2000-24069 RESO RESOLUTION NO. 2000-24069 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE ONLY PROPOSAL RECEIVED IN RESPONSE TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 41-99/00, PROJECT NO.9, TO PROVIDE TRAFFIC COUNT DATA COLLECTION SERVICES FOR VARIOUS NEIGHBORHOOD ENHANCEMENT PROJECTS; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH MARLIN ENGINEERING, INC., THE SOLE RESPONDENT; AND FURTHER APPROPRIATING $33,000 FOR THE PURPOSE FROM THE $92 MILLION GENERAL OBLIGATION BONDS-SERIES 2000, FUND NO. 373, AS RECOMMENDED BY THE G. O. BONDS OVERSIGHT COMMITTEE. WHEREAS, on January 30, 2000, the City issued four-hundred fifty-six notices and one- hundred sixteen (116) specifications for Request for Qualifications (RFQ) No. 41-99/00, resulting in one (1) response, from Marlin Engineering, Inc., to Project No.9, Traffic Counting Services for several neighborhood enhancement projects; and WHEREAS, an Evaluation Committee recommended by the City Manager and approved by the Mayor and City Commission met on July 20, 2000, and unanimously recommended that the Administration enter into negotiations with the sole respondent, Marlin Engineering, Inc.; and WHEREAS, the City Manager reviewed and concurs with the recommendation of the Evaluation Committee; and WHEREAS, the appropriation of$33,000 from Fund No, 373 of the $92 million General Obligation Bonds-Series 2000, was submitted to and recommended by the G. O. Bonds Oversight Committee, at their meeting of July 31, 2000. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pertaining to the only proposal received in response to Request for Qualifications (RFQ) No. 41-99/00, Project No.9, to provide Traffic Count Data Collection Services for various neighborhood enhancement projects; authorize the Administration to enter into negotiations with Marlin Engineering, Inc., the sole respondent; and further appropriate $33,000 for the purpose from the $92 million General Obligation Bonds-Series 2000, Fund No. 373, as recommended by the G. FUNDING Several neighborhood enhancement projects listed under the $92 million General Obligation Bonds Program-Series 2000, require traffic studies and analysis prior to entering their design/engineering phase. Funds to provide such Traffic Count Data Collection Services need to be appropriated from Fund No. 373, The proposed appropriation, in the amount of $33,000, was recommended by the 0,0, Bond Oversight Committee, at its meeting of July 31, 2000, ANALYSIS Request for Qualifications (RFQ) No. 41-99/00, Project No.9, was issued on January 30, 2000, with an opening date of March 1,2000. Four hundred fifty six (456) notices and one hundred sixteen (116) RFQs were issued, resulting in the receipt of one (1) response from Marlin Engineering, Inc. The Committee consisted ofthe following individuals: Frank Del Vecchio, G.O. Bond Oversight Committee Member Jim Schlobohm, ResidentlAlton Road Homeowners Association Member Gary Kokorian, CMB Public Works Department Joyce Meyers, CMB Planning Department Joseph Johnson, CMB Transportation/Concurrency Division, and Project Manager John Ellis, CMB Procurement Division. The Evaluation Committee unanimously recommended that the Administration accept the only firm to submit an RFQ package for the project, and enter into negotiations with Marlin Engineering, Inc., Marlin Engineering has agreed to perform the contracted services on an as-needed basis, and to provide detailed fee structure for the individual traffic engineering services and tasks which may be required by the City, as follows: Traffic counts Turning movement counts Vehicle classification counts Prevailing roadway conditions Travel time and delay Origin-destination surveys Spot speed surveys Traffic warrant analysis Traffic conflict studies Signal phase analysis. The Administration recommends approval of the Resolution and bid award to Marlin Engineering. J~M1!
