A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH COASTAL
SYSTEMS INTERNATIONAL, INC., AS THE TOP RANKED FIRM
PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 08-
05/06, FOR PROFESSIONAL ARCHITECTURAL AND
ENGINEERING SERVICES FOR DESIGN, PERMITTING AND
CONSTRUCTION MANAGEMENT OF THE ATLANTIC GREENWAY
NETWORK, "BEACHWALK II" PROJECT, IN THE AMOUNT OF
$486,731, AND FURTHER APPROPRIATING $136,731 FROM THE
SOUTH POINTE CONTINGENCY FUND.
WHEREAS, the City is developing a series of bicycle/pedestrian/greenway projects
to be known as the Atlantic Greenway Network (AGN); and
WHEREAS, the AGN is made up of two main trail systems: the Beach Corridors,
which extend in a general northbound/southbound direction, running between the Erosion
Control Line and the dune system; and the Neighborhood Trails, which extend in a general
east-west, as well as north-south, direction through the South, Middle, and North Beach
Neighborhoods; and
WHEREAS, the permitting, design and construction administration is funded by the
Transportation Enhancement Program funds and South Pointe Contingency funds; and
WHEREAS, Request For Qualifications No. 08-05/06 for the Programming, Design,
Construction Documents, Permitting, Bid and Award and Construction Administration
Services for the Beachwalk II Project was issued on December 12, 2005, with an opening
date of January 27,2006 (the RFQ); and
WHEREAS, the "Beachwalk II" Project is intended to run from 5th Street to South
Pointe Drive, west of the dune system; and
WHEREAS, three (3) proposals were received in response to the RFQ by the
following firms:
. Behar-Ybarra & Associates of Florida, Inc.;
. BEA International;
. Coastal Systems International; and
WHEREAS, an Evaluation Committee was appointed by the City Manager via Letter
to Commission (LTC) No. 025-2006, consisting of the following individuals:
. Tom Mooney, Planning Department, City of Miami Beach
. Jordanna Rubin, Environmental Resources Manager, City of Miami Beach
. Maria Echeverry, Transportation Manager, City of Miami Beach
. John Oldenburg, Parks Department, City of Miami Beach
. Gabrielle Redfern, CMB Bikeways Committee Member, Resident
. Melissa Keeley, South Beach Resident, Leadership Academy Graduate
. Tui Munday, South Beach Resident, Leadership Academy Graduate; and
WHEREAS, on March 6, 2006, the Evaluation Committee convened and discussed
the qualifications and were provided presentations from all three firms; and
WHEREAS, after evaluation of qualifications and presentations from the firms, the
Committee members discussed their individual rankings and ranked the three firms
accordingly:
. First: Coastal Systems International;
. Second: BEA International;
. Third: Behar-Ybarra & Associates of Florida, Inc; and
WHEREAS, the City Manager reviewed and concurs with the Evaluation
Committee's recommendation; and
WHEREAS, on April 11, 2006, pursuant to Resolution No. 2006-26168, the
Manager and City Commission approved the City Manager's recommendation relative to
the RFQ, and authorized the Administration to negotiate with the top ranked proposer,
Coastal Systems International; and
WHEREAS, the Administration recommends that the Mayor and City Commission
approve and authorize the Mayor and City Clerk to execute a Professional Services
Agreement with Coastal Systems International, in the amount of $486,731, for the design,
engineering, permitting, and construction administration services for the Beachwalk II
Project, and further request the appropriation of $136,731 from the South Pointe
Contingency Fund.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the Mayor and City Clerk to execute a
Professional Services Agreement with Coastal Systems International for design,
engineering, permitting, and construction administration services for the Beachwalk II
Project, in the amount of $486,731, and further appropriate $136,731 from the South
Pointe Contingency Fund.

Item SummarY/Recommendation:
The "Beachwalk II" project will establish a southern link between Lummus Park and South Point Park.
Beachwalk II will be a 0.6 mile (approximately 3,100 feet) path running North-South, west of the dune
system and east of Ocean Drive. The concept is similar to the existing Beachwalk which was constructed
between 14'h Terrace and 21" Street.
The purpose of the Beachwalk II project is to create a multi-purpose public access corridor, within a public
easement, which runs along the western edge (upland side) of the sand dunes, immediately east of the
beachfront properties, in the City's South Beach District. The corridor will interconnect area business
districts, cultural & tourism centers, residential neighborhoods, parking facilities, parks, schools and the
beaches. At the start of the design phase, a public out-reach program will be conducted by the City and
the consultant, Coastal Systems International Inc.
The Administration recommends adootino the Resolution.

ANALYSIS
The City of Miami Beach is developing a series of bicycie/pedestrian/greenway projects made up
of two main trail systems; the Beach Corridors, which extend in a northbound/southbound
direction, running between the erosion control line and the dune system; and the Neighborhood
Trails, which extend in an east-west as well as north-south directions through the south, middle,
and north beach neighborhoods. Individual projects will be constructed to create a continuous trail
network allowing for alternative transportation and community enhancement.

RFQ No. 08-05/06 was issued on December 12, 2005 with an opening date of January 27, 2006. A
pre-proposal conference to provide information to firms considering submitting a response was
held on January 12, 2006. Bid Net issued bid notices to 116 prospective proposers, resulting in 49
proposers requesting the RFQ document, which resulted in the receipt of the following three (3)
proposals from:
. Coastal Systems International, Inc,
. BEA International
. Behar-Ybarra & Associates of Florida, Inc
The City Manager via Letter to Commission (LTC) No. 025-2006, appointed an Evaluation
Committee ("the Committee") consisting of the following individuals:
. Tom Mooney, Planning Department, City of Miami Beach
. Jordanna Rubin, Environmental Resources Manager, City of Miami Beach
. Maria Echeverry, Transportation Manager, City of Miami Beach
. John Oldenburg, Parks Department, City of Miami Beach

After evaluation of qualifications and presentations from the three (3) responsive firms, the
Committee members discussed their individual rankings and ranked the firms as follows:

The City Manager reviewed the Evaluation Committee's recommendation, and recommended that
the Mayor and City Commission accept the Committee's recommendation, relative to the ranking of
firms. The City Commission approved entering negotiations with Coastal Systems International on
April 11 , 2006.
The Administration successfully negotiated a fair and reasonable contract price with Coastal
Systems International in the amount of $486,731 for the design, engineering, permitting, and
construction administration services of the Beachwalk II project to be funded from previously
appropriated Transportation Enhancement Program funds in the amount of $350,000 and the new
requested appropriation of $136,731 from the South Pointe Contingency Fund.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution which requests to award a contract in the amount of $486,731 to Coastal Systems
International for the design, engineering, permitting, and construction administration services for
Beachwalk II project and appropriate $136,731 from the South Pointe Contingency Fund.
