RESOLUTION NO. 339-2000
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI
BEACH REDEVELOPMENT AGENCY (RDA), APPROVING AND
APPROPRIATING FUNDING, IN THE AMOUNT OF $352,000, FROM
THE CITY CENTER REDEVELOPMENT AGENCY, FOR THE
CONSTRUCTION OF PHASE I OF THE COLLINS PARK/CULTURAL
CAMPUS STREETSCAPE PROJECT.
WHEREAS, on November 24, 1999, an Invitation to Bid No, 38-99/00 was issued for the
construction of Phase I of the Collins Park/Cultural Campus Streetscape Project (the Project); and
WHEREAS, a sole, responsive, responsible bid was received on December 22, 1999 in the amount
0[$352,000; and
WHEREAS, the City's consultant, Robert A, M, Stern Architects (Stern), as well as City staff, have
examined the bid proposal and recommended award to Homestead Concrete & Drainage, Inc" the sole
responsive, responsible bidder; and
WHEREAS, the Design Review Board (ORB) Order for the Miami City Ballet (MCB) project
directed them to comply with the Collins Park/Cultural Campus Streetscape Master Plan as designed by Stern;
and
WHEREAS, the MCB must reimburse the City for the construction of this portion of the project
which is estimated at $145,000; and
WHEREAS, the City also expects to receive a change order credit from the Bass Museum contractor
for the portion of sidewalk and streetscape eliminated from that portion of the project and included in the Stern
design which is estimated at $10,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND MEMBERS OF
THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Chainnan and Members of the Miami
Beach Redevelopment,Agency, herein approve and appropriate funding, in the amount of $352,000, from the
City Center Redevelopment Agency (RDA), for the construction of Phase I of the Collins Park/Cultural
Campus Streetscape Project
PASSED and ADOPTED this 12th day ofJanuary, 2000.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
FUNDING:
Funds are available from the Miami Beach Redevelopment Agency (RDA) Tax Increment Revenue Bonds,
Series 1998B, All appropriated funds will be placed in account number 372-2181-069358 for the Cultural
CampuslRegional Library,
ANALYSIS:

Collins Park/Cultural Campus Streetscape Project. A sole, responsive, responsible bid was received on
December 22, 1999 in the amount of $352,000,
The City's consultant, Robert A. M, Stern Architects (Stern), as well as City staff, have examined the bid
proposal and recommended award to Homestead Concrete & Drainage, Inc., the sole responsive, responsible
bidder. Commission memo C2C is included in this agenda requesting approval to award the project.
The Design Review Board (ORB) Order for the Miami City Ballet project directed them to comply with the
Collins Park/Cultural Campus Streetscape Master Plan as designed by Stem. The construction of this portion

of the project is estimated to cost $145,000, The Miami City Ballet must reimburse the City for these costs
per the DRB order, and has been so informed by the Administration,
The City also expects to receive a change order credit from the Bass Museum contractor for the portion of
sidewalk and streetscape eliminated from the project and included in the Stem design, These costs are
estimated at $10,000. A formal Change Proposal Request from Danville-Findorff, Inc, will be presented to
the City Commission once the credit is reviewed and approved by the City's consultant, Spillis Candela &
Partners,
The Administration is now requesting the appropriation of the funding required for the construction of
Phase I of the Collins Park/Cultural Campus Streetscape Project in the amount of $352,000,
