97-22252 RESO RESOLUTION NO. 97-22252 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AN AMENDMENT TO THE CITY BUDGET TO FUND SERVICES PREVIOUSLY PROVIDED BY THE SPECIAL ASSESSMENT DISTRI:TS KNOWN AS THE WASHINGTON AVENUE MANAGEMENT SERVICES DISTRICT ,;~ND THE LINCOLN ROAD MANAGEMENT SERVICES DISTRICT; FURTHER, APPROPRIATING THESE FUNDS TO THE APPROPRIATE CITY DEPARTI\I'ENTS THAT WILL NOW BE RESPONSIBLE FOR THE PROVISION OF THOSE SER\i'ICES. WHEREAS, the Special Assessment Districts known as the Washington Avenue Management Services District and the Lincoln Road Management Services District (collectively, the Districts) will no lonpler function as the entities responsible for management, sanitation, security, and related services in their respec:tive areas; and WHEREAS, the current City Budget does not reflect the respective City Department:; IIOW having responsibility for the necessary services currently performed by the aforementioned Districts; R1d WHEREAS, the City Departments have a requirement for additional personnel and eq uipment to accomplish the services formerly provided by these Districts; and WHEREAS, the Administration recommends that the Mayor and City Commission amend the :;ity Budget and appropriate funds for the City to accomplish the provision of the necessary services. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission herein authorize an ,ommdment to the City Budget to fund those services previously provided by the Special Assessment Districts known as the Washington Avenue Management Services District and the Lincoln Road Management Senfices District; further, appropriating these funds to the appropriate City Departments that will be responsible for title services as follows: Sanitation- Enterprise Fund 435, (to be sourced from new Impact Fee) - $145,250 ar d Property Management, Police Department, Private Security - Fund 120 (to be sourced from Resort Tax; $581,058. DATE: January 8, lS97 TO: SUBJECT: ADMINISTRATION RECOMMENDATION: To approve the Resolution authorizing amendments and authorizing the appropriation of city services. the attached budgl=t of funds for provision BACKGROUND: In late 1996, the property owners in the Washington Avenue District and the Lincoln Road District voted not to renew their Distric:s for another year. The Administration was thereupon directed:o assume responsibili ty for those municipal services previousJy performed by the Districts, including but not limited :0 pressure/steam cleaning sidewalks, litter control, added ambassadorial/securi ty services, and graffi ti and handbi.U removal. Effective January 1, 1997, the City Administration was directed ;JY the Commission to provide at least the same levels of service tha.t had been provided by the former districts prior thereto. ANALYSIS: The dissolution of the Districts and the concomi tant increase .in Ci ty responsibili ties, has necessi tated each department to r,=- evaluate its role; review staffing, scheduling, and equipme;1t issues; and submit a revised budget. AGENDA ITEM~_ DATE t-S-9l Page 2 Attached is a budget delineating the cost of services to j:>e provided by the Ci ty of Miami Beach for the period from January .I, 1997 through October 31, 1997. The funding source for eaGh department will be as follows: Sanitation will be sourced from the new Impact Fee (Fund 435) totalling $145,250 i Property Managemen~, Police Department, and Private Securi ty will be funded from Reso::-t Taxes, totalling $581,058 from Fund 120. All other expenses will JJe absorbed in the current year department budgets. (See attachment #1 - Budget for Washington Avenue and Lincoln Road Services) CONCLUSION: The budget amendments are necessary in order to readjust the funding source for the services to be provided to the form~~r Washington Avenue and Lincoln Road Districts.
