this ser.ies is representative of SQuth F!Q:,rida'~1JP~ .international communit(.
We will attract patrons from the large Brazilian and Latin professional community based in the tri-
county area, "Anglos" who love Brazilian music, and visiting South American and European tourists.
Many South Floridians have been introduced to Brazilian music and culture because of the great
influence of the Brazilian community in professional fields like banking and trade.
Professionals from the burgeoning banking, trade and international law centers - young trendset-
ters working in the Miami Beach and Brickell-based emerging media and internet service industry
for Latin America and Brazil ~ students from South Florida's international campuses of higher edu-
cation - this is our core audience. The BandsheU's open setting attracts a wider range of ages to
eVf!nts - families with children, seniors and those in-between. We will be working closely with the
North Beach Development Corporation to ensure that this event is well attended by the diverse res-
idents of North Beach as well as the community at large.
In short, this audience, (which we estimate at 2,700 for the three events) is a marketer's dream!
We can provide greater demographic information on request. /- -. -~ .
Dear Don,
I apologize that it has taken some time lor me to get back to you cO/lcellling the
Children's Concert Series at the bandsht'1I at Collins and nod Street for the upcom.ing
sellson thot you and J discussed last month. We arc still very ;nterest~d in pursuing this
with North Beach Development Corp. as a co-sponsor of the series. As you may recall, we
are requesting that NUDe secure the venue from the city for free.
I have applied to the Miami Beach Cultural Arts Council for funding to underwrite the
artist fees and some of the marketing for this pruject. We will find out how much funding
we will receive in late June. Additionally, I will apply to the Miami Dade Cultural Affairs
Council over the summer for more funding
I think that it is safest in tenus of the weathe.r to keep the performant'es in the winter
months, Sunday afternoons are the best for families, around 2:00 or 2:30 in the afternoon,
Suggested pl'(.gralllming:
11 IS pf/..!)!\bly best to stay away frOIll Art Deco Weekend and the Boal Show. You may be
aware of other events that are best avoided as well. 1 also think it would be good to
idcnlify one or two rain dates in case anything has to be cancelled due to weather
conditions.
As this takes shape, 1 hope that you will be able to help us idenlily some business
sponMlrs who could help with underwriting the series. Grants never are enough to cover
everything. Perhaps there arc some lIew tinnily-oriented business who would like more
visibility. If we have adequate funding, 1 would like to include a European style puppet
show before and after the dancing as one finds frequently at parks throughout Europe in
the summer. It would make the events even more special Giveaway balloons, etc would
be nie.:, too. You are very creative, so I'm sure you will have many good ideas as well.
COMMISSION MEMORANDUM NO. ~ 2'1..-OC
TO:
Mayor Neisen O. Kasdin and
Members ofthe City Commission
DATE: July 26, 2000
FROM:
SUBJECT:
A RES TION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $514,640 IN CITY
OF MIAMI BEACH QUALITY OF LlFE/RESORT TAX FUNDING FROM
FISCAL YEAR 1998/1999 FOR IMPROVEMENTS IN THE NORTH BEACH
COMMUNITY.
ADMINISTRATION RECOMMEND A TION
Adopt the Resolution.
ANALYSIS
In 1992, the City of Miami Beach voters agreed to a one percent increase in the resort tax collection
on hotel room rent. Half of the one percent was to create public incentives for a Convention Center
Headquarter Hotel, and the other 50% was designated for the promotion of "Quality of Life"
(Q.O.L.) tourism related activities and facilities. That 50% Q.O.L. increment has been equally split
in thirds for improvements in the North, Middle and South Beach community.
Since 1995, North Beach Development Corporation has assisted the North Beach community in
prioritizing projects to be implemented. Participation from all parts of the community is
encouraged, public meetings are advertised and held to develop the project "wish list". Consensus
is built through these workshops to fund projects that will yield the greatest benefits for the
community at large.
Public meetings were advertised and held on May 22, June 29 and July 17, 2000, to reach
community consensus on how best to expend the 1998-1999 YR4 Quality of Life funds made
available through Resort Tax collection. Priority was given to projects with strong tourism
components that would clearly benefit both visitors and residents of the North Beach area, This year
the Committee categorized the expenditures and allocated funds as follows:
Capital Improvement Projects
Special Events Projects*
Marketing Projects
Miscellaneous projects
Project descriptions and cost estimates are attached as Appendix A.
Based on the foregoing, the City Commission should approve the Resolution which appropriates
$514,640 in Fiscal Year 1998/1999 Q.O.L. Tax funds to be expended on projects as outlined by the
North Beach community.
*11 should also be noted that the City Commission approved an additional $50,000 in Resort Tax
funds to the Summer Music Series at the June 7, 2000 meeting.
