BACKGROUND:
In late 1996, the property owners in the Washington Avenue District

ambassadorial/securi ty services, and graffi ti and handbi.U
removal.
Effective January 1, 1997, the City Administration was directed ;JY
the Commission to provide at least the same levels of service tha.t
had been provided by the former districts prior thereto.
ANALYSIS:
The dissolution of the Districts and the concomi tant increase .in
Ci ty responsibili ties, has necessi tated each department to r,=-
evaluate its role; review staffing, scheduling, and equipme;1t
issues; and submit a revised budget.
