A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE A PROFESSIONAL SERVICES AGREEMENT
WITH THE FIRM OF KIMLEY-HORN AND ASSOCIATES,
INC., IN THE TOTAL AMOUNT OF $246,399.80,
COMPRISING OF $32,895 IN FEES AND REIMBURSABLE
EXPENSES FOR ALLISON PARK, AND $213,504.80 FOR
THE NORTH BEACH RECREATIONAL CORRIDOR,
PURSUANT TO RFQ NO. 41-99/00 TO PROVIDE
ARCIDTECTURAL, ENGINEERING AND LANDSCAPE
ARCHITECTURAL SERVICES FOR THE PLANNING,
PROGRAMMING, DESIGN, CONSTRUCTION
DOCUMENTATION, CONSTRUCTION ADMINISTRATION,
AND TO DEVELOP SPECIFICATIONS FOR ALLISON PARK
AND NORTH BEACH RECREATIONAL CORRIDOR
PROJECTS; AND APPROPRIATING FUNDS IN THE
AMOUNT $32,895 FOR ALLISON PARK AND $40,000, FOR
THE NORTH BEACH RECREATIONAL CORRIDOR FROM
THE $92 MILLION GENERAL OBLIGATION BOND-SERIES
2000, FUND NO. 374 AND THE BALANCE OF $173,504.80
FROM THE PREVIOUSLY APPROPRIATED SAFE
NEIGHBORHOOD PARKS BOND PROGRAM FUND FOR
PAYMENT OF FEES FOR SUCH SERVICES AND PROJECT
REIMBURSABLE EXPENSES.
WHEREAS, on January 12, 2000, the Mayor and City
Commission adopted Resolution No 2000-23447 approving the
issuance of a Request For Qualifications (RFQ) for architectural and
engineering firms to provide professional services for the design,
construction documentation, and to develop specifications for the
improvements to Allison Park and the North Beach Recreational
Corridor; and
WHEREAS, two (2) fIrms submitted proposals detailing their
qualifications for the proposed project; and
WHEREAS, an Evaluation Committee, appointed by the City
Manager to review the proposals, met on March 27, 2000, and April
14, 2000, and reviewed the qualifications of the firms submitting
proposals; and

WHEREAS, Kimley-Horn and Associates, Inc., was
recommended to the City Manager as the top ranked proposer; and
WHEREAS, the Administration received authorization under
Resolution No. 2000-23927, adopted on May 24, 2000, to enter into
negotiations with Kimley-Horn and Associates to refine the scope of
work, and to negotiate the fees to be paid for the work; and
WHEREAS, the Administration now requests approval of a
Professional Services Agreement between the City and Kimley-Horn
and Associates, Inc., in the amount of $246,399.80, for professional
architectural, landscape architectural and engineering services to
perform the planning and programming, prepare design drawings,
construction documents and specifications for the improvements to
Allison Park and the North Beach Recreational Corridor.
NOW, THEREFORE BE IT DULY RESOLVED BY THE
MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the Mayor and the City
Commission approve and authorize the Mayor and City Clerk to
execute an Agreement with Kimley-Horn and Associates, Inc., for
Professional Architectural, Landscape Architectural and Engineering
Services, pursuant to Request for Qualifications No. 41-99/00 to
develop plans, specifications and construction documents for the
improvements to Allison Park and the North Beach Recreational
Corridor, for a maximum fee (including reimbursable expenses) of
$246,399.80, to be funded from the $92 million General Obligation
Bond-Series 2000, Fund No. 374.

Adopt the Resolution.
FUNDING:
Funds for this project are available as follows: $32,895, for Allison Park and $40,000, for the North
Beach Recreational Corridor from the $92 Million G.O. Bond-Series 2000, and $173,504.80 from the
previously appropriated Safe Neighborhood Parks Bond Program Fund.

ANALYSIS:
Pursuant to a Resolution adopted by the City Mayor and Commission on January 12, 2000, the
Administration issued on January 20, 2000, a Request for Qualifications (RFQ) No. 41-99/00 for
Architectural, Engineering and Landscape Architectural services to develop design, and construction
documents for Allison Park and the North Beach Recreational Corridor projects.
On March 1,2000, the RFQ was opened. In Letter to Commission (LTC) No. 41-2000, dated Mach 22,
2000, the Administration established an Evaluation Committee for the purpose of reviewing the
proposals received and to make a recommendation to the City Manager on the ranking of the proposals.
On March 27, 2000, the Committee met to review all the responses and short listed the following two
(2) responsive firms: Kimley-Horn and Associates, Inc. and Rosenberg Design Group, Inc. On April
14,2000, the two (2) firms made oral presentations. The Committee evaluated and ranked the firms
based on the criteria identified in the RFQ. Kimley-Horn and Associates, Inc., was selected the top-
ranked firm. The recommendation was issued to the City Manager, who reviewed and concurred with
the Committee's evaluation.
On May 24, 2000, the Commission adopted a Resolution accepting the ranking recommended by the
Evaluation Committee and authorizing the Administration to enter into negotiations with the top-
ranked firm.
Ongoing contract negotiations were conducted with the recommended firm. Kimley-Horn and
Associates, Inc., agreed to perform the work for a flat percentage of 6.5% of the project's actual
construction cost. The following table illustrates the salient points and the result of the negotiation with
Kimley-Horn and Associates, Inc., for the provision of Planning, Programming, Design, Construction
Documentation, Construction Administration and Specifications for Allison Park and the North Beach
Recreational Corridor Projects:

1. The reimbursable expense amount is a "not to exceed sum". It includes: boundary and
topographic survey, geo-technical tests, reproduction, and miscellaneous expenses, an allowance for
DEP permitting, an allowance for HPIDRB labeling and mailing. Consultant must submit proposals
to the City for approval before services are rendered for items such as surveys and geo-technical
testing. Expenses will be reimbursed at actual cost.
2. The Project Budget is $170,000. The estimated construction cost is $123,000.
