RESOLUTION NO. 98-22795
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO EXERCISE THE FIRST ONE-
YEAR OPTION TO RENEW THE AGREEMENT WITH CENTRAL PARKING SYSTEMS OF
FLORIDA, INC., COMMENCING ON AUGUST 4, 1998 AND ENDING ON AUGUST 3, 1999, FOR
THE SUPPLY OF PARKING ATTENDANTS AND CASHIERS FOR THE CITY OF MIAMI BEACH
PARKING SYSTEM.
WHEREAS, on August 4, 1997, the City entered into a one-year Agreement, with two
(2) one-year extensions, with Central Parking Systems of Florida, Inc. to provide parking
attendants and cashiers for the City of Miami Beach Parking System; and
WHEREAS, Central Parking Systems of Florida has performed well over the last ten (10)
months; and
WHEREAS, the Parking Department has been able to raise the level of customer service
and address staffing needs of the Department on an as-needed basis; and
WHEREAS, this component of the Parking Department's partial privatization initiative
has realized labor cost savings to the City and developed economies of scale in the operation of
parking services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
herein authorize the Administration to exercise the first one-year option of the Agreement with Central
Parking Systems of Florida, Inc., commencing on August 4, 1998 and ending on August 3, 1999, to provide
parking attendants and cashiers for the City of Miami Beach Parking System.

RECOMMENDATION:
Adopt the Resolution.
AGREEMENT FUNDING:
Funding is available from the Parking Department Off-Street Division, Account Number 480-0463-000312
and is estimated at $780,000.00.
BACKGROUND:
On August 4, 1997, an initial one-year Agreement with two (2) one-year extensions was entered into with
Central Parking Systems of Florida, Inc. to provide parking attendants and cashiers for the City of Miami
Beach Parking System. The privatization of these functions has allowed the Parking Department to have
flexibility in staffing for events occurring in the City, while not having to incur full time salaries and
benefits.
ANALYSIS:
Central Parking System of Florida, Inc. has performed well over the past ten (10) months. In addition to
supplying parking cashiers and attendants, at the City's request, they have also supplied supervisors to
oversee daily attendant operations at the three municipal parking facilities operated 24-hours per day (7th
Street, 13th Street and 17th Street Garages).
The Parking Department has been able to raise the level of customer service and address staffing
requirements on an as-needed basis in Municipal parking facilities Citywide \vith contract labor. This
component of the Parking Department's partial privatization initiative has realized labor cost savings to the
City, while developing economies of scale in the operation of parking services.

CONCLUSION:
Based on their perfonnance of the previous and initial one-year agreement to provide parking attendants and
cashiers for the Miami Beach Parking System, the Administration recommends exercising the first of two
one-year renewal options with Central Parking Systems of Florida, Inc.
