98-22794 RESO RESOLUTION NO. 98-22794 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE FIFTH (AND FINAL) ONE-YEAR OPTION TERM OF THE CONCESSION AGREEMENT WITH GOLD STAR PARKING SYSTEMS, INC. FOR VALET PARKING SERVICES A T THE JACKIE GLEASON THEA TER OF THE PERFORMING ARTS (TOPA), MIAMI BEACH CONVENTION CENTER (MBCC), AND OTHER CITY PROPERTY, AS REQUIRED; SAID OPTION TERM COMMENCING ON SEPTEMBER 15, 1998, AND ENDING ON SEPTEMBER 14, 1999. WHEREAS, at its regular meeting on June 17, 1998, the Mayor and City Commission did not approve the issuance of a Request for Proposals for Valet Parking Services at the Jackie Gleason Theater of the Performing Arts (TOP A), Miami Beach Convention Center (MBCC), and other City property, as required; and WHEREAS, Gold Star Parking Systems, Inc. (Gold Star) has provided valet parking services to the City at TOPA and MBCC since October 1, 1986; and WHEREAS, the existing Valet Parking Services Concession Agreement with Gold Star Parking, Inc. has a fifth (and fmal) one-year option term, commencing on September 15, 1998, and ending on September 14, 1999; and WHEREAS, the current option term expires on September 14, 1998; and WHEREAS, it is the intent of the City to continue providing ancillary parking services in the form of valet parking at its facilities. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve the fifth (and fma1) one-year option term of the Concession Agreement with Gold Star Parking Systems, Inc. For Valet Parking Services at the Jackie Gleason Theater of the Performing Arts (TOP A), Miami Beach Convention Center (MBCC), and other City property, as required; said option term commencing on September 15, 1998, and ending on September 14, 1999. PARKING SERVICES AT THE JACKIE GLEASON THEATER OF THE PERFORMING ARTS, MIAMI BEACH CONVENTION CENTER, AND OTHER CITY PROPERTY, AS REQUIRED. CLERK'S NOTE: THIS MEMORANDUM DOES NOT REFLECT THE DECISION OF THE CITY COMMISSION. ADMINISTRA TION RECOMMENDATION: Adopt the Resolution. BACKGROUND: The City of Miami Beach currently has a Concession Agreement with Gold Star Parking, Inc. for valet parking services at the Jackie Gleason Theater of the Performing Arts, Miami Beach Convention Center, and other City Property, as may be required. Gold Star Parking, Inc. has provided this service since 1986. On October 1, 1986, a Concession Agreement was awarded to Gold Star Parking, Inc. for two (2) years, with a one (1) year renewal option. On October I, 1988, the City renewed the Concession Agreement for the one (1) year renewal period. In 1989, a Request for Proposal was issued in order to continue providing said services. Gold Star Parking, Inc. was the successful proposer and they were awarded a five (5) year Valet Parking Concession Agreement with five (5) one-year renewals at the City's option. To date, the City has renewed four of the five one-year options. The current agreement will expire on September 14, 1998. ANAL YSIS: The City wishes to continue providing parking services in the form of valet parking at the aforementioned venues. It is the Administration's goal to increase the level of service for valet parking users at the Jackie Gleason Theater of the Performing Arts, Miami Beach Convention Center, and other City property. A competitive selection process and a new concession agreement would enable the City to place stricter requirements on the concessionaire. AGENDA ITEM DATE K- Ie- ~-I/-~~ These stricter requirements would include a code of conduct and a dishonesty bond for the concessionaire's employees. Additionally, the City's financial return could be enhanced if competitively bid, as opposed to administratively renewed. The issuance of a request for proposals does not preclude the existing service provider from submitting a proposal. In fact, it will provide the City an opportunity to review and select the best possible valet parking service and financial return. If approved, the attached RFP No.66-97/02, will be issued effective June 18, 1998. A timetable is set forth on page three (3) of the attached RFP. The City Commission may then make a determination for the selection of a valet parking service, at the July 15, 1998, City Commission meeting. The contract would then be negotiated and awarded on the September 9, 1998 City Commission Meeting. CONCLUSION The Administration believes that the tighter controls and an improved financial return to the City can best be achieved by competitively bidding the contract. The present contractor will have an opportunio/ to bid as w.ell.
