2007-26461 Reso RESOLUTION NO. 2007-26461 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING PURSUANT TO SECTION 2-367 (d) OF THE MIAMI BEACH CITY CODE, THE SOLE SOURCE PURCHASE AND INSTALLATION OF POWER 911 COMMUNICATIONS SYSTEM CONFIGURATION AND SOFTWARE UPGRADES, AT THE EMERGENCY OPERATIONS CENTER (EOC), FROM 911 DIRECT, INC., IN THE ESTIMATED AMOUNT OF $159,325. WHEREAS, the City's construction of Fire Station No.2 is nearing completion, which includes a new emergency operations center (EOC); and WHEREAS, the EOC will be the back-up center for the existing Public Safety Communications Unit (PSCU) primary communications center, located at the Police department; and WHEREAS, the PSCU is equipped with a Power 911 System, which includes the Power 911 Intelligent Workstation with computer telephony integration (CTI) interface; and WHEREAS, in July, 2005, the City awarded 911 Direct, Inc. the contract for maintenance and service of this system, which entailed reconfiguring the system; and WHEREAS, it is necessary for the new E911 call center at the EOC to be equipped with the same communication system as the PSCU, so as to mirror the existing configuration; and WHEREAS, the EOC equipment must be 100% compatible with the existing PSCU call center in the event the EOC is required to be operational during an emergency; and WHEREAS, the Administration has received a quotation and list of equipment to be installed at the EOC from 911 Direct, Inc.; and WHEREAS, as this firm currently provides the maintenance and service for PSCU E911 call center, there exist unique password and system configurations to 911 Direct, Inc.; and WHEREAS, the software suite is unique, which would make it impossible to equip the new EOC with other systems and software and still maintain a parallel to the existing PSCU call center; and WHEREAS, the Administration has complied with the documenting requirements for sole source purchases, pursuant to Section 2-367 (d) of the Miami Beach City Code; and WHEREAS, the Administration recommends that that the Mayor and City Commission, hereby approve the sole source purchase and installation of Power 911 Communications System configuration and software upgrades at the emergency operations center (EOC), from 911 Direct, Inc., in the estimated amount of $159,325. NOW, THEREFORE, BE IT DULY RESOLVED BYTHE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve, pursuant to Section 2-367 (d) of the Miami Beach City Code, the sole source purchase and installation of Power 911 Communications System configuration and software upgrades at the emergency operations center (EOC), from 911 Direct, Inc., in the estimated amount of $159,325. The projected completion of the facility is expected to be in April, 2007, at which point it will be operational. This EOC will be the back-up centerfor the existing Public Safety Communications Unit (PSCU) primary communications center, located at the Police Department. The PSCU is equipped with a Power 911 System, which includes the Power 911 Intelligent Workstation with computer telephony integration (CTI) interface. This system has, among other features, the capability of tracking incoming E911 calls, tracking call duration, recording calls, redirecting calls to other agencies, and has an on-line message board. In July, 2005, the City awarded 911 Direct, Inc. the contract for maintenance and service of this system, which entailed reconfiguring the system. It is necessary for the new E911 call center at the EOC to be equipped with the same communication system as the PSCU, so as to mirror the existing configuration. The EOC equipment must be 100% compatible with the existing PSCU call center in the event the EOC is required to be operational during an emergency. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution approving and authorizing the sole source purchase and installation of Power911 communications system configuration and software upgrades at the emergency operations center (EOC) from 911 Direct, Inc., in the estimated amount of $159,325. The upgrade to the Primary Communications Center enhances the functionality of the phone system to improve dispatchers' capability to handle E9-1-1 calls. The City of Miami Beach awarded the maintenance contract to 911 Direct, Inc. to maintain and service this system. Funding has been approved to upgrade the backup system to mirror the equipment in the Primary Communications Center. 911 Direct's familiarity and knowledge of the upgrade at the backup center will provide for a smooth transition. 911 Direct currently understands the system's configuration and passwords needed to provide the upgrade. The configurations and passwords are unique to 911 Direct's ability to change parameters within the system's framework. "Power 911 is a comprehensive intelligent integrated workstation providing a flexible graphical user interface to manage all E9-1-1 operations. Through an intelligent approach to information display and management, Power 911 allows the Communications Center to process calls more efficiently and consistently." Enclosed is a list of Power 911 advantages and upgrades. The upgrade to Power 911 brings a significant advantage to the citizens of Miami Beach if a catastrophic event were to occur and the Police Department needed to vacate the Primary Communications Center and relocate to the backup Communications Center within the Fire Department.
