RESOLUTION NO. 2007-26465
A RESOLUTION OF THE MAYOR AND MEMBERS OF THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, RATIFYING A CONTRACT IN THE TOTAL AMOUNT
OF $98,710, TO RC INTERIORS, INC., TO PROVIDE FOR
INTERIOR CONSTRUCTION, INCLUDING METAL FRAMING,
DRYWALL, AND ACOUSTICAL CEILINGS, NECESSARY FOR
RENOVATION OF THE AUDITORIUM AT THE SOUTH SHORE
COMMUNITY CENTER.
WHEREAS, because of the age and deterioration of the interior finishes, and the
requirement of bringing the facility into ADA compliance, the interior renovation of the
auditorium was included in the scope of work for the renovation of the South Shore
Community Center Project (the Project); and
WHEREAS, the Mayor and City Commission, at its November 28th, 2001 meeting,
adopted Resolution No. 2001-24677, which authorized the Property Management
Director to serve as the certified general contractor for the renovations of the South
Shore Community Center; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed design plans and specifications
to address the scope of work that was necessary to obtain price quotes from contractors
that specialized in interior renovation; and
WHEREAS, after the design plans and specifications were complete and all
regulatory approvals were obtained, a Request for Quotations NO. VA-QT21-07 was
developed, and three (3) commercial interior renovation contractors were contacted to
provide quotes for the Project, which resulted in three (3) responsive quotes; and
WHEREAS, after reviewing the quotes and insurance requirements, the Property
Management Director determined that RC Interiors, Inc., provided the lowest responsive
responsible quote for the Project; and
WHEREAS, a contract was issued to RC Interiors, Inc., in the total amount of
$98,710, to provide for the interior construction which included metal framing, drywall, and
acoustical ceilings, necessary for the renovation of the auditorium at the South Shore
Community Center.
WHEREAS, as required by Resolution No.2001-24677, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the work on the interior renovations of the auditorium at the South
Shore Community Center.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract to RC Interiors, Inc., in the total amount of $98,71 0, to
provide for interior construction, including metal framing, drywall, and acoustical ceilings,
necessary for the renovation of the auditorium at the South Shore Community Center.

Item Summary/Recommendation:
In accordance with Resolution No. 2001-24677 adopted by the City Commission on November 28th,
2001 the Property Management Director, is providing General Contracting services including bidding, the
award of contracts for work, and change orders necessary for the renovation of the South Shore
Community Center. After design plans and specifications were prepared to meet the needs of the Project
and required regulatory reviews were complete, three (3) commercial interior contractors were contacted
to provide bids on the project resulting in three (3) responsive bids. After reviewing the bids and
references, the Property Management Director determined that RC Interiors, Inc. was the lowest
responsive responsible bidder for the scope of work required and issued a contract that was reviewed by
the Legal Department and executed by the Mayor and City Clerk for the work.
The Administration recommends that the Mayor and Members of the City Commission ratify the Property
Management Director's contract to RC Interiors, Inc., for the work.
Adopt the Resolution.

ANAL YSIS
As part of the re-design and construction of the auditorium at the South Shore
Community Center, there was a need to construct new restroom facilities within ADA
compliances, rebuild all perimeter walls, install; new framing, drywall, insulation,
required interior finishes, and the installation of new acoustical ceilings throughout
the space. These interior construction requirements were included in the scope of
work for the renovation of the South Shore Community Center Project.
The Mayor and City Commission, at the November 28th, 2001 Commission meeting,
adopted Resolution No. 2001-24677, which authorized the Property Management
Director to serve as the Certified General Contractor for the renovations of the South
Shore Community Center. The Property Management Director exercised the
authority given to him by the City Manager and City Commission, and developed
plans and specifications required for the interior renovation requirements of the
project. The Property Management Director also prepared a Request for Quotations
#VA-QT21-07 that was required to provide a method to obtain competitive bids for
the work.
After the plans and specifications were complete to meet the permitting
requirements of the Project and the required regulatory reviews and approvals were
obtained, Three (3) interior construction contractors were contacted to provide bids
on the Project resulting in three responsive bids. After reviewing the bids and
references, the Property Management Director determined that RC Interiors, Inc.,
was the lowest responsive responsible bidder for the scope of work required and
issued a contract to RC Interiors, Inc., in the total amount of $98,710 that was
reviewed by the Legal Department and executed by the Mayor and City Clerk for the
work.
