A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO SUBMIT THE FOLLOWING GRANT
FUNDING REQUESTS: 1) APPLICATION TO THE CHILDREN'S TRUST
SERVICE PARTNERSHIP PROGRAM FOR FUNDING, IN AN AMOUNT
NOT TO EXCEED $100,000, FOR A SERVICE PARTNERSHIP FOR
YOUTH AGED 13-18; 2) APPLICATIONS TO THE STATE OF FLORIDA
LEGISLATURE, IN THE FORM OF COMMUNITY BUDGET ISSUE
REQUESTS, IN THE TOTAL AMOUNT OF $14,000,000, FOR FUNDING
FOR STORMWATER, DRINKING WATER AND WASTEWATER
INFRASTRUCTURE IMPROVEMENTS CITYWIDE; 3) APPLICATION TO
THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), IN THE
TOTAL AMOUNT OF $216,666, FOR PRE-DISASTER MITIGATION FUNDS,
FOR SHUTTERS AND PROTECTIVE GLASS FOR CITY BUILDINGS; 4)
APPLICATION TO THE BIKES BELONG PROGRAM FOR FUNDING, IN AN
AMOUNT NOT TO EXCEED $10,000, FOR THE WASHINGTON AVENUE
SHARED ARROW BICYCLE PROJECT; 5) APPLICATION TO THE
ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM FOR FUNDING, IN
AN AMOUNT NOT TO EXCEED $181,000, FOR A VEHICLE EXHAUST
EXTRACTION SYSTEMS FOR FIRE STATIONS NUMBER ONE AND
NUMBER THREE; 6) APPLICATION TO OFFICE OF THE ATTORNEY
GENERAL, FOR VICTIMS OF CRIMES ACT (VOCA) FUNDING, IN AN
AMOUNT NOT TO EXCEED $77,000, FOR THE CITY'S DOMESTIC
VIOLENCE PROGRAM; FURTHER APPROPRIATING THE GRANTS AND
MATCHING FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS
RELATED TO THESE APPLICATIONS.
WHEREAS, the Children's Trust Service Partnership Program provides funding
to address targeted geographic areas and to reach at-risk populations in the County, in
order to meet the more complex needs of the vulnerable children and families in the
area; and
WHEREAS, Service Partnership is an array of services and providers organized
to provide comprehensive services that are well integrated to meet the individual service
needs of children and families with multiple, indicated risks; and the Program requires a
collaborative partnership of varied social service agencies that will work holistically with
families to achieve desired measurable outcomes; and
WHEREAS, the Service Partnership will provide entrepreneur, vocational and
personal skills training to youth, aged 13 to 18, while solidifying a sustainable service
partnership among Miami Beach providers, and the Partnership will reduce truancy and
increase commitment to community among the participants, while empowering youth to
return to school; and
WHEREAS, the City has submitted an application for funding for a Planning
Grant to plan a Service Partnership, and the request is in the amount of $100,000, for a
six-month period; and
WHEREAS, upon completion of the Planning Grant, the City will request funding
for the operation of a Service Partnership; and
WHEREAS, the grant does not require matching funds, but will leverage funding
in the Neighborhood Services Department, and support the Key Intended Outcome:
Increase community satisfaction with City services; and
WHEREAS, retroactive approval is requested to submit a grant application to the
Children's Trust for funding, in the amount of $100,000, for a Planning Grant for a
Service Partnership Program; and
WHEREAS, all local governments and districts that want to be considered for
water, wastewater and stormwater funding by the Florida Legislature must submit a
Community Issue Budget Request application for each project; and
WHEREAS, the City is requesting funding, in the total amount of $14,000,000,
for the following City projects: a) stormwater infrastructure improvements, in an amount
not to exceed $5,000,000; b) wastewater infrastructure improvements, in an amount not
to exceed $2,000,000; and c) drinking water infrastructure improvements, in an amount
not to exceed $7,000,000; and
WHEREAS, the funding requests do not require a match, however; the City will
leverage funds available through the Stormwater Bond Program for these projects; and
WHEREAS, this request supports the Key Intended Outcome: Ensure well-
maintained infrastructure; and
WHEREAS, the Pre-Disaster Mitigation (PDM) Program was authorized by
section 203 of the Robert T. Stafford Disaster Assistance and Emergency Relief Act
(Stafford Act), and funding for the Program is provided through the National Pre-Disaster
Mitigation Fund to assists states and local governments in implementing cost-effective
hazard mitigation activities that complement comprehensive mitigation programs, reduce
injuries, loss of life, and damage and destruction of property; and
WHEREAS, the City has submitted applications for funding, through the PDM
Program, for storm shutters and protective glass for City buildings in order to mitigate
potential future damage to these properties; and
WHEREAS, the buildings include: Fleet Management building at 140 Macarthur
