98-22805 RESO RESOLUTION NO. 98-22805 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO MIAMI BEACH COMMUNITY DEVELOPMENT CORPORATION TO UTILIZE FUNDS PROVIDED DIRECTLY BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO ACQUIRE, REHABILITATE AND OPERATE A FACILITY UNDER THE SECTION 811 PROGRAM PROVIDING 18 DWELLING UNITS OF SUPPORTIVE LIVING FOR PERSONS WITH AIDS AT THE FERNWOOD APARTMENTS, 935 PENNSYL VANIA AVENUE. WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's Consolidated Plan; and WHEREAS, Miami Beach Community Development Corporation (MBCDC) is proposing to submit an application to the u.S. Department of Housing and Urban Development (U.S. HUD) for funding under the Section 811, Supportive Housing for Persons with Disabilities Program to acquire, rehabilitate and operate 18 units of supportive housing for persons with AIDS at 935 Pennsylvania A venue; and WHEREAS, U.S. HUD requires that applicants for federal funding under the Section 811, Supportive Housing for Persons with Disabilities Program obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed activity is to be located; and WHEREAS, Miami Beach Community Development Corporation has submitted a request to the City for the issuance of the required Certification of Consistency; and WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval; and WHEREAS, the Administration has reviewed the proposed activity and found it to be consistent with the City's adopted Consolidated Plan. NOW, THEREFORE, BE IT nUL Y RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue a Certification of Consistency with the City's Consolidated Plan to Miami Beach Community Development Corporation to utilize funds provided directly by the U.S. Department of Housing and Urban Development to acquire, rehabilitate and operate a facility under the Section 811 Program, providing 18 dwelling units of supportive living for persons with AIDS at the F emwood Apartments, 935 Pennsylvania Avenue. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. BACKGROUND: On June 11, 1998, Miami Beach Community Development Corporation (MBCDC) requested a Certification of Consistency with the City's Consolidated Plan as part of an application for funding from the U.S. Department of Housing and Urban Development (U.S. HUD) under the Section 811 Supportive Housing for Persons with Disabilities Program. MBCDC is requesting a $1,276,000 grant under this program for the purpose of acquiring and rehabilitating the F emwood Apartments, at 935 Pennsylvania Avenue, to provide 18 units of supportive housing for persons living with AIDS. The deadline for submission of the application to U.S. HUD is July 7, 1998. U.S. HUD requires that applicants for funding under the Section 811 Program obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is to be located. In accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval. DATE ~lF 7-1-'18 AGENDA ITEM COMMISSION MEMORANDUM Page 2 After MBCDC acquires and rehabilitates the property, it proposes to operate the building as a supportive housing facility for persons living with AIDS and will coordinate with other agencies to provide the necessary supportive services to the tenants. U.S. HUD encourages initiatives that are proposed to be undertaken in partnership with other entities and with multiple funding sources. MBCDC has obtained a commitment of $500,000 toward this initiative from the Housing Opportunities for Persons with AIDS (HOPW A) Program. HOPW A is another program funded by U.S.HUD and administered by the City of Miami for the entire metropolitan Miami-Dade area. ANALYSIS: The Administration has reviewed the proposed project, and has concluded that this proposal is consistent with the City's Consolidated Plan. The Plan identifies long term objectives under Section 6, Strategic Plan. Under the plan, special needs populations receive a high priority for assistance. CONCLUSION: The Administration recommends adoption of the attached Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, approving and authorizing the City Manager to issue a Certification of Consistency with the City's Consolidated Plan to Miami Beach Community Development Corporation to utilize funds provided directly by the U.S. Department of Housing and Urban Development to acquire, rehabilitate and operate a facility under the Section 811 Program providing 18 dwelling units of supportive housing for persons living with AIDS at the Femwood Apartments, 935 Pennsylvania Avenue. ~ /;1 fit u~ S~~DC/CAH CCMBFERN,MEM
