2000-24066 RESO RESOLUTION NO. 2000-24066 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING THE GOALS OF THE GOLD COAST CLEAN CITIES COALITION. WHEREAS, the U.S. Department of Energy has instituted a prograrn to promote the use of alternative fuels in vehicles; and WHEREAS, the Gold Coast Clean Cities Coalition has been established and designated by the U.S. Department of Energy as a Clean Cities Coalition; and WHEREAS, the Gold Coast Clean Cities Coalition has adopted the U.S. Department of Energy goal to put as many alternative fuel vehicles on the road in the shortest time possible; and WHEREAS, the regional policy plan for both the South Florida and Treasure Coast Regional Planning councils include the goal of improving air quality in their respective geographic areas which encompass the Gold Coast; and WHEREAS, it is prudent to reduce our dependence on imported energy sources. WHEREAS, the Gold Coast Clean Cities Coalition performs fleet analysis that assist cities in determining the feasibility of operating alternatively fueled vehicles; and WHEREAS, such fleet analysis is performed at no cost to the City. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach endorse the goals of the Gold Coast Clean Cities Coalition; shall make reasonable efforts to identify City fleet vehicles that could be operated on alternatives to gasoline or diesel; and shall request a fleet analysis from the Gold Coast Clean Cities Coalition, at no cost to the City, to assist in determining the feasibility of operating alternatively fueled vehicles. SUBJECT: ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS Three years ago, the Electrowave Shuttle Service received a $200,000 capital grant from the Gold Coast Clean Cities Coalition, a regional organization which promotes projects and programs which help improve air quality in South Florida. Additional grant opportunities are forthcoming, if the City of Miami Beach is willing to do the following: 1. Endorse the goals of the Gold Coast Clean Cities Coalition (CCC); 2. Make reasonable efforts to identify additional fleet vehicles that could be operated on alternatives to gasoline or diesel; and 3. Request a fleet analysis from CCC to assist in determining the feasibility of operating alternative fueled vehicles. lt will not be difficult for the City of Miami Beach to satisfy the intent of this proposed Resolution. As compared to other cities in Miami-Dade County, we have already made strides by implementing an all electric Shuttle Service, the Lincoln Road Tram, and the two Bombardier cars used for Police enforcement on Lincoln Road. In addition, the City has on order ten (10) dual-fuel Ford Rangers which will operate on Ethanol E85 and gasoline. Therefore, the Administration recommends approval of the Resolution, which will give the City additional opportunities for continued grant funding.