Causeway; Administrative Offices at 1701 Meridian Avenue; 21s1 Street Recreation
Center at 2100 Washington Avenue; Administrative Offices at 555 1ih Street; and Byron
Carlyle Theater at 500 71 sl Street; and
WHEREAS, a 25% match is required of this grant and the City will apply to the
Local Mitigation Strategy Working Group for matching funds for this project which
supports the Key Intended Outcomes: 1) Increase resident ratings of Public Safety
Services and 2) Ensure well-maintained facilities; and
WHEREAS, approval is requested to submit a grant application to the Federal
Emergency Management Agency (FEMA) for Pre-Disaster Mitigation funds for storm
shutters and protective glass for City buildings; and
WHEREAS, a 25% match is required of this grant, the City will apply to the Local
Mitigation Strategy Working Group for matching funds for this project, which supports the
Key Intended Outcomes: 1) Increase resident ratings of Public Safety Services and 2)
Ensure well-maintained facilities; and
WHEREAS, the Bikes Belong Program was founded by bicycle industry leaders
with the mission of putting more people on bikes more often; the program provides
funding to promote bicycling as a safe, convenient, and healthy activity for families and
people of all ages; and
WHEREAS, the Administration proposes applying for funding for the Washington
Avenue Sharrow Pilot Study, which proposes to conduct a pilot study on Washington
Avenue to evaluate a shared use arrow pavement marking, allowing bicyclists to ride in
the appropriate direction and outside of the car door zone; and
WHEREAS, this grant does not require matching funds; and supports the Key
Intended Outcome: Increase resident ratings of Public Safety Services; and
WHEREAS, approval is requested to submit a grant application to the Bikes
Belong Program for funding, in the amount of $10,000, for a pilot study on Washington
Avenue for pavement markings for bicyclists; and
WHEREAS, the Assistance to Firefighters Grant Program is administered by the
Department of Homeland Security's Office of Grants and Training, in cooperation with
the U.S. Fire Administration; and
WHEREAS, the current Program provides funding for fire departments to acquire
equipment; accordingly, the Administration has submitted a grant application for funding
to acquire vehicle exhaust extraction systems for Fire Station Numbers 1 and 3, and the
repair shop and training facility; and
WHEREAS, this grant requires a 20% match; the City has funds available in the
Fire Department budget to match this grant, and this grant supports the Key Intended
Outcome: Ensure Well-Maintained Facilities; and
WHEREAS, the Victims of Crime Act (VOCA) was enacted in 1984 to provide
federal funding to assist state, local and private nonprofit agencies to provide direct
services to crime victims; and
WHEREAS, the Miami Beach Police Department currently receives VOCA grant
funds to assist in funding the Department's Domestic Violence Unit; in submitting this
grant application, the Police Department seeks to continue funding of the Domestic
Violence Unit; and
WHEREAS, a 20% match is required of this grant; matching funds in the amount
of $19,195 will be provided by the City from the Police Department Operating Budget;
and
WHEREAS, the City's match is a currently filled Victims Advocate position in the
Police Department; this grant supports the Key Intended Outcome: Increase community
satisfaction with City services; and
WHEREAS, retroactive approval is requested to submit a grant application to the
Office of the Attorney General for the Victims of Crime Act (VOCA) grant for funding for
the City's Domestic Violence, program in an amount not to exceed $77,000.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby authorize the City Manager or his designee to retroactively submit the
following grant requests: 1) application to the Children's Trust Service Partnership
Program for funding, in an amount not to exceed $100,000, for a Service Partnership for
youth aged 13-18; 2) application to the State of Florida Legislature, in the form of
Community Budget Issue Requests, in the total amount of $14,000,000, for funding for
stormwater, drinking water and wastewater infrastructure improvements Citywide; 3)
application to the Federal Emergency Management Agency (FEMA), in the total amount
of $216,666, for Pre-disaster Mitigation funds, for shutters and protective glass for City
buildings; 4) application to the Bikes Belong Program for funding, in an amount not to
exceed $10,000, for the Washington Avenue shared arrow bicycle project; 5) application

ANAL YSIS
1 ) Retroactive approval to submit a qrant application to the Children's Trust for fundinq
in the amount of $1 00,000 for a Planninq Grant for a Service Partnership Proqram.
