98-22806 RESO RESOLUTION NO. 98-22806 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO DOUGLAS GARDENS COMMUNITY MENTAL HEALTH CENTER OF MIAMI BEACH, INC. TO UTILIZE FUNDS FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT UNDER THE SUPPORTIVE HOUSING PROGRAM TO OPERATE TEN (10) SCATTERED UNITS OF SUPPORTIVE HOUSING FOR HOMELESS FAMILIES VICTIMS OF DOMESTIC VIOLENCE. WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's Consolidated Plan; and WHEREAS, Douglas Gardens Community Mental Health Center of Miami Beach, Inc. (Douglas Gardens) has proposed to establish and operate a housing assistance program to provide ten scattered units of supportive housing for homeless families who are victims of Domestic Violence; and WHEREAS, the u.s. Department of Housing and Urban Development (U.S. HUD) requires that applicants for federal funding under the Supportive Housing Program obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed activity is located; and WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval; and WHEREAS, the Administration has reviewed the proposed activity and found it to be consistent with the Consolidated Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue a Certification of Consistency with the City's Consolidated Plan to Douglas Gardens Community Mental Health Center of Miami Beach, Inc. to utilize funds from the U.S. Department of Housing and Urban Development under the Supportive Housing Program to establish and operate ten (10) scattered units of supportive housing for homeless families victims of domestic violence. BACKGROUND: On June 15, 1998, Douglas Gardens Community Mental Health Center of Miami Beach, Inc., (Douglas Gardens) requested a Certification of Consistency with the City's Consolidated Plan as part of an application for funds from the U.S. Department of Housing and Urban Development (U.S. HUD) under the Supportive Housing Program. Douglas Gardens is requesting $464,209 in federal assistance to operate up to (I 0) units of supportive housing for homeless families that are victims of domestic violence. The units will be scattered throughout Miami Beach. The proposed application from Douglas Gardens is to be included in an application to be submitted to U.S. HUD by the Miami-Dade Homeless Trust (Homeless Trust) in response to the annual Notice of Funding Availability ("Super NOF A"). The Homeless Trust is submitting one application on behalf of local housing providers seeking funds under the Supportive Housing Program. The deadline for interested groups to submit their proposals to the Homeless Trust is July 6, 1998. Douglas Gardens is proposing to provide rent assistance and supportive services to ten (10) participating families for up to one year. U.S. HUD requires that applicants for funding under the Supportive Housing Program obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is to be located. In accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval. Douglas Gardens has been in operation since 1979, providing a range of behavioral health care services. At the 710 Lincoln Road center, they provide screening, diagnostic, treatment and case management services for adults, and older adults, and case management for the mentally ill. Douglas Gardens has extensive experience in developing supportive housing and currently operates four residential programs. In addition, Douglas Gardens provides counseling services to victims of domestic violence and operates an outreach team program providing case management services for homeless persons. ~. ANAL YSIS: The Administration has reviewed the proposed activity, and has concluded that this proposal is consistent with the City's Consolidated Plan. The Plan identifies long term objectives under Section 6, Strategic Plan. Under the Plan, one of the priorities is reducing the number of homeless and persons at risk of becoming homeless. CONCLUSIO:'i: The Administration recommends adoption of the attached Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, approving and authorizing the City Manager to issue a Certification of Consistency with the City's Consolidated Plan to Douglas Gardens Community Mental Health Center of Miami Beach, Inc. to utilize funds from the U.S. Department of Housing and Urban Development under the Supportive Housing Program to operate ten (10) scattered units of supportive housing for homeless families victims of domestic violence.
