A RESOLUTION OF THE CHAIRMAN AND THE MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY AUTHORIZING THE
CHAIRMAN AND THE SECRETARY TO EXECUTE A CONSTRUCTION
AGREEMENT WITH ATLANTIC CIVIL, INC. IN AN AMOUNT NOT-TO-
EXCEED $5,600,000.00 FOR THE SOUTH POINTE STREETSCAPE
IMPROVEMENTS - PHASE I CONSTRUCTION; AND APPROPRIATING
$150,000.00 FROM PARKING REVENUE BOND FUND 481 AND
APPROPRIATING $2,450,00.00 FROM SOUTH POINTE TAX INCREMENT
FUNDS FOR SAID PURPOSE.
WHEREAS, On September 23,1998, the Chairman and Members of the Miami Beach
Redevelopment Agency (RDA) approved Resolution 304-98, which authorized the appropriation
of $5,000,000 in Tax Increment Funds (TIF); and
WHEREAS, the appropriation allocated $1.192 million to restore the funds for the
improvements to South Pointe Park and Washington Park and approximately $3.8 million to
implement the streetscape improvements in the South Pointe district, based on the
recommendation of the community and the endorsement of the South Pointe Advisory Board
(SPAB); and
WHEREAS, of the $3.8 million, approximately $800,000 has already been used for the
preparation and coordination of the Master Plan; the design, survey, engineering, and
implementation of the construction documents for Phase I; the survey for Phase II; and related
matters of the Streetscape Improvement Project; and
WHEREAS, the Project's Phase I Construction consists of the roadway, sanitary, lighting
and landscaping improvements on Third Street and on Washington Avenue, with its extension
into the South Pointe Park and the modification of the Park's existing parking lot; and
WHEREAS, on Apri110, 2000 an Invitation to Bid for the construction of the South
Pointe Streetscape Improvements - Phase I was advertised by the City's Procurement Director.
On May 31, 2000, five Bid Proposals were submitted for the Project; and
WHEREAS, the Proposals were tabulated and analyzed based on the Total Base Bid
amount and the different line item unit prices, while the prospective bidders' qualifications were
investigated by contacting the listed references submitted with the Bids; and
WHEREAS, the lowest qualified bidder is Atlantic Civil, Inc. (ACI), who submitted a
Total Base Bid in the amount of$5,592,717.61 for the construction of Phase I of the Project; and
WHEREAS, ACI has been rated by its references as a professional, well-organized and
documented company, with experience in projects with similar budgets that included roadway,
water, sewer, drainage, and landscaping and related scopes; and
WHEREAS, it should be noted that the South Pointe Streetscape Master Plan did not
include the expansion ;jfthe existing parking lot at the South Pointe Park; and
WHEREAS, the parking lot modification was contemplated in the South Pointe Park
Master Plan; and
WHEREAS, as such, it was deemed necessary to perform this scope in Phase I
construction with the Washington Avenue extension into the Park; and
WHEREAS, the expansion of the parking lot will allow connecting the lot with the
driveway entrance provided into South Pointe Park, as specified within the Phase I construction
documents; and
WHEREAS, the modified lot will provide twenty-two (22) additional metered parking
spaces, for a total of sixty-eight (68) metered parking spaces; and
WHEREAS, all improvements will be fully coordinated with the public utility companies
and governmental agencies, as required; and
WHEREAS, funding in the amount of$150,000 will be provided from the Revenue Bond
Fund 481; and
WHEREAS, additional funding in the amount of $2,450,000.00 will be provided from
the South Pointe Tax Increment Funds, considering the $3 million remaining balance from the
prior appropriation; and
WHEREAS, in order to meet the time schedule prepared as part of the Streetscape Master
Plan, the construction of Phase I need to immediately commence, to effectively coordinate with
the electrical and sanitary components of the Project, such as Florida Power and Light's
undergrounding of electrical wiring in the area.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MEMBERS
OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairman and Members
of the Miami Beach Redevelopment Agency herein authorize the Chairman and the Secretary to
execute a construction agreement with Atlantic Civil, Inc. in an amount not-to-exceed
$5,600,000.00 for the South Pointe Streetscape Improvements - Phase I construction; and
appropriate $150,000.00 from Parking Revenue Bond Fund 481 and appropriate $2,450,000.00
from South Pointe Tax Increment Funds for said purpose.

ANALYSIS
On September 23, 1998, the Chainnan and Members of the Miami Beach Redevelopment
Agency (RDA) approved Resolution 304-98, which authorized the appropriation of $5,000,000
in Tax Increment Funds (TIF). The appropriation allocated $1.192 million to restore the funds
for the improvements to South Pointe Park and Washington Park and approximately $3.8 million
to implement the streetscape improvements in the South Pointe district, based on the
recommendation of the community and the endorsement of the South Pointe Advisory Board
(SPAB). Of the $3.8 million, approximately $800,000 has already been used for the preparation
and coordination of the Master Plan; the design, survey, engineering, and implementation of the
construction documents for Phase I; the survey for Phase II; and related matters of the
Streetscape Improvement Project.

The Project's Phase I Construction consists of the roadway, sanitary, lighting and landscaping
improvements on Third Street and on Washington Avenue, with its extension into the South
Pointe Park and the modification of the Park's existing parking lot.
On April 10, 2000 an Invitation to Bid for the construction of the South Pointe Streetscape
Improvements - Phase I was advertised by the City's Procurement Director. On May 31, 2000,
five Bid Proposals were submitted for the Project. The Proposals were tabulated and analyzed
based on the Total Base Bid amount and the different line item unit prices, while the prospective
bidders' qualifications were investigated by contacting the listed references submitted with the
Bids.
The lowest qualified bidder is Atlantic Civil, Inc. (ACI), who submitted a Total Base Bid in the
amount of $5,592,717.61 for the construction of Phase I of the Project. ACI has been rated by its
references as a professional, well-organized and documented company, with experience in
projects with similar budgets that included roadway, water, sewer, drainage, and landscaping and
related scopes.
It should be noted that the South Pointe Streetscape Master Plan did not include the expansion of
the existing parking lot at the South Pointe Park. However, the parking lot modification was
contemplated in the South Pointe Park Master Plan. As such, it was deemed necessary to
perform this scope in Phase I construction with the Washington Avenue extension into the Park.
The expansion of the parking lot will allow connecting the lot with the driveway entrance
provided into South Pointe Park, as specified within the Phase I construction documents. The
