RESOLUTION NO. 2000-24033
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA APPROVING AND ACCEPTING THE
MIAMI BEACH CULTURAL ARTS COUNCIL'S (COUNCIL) GRANT
RECOMMENDATIONS, AND A WARDING $658,000 IN CULTURAL ARTS
GRANTS FOR FISCAL YEAR 2000/2001 AS IDENTIFIED IN EXHIBITS A-I
& A-2; AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
SAID GRANT AGREEMENTS; AND FURTHER MAKING THE AWARD OF
SAID GRANT MONIES SUBJECT TO AND CONTINGENT UPON THE
APPROVAL OF THE COUNCIL'S FISCAL YEAR 2000/2001 BUDGET.
WHEREAS, the Miami Beach Cultural Arts Council (Council) was created to develop,
coordinate, and promote the performing and visual arts of the City ofMiarni Beach for the enjoyment,
education, cultural enrichment, and benefit of the residents of and visitors to the City; and
WHEREAS, from April 18 to June 29, 2000, the Council conducted an application and
review process for the Fiscal Year 2000-2001 Cultural Arts Grants Program; and
WHEREAS, the Council selected 29 volunteer grants panelists, reflecting the community's
diversity, to evaluate 62 applications, requesting a total of$I,083,650; and
WHEREAS, the Council accepted the recommendations of the grants panels and approved
awards totaling $685,000 in Cultural Arts Grants for Fiscal Year 2000-2001, as more specifically
identified in Exhibits A-I & A-2, attached hereto.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and accept the recommendations of the Miami Beach Cultural Arts Council and
award a total of $658,000 in Cultural Arts Grants for Fiscal Year 2000-2001, as more specifically
identified in the attached Exhibits A-I & A-2; authorize the Mayor and City Clerk to execute said
Grant Agreements; and further making the award of said grant monies subject to and contingent upon
the approval of the Council's budget for Fiscal Year 2000-2001.

Objective: to support the eight preeminent arts organizations based in Miami Beach, whose year-
round programs contribute significantly to the cultural life of the city:
ArtCenter/South Florida, Bass Museum of Art, Concert Association of Florida,
Miami City Ballet, Miami Design Preservation League, New World Symphony, Wo1fsonian-
FlU Museum, Ziff Jewish Museum of Florida
Review Process
Council staff reviews all applications for eligibility and completeness.
Applications are forwarded to members of the grants panel for review. Any supplementary
materials will be reviewed in an optional meeting.
In a public meeting, the Cultural Arts Council Grants Committee will review the Miami Beach
Anchors proposals based on guidclines and criteria.
Grant review panels make funding recommendations, pending final approval by the Mayor and
Commission.
Friday, July 7: Council votes on panels' recommendations.
Wednesday, July 26: Mayor and Commission vote on Council recommendations.
Public announcement of grants at Invitation to the Arts, Thursday, September 21, 6-8PM, Jackie
Gleason Theater.
Successful applicants sign a grant contract with the City through the Council, pending funding
approval by the Mayor and Commission in September.
Fifty percent of grant funds are distributed to applicants in October 2000, the balance upon
completion of project and receipt offinal report 60 days following project completion, and no later
than Friday, September 28,2001.
Eligibility requirements
Not-for-profit arts organizations with IRS 501(c)(3) tax-exempt status
Applicants may submit grant requests under the sponsorship of
any qualified not-for-profit arts organization
Proposed project involves qualified artists or arts professionals
Proposed project to be presented in Miami Beach between October 1,2000
and September 30, 2001
Proposed project open to the public

Introduction
The Miami Beach Mayor and Commission created the IVliami Bcach Cultural Arts Council (Council) in 1997
to develop, coordinate, and promote the arts in our community. The cultural arts grants program, initiated in 1998,
is funded annually through thc City of Miami Bcach, a partncrship with the Miami Beach Visitor & Convcntion
Authority (YCA) and the Greater Miami Convention and Yisitors Bureau (GMCYB).
With public funds, the City of Miami Beach cultural arts grants support not-for-profit visual and
perfonning arts organizations benefiting Miami Beach.
The Council works to help arts groups develop and build audiences. In addition to providing financial assistance,
this year's program encourages collaboration. The "Miami Beach Anchors," the eight preeminent arts organizations
bascd in !l.1iami Beach, will be askcd to collaborate with smaller arts groups supported by the City. By working
together, all arts groups benefit, strengthening Miami Beach's reputation as South Florida's most important cultural
destination.
/l,fiami Beach Second Thursdays, a new series on the second Thursday evening of every month starting
October 12, 2000, will feature free arts events throughout the city, showcasing all of Miami Beach as a cultural
district, from the Jewish Museum to the Hispanic Community Ccnter. The Council will markct these events on
artsbeach. com and through other media. All grant recipients will be asked to participate through open rehearsals,
lectures, perfonnanccs, exhibits, meet-the-artist receptions, cA1endcd evening hours, ctc.
Outreach to underserved communities is an important element in this year's program. Organizations arc encouraged
to extend their programs throughout the city. Miami Beach schools and community centers can benefit
tremendously. Engage the community in new ways this year; elevate awareness of the arts.
Organizations awarded cultural arts grants will receive marketing and optional board development support.
Many will also benefit from Miami-Dade County's cultural advancement grants, partially funded by the Council
for Miami Beach groups. The cultural arts program develops a culturally rich environment for residents and
visitors, nurtures creative expression, builds community, and improves the quality oflife for all.
All awards for fiscal year 2000-2001 are contingent upon fUnding approval by the
Mayor and Commission in September 2000.

