2000-24029 RESO RESOLUTION NO. 2000-24029 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS, IN AN AMOUNT NOT TO EXCEED $50,000, FROM $92 MILLION G.O. BONDS- SERIES 2000 FUND #373 TO THE PROFESSIONAL SERVICES AGREEMENT FOR ARCHITECTURAL AND ENGINEERING SERVICES WITH CORZO, CASTELLA, CARBALLO, THOMPSON, AND SALMAN (C3TS), TO PROVIDE SURVEYS OF THE EXISTING LIGHTING AND FOUNTAINS ON LINCOLN ROAD AND THE DEVELOPMENT OF CONSTRUCTION DOCUMENTS FOR GENERAL LIGHTING AND FOUNTAIN ENHANCEMENTS ON LINCOLN ROAD. WHEREAS, since the completion of the Lincoln Road Renovation Project, multiple meetings have been held with members of the Lincoln Road Merchants Association and Lincoln Road Marketing, Inc. (the Organizations) to discuss problems with the lighting and fountains on Lincoln Road; and WHEREAS, the City's Property Management Division concurs with the findings of the Organizations that there are deficiencies in the amount of current lighting that is available on Lincoln Road, and also agrees that some of the fountains on Lincoln Road do not have adequate water flow for the proper operation of the fountains; and WHEREAS, the necessary repairs will require a survey of the "as built" conditions on Lincoln Road to determine available power locations; lighting and fountain surveys to determine need; and the development of construction documents detailing the scope of work required; and WHEREAS, as the funding available for the project is under $500,000, the Administration is requesting the use of the rotational professional services agreement for architectural and engineering services; and WHEREAS, to comply with the South Florida Building Codes, a professional architectural/engineering service provider is required to prepare the construction documents that are necessary for permitting and to bid the project for construction. NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission appropriate funds, in an amount not to exceed $50,000, from $92 million G.O. Bonds - Series 2000 Fund #373 to the professional services agreement for architectural and engineering services with Corzo, Castella, Carballo, Thompson, and Salman (C3TS), to provide for surveys of the existing lighting and fountains on Lincoln Road and the development of construction documents for general lighting and fountain enhancements on Lincoln Road. TO: FROM: ADMINISTRATION RECOMMENDATION: Adopt the Resolution. FUNDING: Funding is provided in the $92 million G.O. Bonds - Series 2000 Fund #373. ANALYSIS: With the completion of the Lincoln Road Renovation Project, many businesses along Lincoln Road have addressed concerns about areas along the Road that have inadequate lighting or "dark spots" where existing lighting does not cover. Members of the Lincoln Road Marketing Inc. and the Lincoln Road Merchants Association (the "Lincoln Road Organizations") have both addressed concerns for the safety of the patrons that visit Lincoln Road at night. The Lincoln Road Organizations and the City's Property Management Department have also addressed concerns for the design features and operational problems with the fountains on Lincoln Road. In particular, the fountains on the 400 and 500 blocks of the Road. These fountains have had problems with the circulation of water due to the original design not providing adequate water supply lines in the sizes needed for the proper operation of the fountain. The Lincoln Road Organizations Funding Approval AGENDA ITEM c.... "lEE DATE 1-"2b-DO have also requested that the City have a survey of the existing conditions completed to provide recommendations for other fountain enhancements such as replacing the existing fountain spray heads with a more decorative and lighted type. Funding for these needs, ($300,000), was included as part of the General Obligation Bond Program for the enhanced improvement needs for Lincoln Road. As the total available funding available for the enhancements of the lighting and fountains for Lincoln Road is less than $500,000.00, the Administration is seeking to use the rotational professional services agreement for architectural and engineering services with Corzo, Castella, Carballo, Thompson, and Salman (C3TS), to provide for existing condition surveys of the lighting and fountains on Lincoln Road. The estimated total cost of this project is $475,000. The Administration will seek additional funding sources for this phased improvement program. Potential funding sources may include Transportation Mitigation Funds (pedestrian enhancements). The City will pursue additional grants for the project. Phase I will not exceed $300,000 and will be funded by 1999 G.O. Bonds (Lincoln Road Project). The scope of services provided by C3TS Architects would also include the preparation of a "as built" plan that would reflect the existing power supplies and locations along the Road that could be used for the different enhancements's power needs, the development of construction documents to allow the project to be formally bid, and the services of providing presentations to the various oversight committees and Lincoln Road Organizations, for their approval. Their design services will be for the full project while the City will phase implementation. The Administration recommends that the Mayor and City Commission adopt the Resolution and appropriate funding, in an amount not to exceed $50,000, to C3TS Architects, to provide for the architectural and engineering services as outlined in this memorandum.