The Children's Trust Service Partnership Program provides funding to address targeted
geographic areas and to reach at-risk populations in the County. The purpose is to target
resources to meet the more complex needs of the vulnerable children and families in the
area. Funding is available to either plan or operate a Service Partnership. A Service

Partnership is an array of services and providers organized to provide a comprehensive
services that are well integrated to meet the individual service needs of children and family
with multiple, indicated risks. The program requires a collaborative partnership of varied
social service agencies that will work holistically with families to achieve desired measurable
outcomes.
The Service Partnership will provide entrepreneur, vocational and personal skills training to
youth aged 13 to 18 while solidifying a sustainable Service Partnership among Miami Beach
providers. The Partnership will reduce truancy and increase commitment to community
among the participants, while empowering youth to return to school. The City will partner
with agencies in the community to deliver these services.
The City has submitted an application for funding for a Planning Grant to plan a Service
Partnership. The request is in the amount of $100,000, for a six-month period. Upon
completion of the planning grant, the Miami Beach Service Partnership will request funding
for the operation of a Service partnership. The grant does not require matching funds, but
will leverage funding in the Neighborhood Services Department. Supports the Key Intended
Outcome: Increase community satisfaction with City services.
2) Retroactive approval to submit Community Budqet Issue Request (CBIRs)
applications for fundinq from the state leqislature for stormwater, drinkinq water and
wastewater infrastructure improvements in the total amount of $14,000,000
All local governments and districts that want to be considered for water, wastewater and
stormwater funding by the Florida Legislature must submit a Community Issue Budget
Request application for each project. The funding request is then sponsored by State of
Florida House and Senate member sponsors. The City is requesting funding in the total
amount of $14,000,000 for the following city projects: a) stormwater infrastructure
improvements, in an amount not to exceed $5,000,000; b) wastewater infrastructure
improvements, in an amount not to exceed $2,000,000: c) drinking water infrastructure
improvements, in an amount not to exceed $7,000,000 The funding requests do not require
a match, however, the City will leverage funds available through the Stormwater Bond
program for these projects. Also supports the Key Intended Outcome: Ensure well-
maintained infrastructure.
3) Approval to submit a qrant application to the Federal EmerQency Manaqement

The Pre-Disaster Mitigation (PDM) program was authorized by 9203 of the Robert T.
Stafford Disaster Assistance and Emergency Relief Act (Stafford Act), 42 USC. Funding for
the program is provided through the National Pre-Disaster Mitigation Fund to assist States
and local governments in implementing cost-effective hazard mitigation activities that
complement comprehensive mitigation programs, reduce injuries, loss of life, and damage
and destruction of property. As required, the City has a FEMA-approved mitigation plan and
is eligible to receive project grant funding under the PDM program.
The City has submitted applications for funding through the PDM program for storm
shutters and protective glass for City buildings in order to mitigate potential future damage
to these properties. The buildings include: Fleet Management building at 140 Macarthur
Causeway; Administrative Offices at 1701 Meridian Avenue), 21st Street Recreation Center
at 2100 Washington Avenue; Administrative Offices at 555 17th Street, Byron Carlyle
Theater at 500 71st Street.

The buildings listed above require protection for windows during a significant weather
event. As a barrier island, Miami Beach is subject to high winds, missile hazards and
significant impact damage. The City is replacing many of the existing, and deteriorated
shutters with new shutters; installing new shutters on facilities that currently do not have
protection. The City intends to apply to Pre Disaster Mitigation funding for hazard mitigation
at buildings that will be constructed/renovated in the future.
A 25% match is required of this grant. The City will apply to the Local Mitigation Strategy
Working Group for matching funds for this project. Supports the key intended outcomes: 1)
Increase resident ratings of Public Safety Services and 2) Ensure well-maintained facilities.
4) Approval to submit a qrant application to the Bikes Belonq Proqram for fundinq in the
amount of $10,000 for a pilot study on Washinqton Avenue for pavement markinqs
for bicvclists.