ANALYSIS
Over the past ten years the City of Miami Beach has experienced an unprecedented artistic and
cultural revival. Establishing the Art Deco District in 1979 initiated Miami Beach's historic and
cultural identity. Through the years, arts organizations invested in the community and the City's
success has been due, in large part, to the continued work and artistic expression of cultural
organizations.
So that the City's success and increasing real estate values would not endanger the cultural
community's ability to support itself and result in the loss of many of its valued artistic groups, the
Mayor and City Commission passed an Ordinance establishing the Cultural Arts Council (the
"Council") in 1997. The Council subsequently created an infrastructure to support the visual and
performing arts in Miami Beach and plan for its future. The Cultural Arts Grants Program, a central
component of the Council's Masterplan, provides partial funding to not-for-profit arts organizations
through a competitive application and review process. This funding results in numerous
performances, exhibits, and cultural offerings throughout the City of Miami Beach.
In 1998, a competitive process was established to equitably review grant applications and assess the
cultural community's needs. This year, the Council developed new grant categories based on analysis
of the two previous years and feedback from applicants.

The categories and their objectives are listed below:
Miami Beach Anchors - To support the eight preeminent cultural institutions in Miami Beach whose
year round programs contribute significantly to the cultural life of the city. (ArtCenter/South Florida,
Bass Museum of Art, Concert Association of Florida, Jewish Museum of Florida, Miami City Ballet,
Miami Design Preservation League, New World Symphony, Wolfsonian-FIU).
Year-round - To support arts organizations with ongoing, daily presence in Miami Beach.
ProjectsIPrograms 1- To support arts organizations with annual operating budgets over $100,000
that produce or present programs, projects, or events in Miami Beach.
Festivals - To support festivals (dance, music, theater, film, and visual arts) in Miami Beach.
Projects/Programs 2 - To support smaller arts organizations with annual operating budgets under
$100,000 that produce or present programs, projects, or events in Miami Beach.
Applications were available beginning April 18 from the Arts Council's office, the City's arts website:
www.artsbeach.com and through mailings to previous applicants. Additionally, the program was
publicized through various news media. During the month of May, the Cultural Arts Council staff met
individually with all applicants for thirty minute consultations to review categories, determine
eligibility, and consult regarding application preparation. Grants were due June 5-9. The application
process yielded 62 applications for cultural programming in 2000/2001, with requests totaling
$1,083,650.

The Council selected 29 volunteer grants panelists representing the community's diversity in late
February 2000, and encouraged them to further their knowledge of the cultural"offerings in Miami
Beach and to attend potential applicants' performances. Two panel orientation meetings were held.
The first introduced panelists to the Council and its mission, and provided an overview of the grants
program. The second included an in depth discussion on the panel review process, (see attached
Exhibit E). Cultural Arts Council members chaired each grant review panel which were convened
from June 26 to June 29.
The grant panel review process included these steps: Each grant application was assigned a primary
and secondary reader, presented to the panel and then discussed. Applications were scored using
evaluation forms based on criteria listed in the application and then averaged, dropping the highest
and lowest score. The proposals were then ranked from highest to lowest average score and the
panels made funding recommendations, totaling $685,000.
On July 7, the Council unanimously approved the grants panel's funding recommendations, in the
amount $658,000.

The Council also supports Miami Beach culture through two other collaborative grant programs: The
Miami-Dade County Department of Cultural Affairs Cultural Advancement Program (institutional
support for mid-sized Miami Beach arts groups), and the VCAlCAC Cultural Tourism Program,
supporting cultural programs specifically designed to bring tourists to Miami Beach. A $50,000
allocation to each of these programs matches the Council's initial investment.
