RESOLUTION No. 2000-24023
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING
THE NINTH AMENDMENT TO THE POLICE
CONFISCATION TRUST FUND FOR FISCAL YEAR 1999/00,
IN THE AMOUNT OF $179,680, TO BE FUNDED FROM THE
PROCEEDS OF STATE CONFISCATED FUNDS.
WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to
be utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has determined that the need
for appropriation and expenditures exist and the appropriation and expenditure of forfeiture funds
is in compliance with Section 932.705, Florida Statutes; and
WHEREAS, such funds are available in the Police Confiscation Trust Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the Ninth Amendment to the FY 99/00 Police Confiscation Trust Fund
Budget for the City of Miami Beach, in the amount of$179,680, as reflected in the attached
Exhibit "A".

PURCHASE OF WINTER GEAR FOR BICYCLE
AND A TV OFFICERS to include jackets with
removable fleece liner and sleeves and high impact
lined patrol pants
FURNITURE FOR A NEW OFFICE OF THE
TECHNICAL SERVICES DIVISION
MRE (Meals Ready to Eat) to be used during
hurricane to feed 400 people for 2 days
COOL SCHOOL OF DADE COUNTY is a not-
for-profit organization established in 1996 in Miami
Beach and is funded by a variety of public and private
sources. Currently, its principal purpose is to combat
gang recruitment of minors by providing educational,
recreational and social services to low income families
and their children. The Department has evaluated the
program and found it to be an exceptional well-managed
and productive program which provides needed mentoring
for the students involved.
KIWANIS OF MIAMI BEACH SCHOLARSHIP FUND
to support this program under which children from Miami
Beach will receive enabling awards to attend college.
Qualifications include a record of non-involvement with
criminal conduct.
TO OUTFIT A HURRICANE RESPONSE VEHICLE
to include emergency and rescue equipment, video equip-
ment for on-board assessment, and hand tools and
communications equipment
Smartpartners PAGERS to allow footlbike/atv/motors
officers to check FCIC/NCIC (state and national criminal
checks on stopped individual) (PILOT PROGRAM)

RENOVATIONS TO THE SUPPORT SERVICES
DIVISION AREA including: office furniture, installation
of key pads, window treatment for lounge, artwork and
labor by the Property Maintenance staff.
FILE CABINETS WITH LOCKS for the Strategic
Investigations Unit required by Accreditation
"FIRST NIGHT MIAMI BEACH" an alcohol free
alternative for New Year's Eve.
A CHILD IS MISSING - A not-for-profit organization
that assists police agencies in the critical first few hours of
a child's disappearance by making phone calls to residents
in the area. This is service is provided free of charge. To ensure
that this service will remain available to all communities
in the area for a long time to come.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Florida Statute 932.705 provides for expenditures offorfeiture funds for law enforcement purposes.
The Chief of Police of the City of Miami Beach has reviewed and identified the need for the
appropriation and has established that the expenditures of forfeiture funds is in compliance with
Section 932.705, Florida State Statutes. These forfeiture funds have been deposited in the Police
Confiscation Trust Fund. The City has complied with all statutory procedures involved in the
transaction of these funds.
The Administration requests authorization to adopt the Ninth Amendment to the operating budget
for the FY 1999/00 Police Confiscation Trust Fund in the amount of $179,680, from State funds to
be used to provide for the expenditures listed in Exhibit "A".