The Bikes Belong Program was founded by bicycle industry leaders with the mission of
"putting more people on bikes more often through the implementation of TEA-21". The
program provides funding to promote bicycling as a safe, convenient, healthy activity for
families and people of all ages.
The Administration proposes applying for funding for the Washington Avenue Sharrow Pilot
Study. The project proposes to conduct a pilot study on Washington Avenue to evaluate
shared use arrow pavement markings. Without pavement markings, a bicyclist on a signed
shared roadway tends to ride the wrong way, on the sidewalk, or in the parked car-door
zone. Also, motorists tend to "squeeze" bicyclists against the curb or parked cars. This type
of behavior has shown to cause accidents. By providing a shared use arrow pavement
marking, a bicyclist is directed to ride in the appropriate direction and outside of the car door
zone. It also makes a motorist aware of the fact that they must share the road with the
bicyclist. Therefore the goals of the Washington Avenue Sharrow Pilot Study are to create a
safer environment for bicyclists on Washington Avenue and to increase the number of
bicyclists on the roadway, while at the same time reducing the number of accidents between
bicyclists and motor vehicles. This grant does not require matching funds. Supports the key
intended outcome: Increase resident ratings of Public Safety Services.
5) Retroactive approval to submit a qrant application to the U.S. Department of
Homeland Security. Office of Grants and Traininq, in cooperation with the U.S. Fire
Administration. in an amount not to exceed $181,000 to retrofit fire stations #1 and 3
The Assistance to Firefighters Grant Program is administered by the Department of
Homeland Security's Office of Grants and Training in cooperation with the U.S. Fire
Administration. The Assistance to Firefighters Grant program assists rural, urban and
suburban fire departments throughout the United States by offering three grant opportunities
in each year. The grant programs are used by the nation's firefighters and first responders to
increase the effectiveness of firefighting and emergency response operations.
The current program provides funding for Fire Departments to acquire equipment.
Accordingly, the Administration has submitted a grant application for funding to acquire
vehicle exhaust extraction systems for Fire Stations Number 1 and 3, and the Repair shop
and training facility. The City has been actively pursuing the purchase of a vehicle exhaust
extraction system in order to improve the environment at our stations. This grant requires a
20% match; the City has matching funds available in the Fire Department budget to match
this grant. This grant supports the Key Intended Outcome: Ensure Well-Maintained Facilities

6) Retroactive approval to submit a qrant application to the Office of Attorney General
for the Victims of Crime Act (VOCA) qrant for fundinq for the City's Domestic
Violence proqram in an amount not to exceed $77,000.
The Victims of Crime Act (VOCA) was enacted in 1984 to provide federal funding to assist
state, local and private nonprofit agencies to provide direct services to crime victims. The
United States Department of Justice, Office of Justice Programs provides funds to support
the provision of services to victims of crime.
The Miami Beach Police Department currently receives VOCA grant funds to assist in
funding the department's Domestic Violence Unit. In submitting this grant application, the
Police Department seeks to continue funding of the Domestic Violence Unit.
The Police Department's Domestic Violence Unit serves as a catalyst for victims of crime
and their families to receive effective legal and social intervention services. The Unit has
formed a unique collaborative partnership with the Dade County Bar Association, Legal Aid
Society, Safe Space, and Domestic Violence Intake Unit of Miami-Dade State Attorney's
Office.
A 20% match is required of this grant, matching funds in the amount of $19,195 will be
provided by the City from the Police Department operating budget. Supports the Key
Intended Outcome: Increase community satisfaction with City services.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to
retroactively submit the following grant requests: 1) application to the Children's Trust
Service Partnership Program for funding, in an amount not to exceed $100,000, for a
Service Partnership for youth aged 13-18; 2) applications to the State of Florida Legislature,
in the form of Community Budget Issue Requests, in the total amount of $14,000,000 for
funding for stormwater, drinking water and wastewater infrastructure improvements citywide;
3) application to the federal emergency management agency (FEMA) in the total amount of
$216,666 for Pre-disaster Mitigation funds, for shutters and protective glass for city
buildings; 4) application to the Bikes Belong program for funding, in an amount not to
exceed $10,000, for the Washington Avenue shared arrow bicycle project; 5) application to
the Assistance to Firefighters Grant program for funding, in an amount not to exceed
