RESOLUTION NO. 2000-24022
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ENDORSING AN APPLICATION BY
THE NORTH BEACH DEVELOPMENT CORPORATION TO THE
FLORIDA MAIN STREET PROGRAM FOR DESIGNATION OF THE
HARDING TOWNSITE/SOUTH ALTOS DEL MAR HISTORIC DISTRICT
AS A FLORIDA MAIN STREET PROJECT, WITH THE SPECIFIC GOAL
OF REVITALIZATION WITHIN THE CONTEXT OF THE MAIN STREET
APPROACH; AND AGREEING TO SUPPORT THE LOCAL MAIN STREET
PROJECT AND PARTICIPATE IN ITS ACTIVITIES.
WHEREAS, the Florida Main Street Program has been created to assist Florida
communities in developing public-private efforts to revitalize their "Main Street" areas; and
WHEREAS, the Secretary of State will select a number of communities to participate in the
Program in the upcoming year; and
WHEREAS, the Department of State has indicated that Main Street applications located in
historic districts will be given priority in the upcoming year; and
WHEREAS, the Harding TownsitelSouth Altos Del Mar Historic District is a suitable
commercial area in North Beach for application of the Main Street approach to economic
revitalization.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby endorse an application by the North Beach Development Corporation to the
Florida Main Street Program for designation of the Harding TownsitelSouth Altos Del Mar Historic
District as a Florida Main Street Project, with the specific goal of revitalization within the context
of the Main Street Approach; and agree to support the local Main Street project and participate in
its activities.

Adopt the Resolution.
ANALYSIS
The North Beach Development Corporation intends to submit an application for Main Street
designation of the Harding TownsitelSouth Altos Del Mar historic district. The program provides
technical assistance to local organizations from the Florida Department of State, Bureau of Historic
Preservation. The Main Street program encourages economic development within the context of
historic preservation. The approach advocates improvements in four areas to create a positive,
distinctive image for downtowns and neighborhood commercial districts.

Organization: Working with public and private sector community leaders to develop
consensus and coordinate resources to revitalize downtown.
Promotion: Creating and marketing a positive image of downtown through special
events, retail sales, effective advertising, and public relations.
Design: Encouraging quality building rehabilitation, signage, public improvements,
and window displays to improve the appearance of downtown.
Economic Restructuring: Improving the economic base of downtown by strengthening
existing businesses, recruiting new businesses, and filling second floor vacancies.

The Main Street approach also advocates a return to community self-reliance and emphasizes the
downtown's traditional assets: personal service, local ownership, unique architecture, and sense of
community.

The proposed Main Street program boundaries coincide with the boundaries of the Harding
Townsite/South Altos Del Mar historic district. It includes Ocean Terrace and the buildings fronting
on Collins Avenue from 73 Street to 76 Street, as well as the proposed new Altos Del Mar Park
between 76 Street and 77 Street (see attached map).
The Main Street application, due August 1,2000, requires a resolution of endorsement from the
local governing body.~
