A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, FINDING AND DECLARING THE EXISTENCE OF AN
EMERGENCY AND ALLOWING THE POLICE ATHLETIC LEAGUE (P AL),A NOT FOR
PROFIT ENTITY, TO UTILIZE THE DADE BOULEVARD VACANT LOT (775 DADE
BOULEVARD), LOCATED ON DADE BOULEVARD, BETWEEN PRAIRIE AVENUE
AND MERIDIAN AVENUE FORA FUND-RAISING EVENT TO PROVIDE ADDITIONAL
PARKING FOR THE 2000 MIAMI BEACH AUTO SHOW, FOR THE DATES OF
OCTOBER 6, 7, 8, 9, 13, 14, AND 15; FURTHER PROVIDED THAT THE LOT BE
UTILIZED EXCLUSIVELY BYP AL SUBJECT TO THE FOLLOWING CONDITIONS: (1)
THAT INGRESS AND EGRESS TO THE LOT BE PROVIDED EXCLUSIVELY FROM
DADE BOULEVARD; (2) THAT 100% OF THE PROFITS GENERATED FROM THIS
FUND RAISER BE RETURNED TO PAL FOR ITS EXCLUSIVE USE; (3) THAT PAL AND
THE CITY JOINTLY MONITOR THE USE OF THE LOT SO THE SURROUNDING
RESIDENTIAL NEIGHBORHOOD IS NOT ADVERSELY IMP ACTED OR DISTURBED;
(4) THAT THE LOT WILL BE USED TO PROVIDE VENDOR PARKING ONLY; AND (5)
IN ORDER TO ACCOMMODATE THE UNIQUE EMERGENCY CREATED BY THE
INCREASED PARKING DEMANDS, WHICH IN THE PAST HAVE BEEN GREATER
THAN THE CITY CAN SUPPLY, THAT THE SUBJECT PERMISSION IS GRANTED
WITHOUT ESTABLISHING PRECEDENT SO AS TO SATISFY THIS UNIQUE
EMERGENCY SITUATION.
WHEREAS, the Administration received a request from the Miami Beach Police Athletic
League (PAL), a not for profit entity, for permission to utilize the private vacant lot located at Dade
Boulevard and Meridian Avenue (the Lot) for a fund raising event to provide additional parking for
the 2000 Miami Beach Auto Show; and
WHEREAS, the PAL requests the use of the Lot for the dates of October 6,7,8,9, I3, 14, and
15,2000; and
WHEREAS, the Administration recommends that the Mayor and City Commission approve
the PAL's request subject to the following conditions:
(I) That ingress and egress to the lot be provided exclusively from Dade Boulevard;
(2) That 100% of the profits generated from this fund raiser be returned to PAL for its
exclusive use;
(3) That PAL and the City jointly monitor the use of the lot so the surrounding residential
neighborhood is not adversely impacted or disturbed;
(4) That the Lot will be used to provide vendor parking only; and
(5) That in order to accommodate the unique emergency created by the increased parking
demands, which in the past have been greater than the City can supply, that the subject
permission is granted without establishing precedent so as to satisfy this unique emergency
situation; and
WHEREAS, the Administration would herein recommend that the Mayor and City
Commission find that an emergency exists with regard to the scarcity of parking during special
events such as the Auto Show, and the need for increased parking during the duration of this event,
and herein approve, the PAL's request, subject to the aforestated conditions, on a one time only
emergency basis.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein find and declare the existence of an emergency and allowing the Police Athletic
League (PAL), a not for profit entity, to utilize the Dade Boulevard Vacant Lot (775 Dade
Boulevard), located on Dade Boulevard, between Prairie Avenue and Meridian Avenue for a fund-
raising event to provide additional parking for the 2000 Miami Beach Auto Show, for the dates of
October 6, 7,8, 9,13,14, and 15,2000; further provided that the Lot be utilized exclusively by PAL
subject to the following conditions: (I) that ingress and egress to the Lot be provided exclusively
from Dade Boulevard; (2) that 100% of the profits generated from this fund raiser be returned to
PAL for its exclusive use; (3) that PAL and the City jointly monitor the use of the Lot so the

Pursuant to your request, attached please find weekend transient vehicle figures for the
1999 Auto Show. Friday October 15,1999 was left out due to Hurricane Irene. These
figures do not include the city vehicles and access card holders who were in the garage
and the 5 A lots. Last year we were turning cars away with no alternatives by noon on
Saturday and Sunday.

The Miami Beach Police Athletic League (PAL) has requested permission to use the private vacant
lot, located on Dade Boulevard, (775 Dade Boulevard) between Prairie Avenue and Meridian
Avenue, for parking of vehicles for vendors who will be working at the 2000 Miami Beach Auto
Show.
The Miami Beach Auto Show, like other Special Events, increases the parking challenges that occur
in the City. The use of this vacant lot for parking for this event would increase the parking supply
and create less of an inconvenience for those of our citizens who live in the area. In addition, the
Police Athletic League will:
1. Have a Police Officer on site at all times, and
2. Obtain a General Liability Certificate of Insurance naming the City and the FTP
Investment Corporation as an additional named insureds.
The Mayor and City Commission should adopt this Resolution permitting PAL to use the vacant lot
at 775 Dade Boulevard during the October 2000.
