A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, REALLOCATING UNEXPENDED
FUNDS, IN THE AMOUNT OF $123,921, FROM THE P ALM/HIBISCUS
ISLANDS BEAUTIFICATION PROJECT, FOR ADDITIONAL
IMPROVEMENTS INCLUDING THE DESIGN AND CONSTRUCTION OF
A NEW ENTRANCE GUARDHOUSE, SCHOOL BUS SHELTER, WATER
DISPLAY FOUNTAIN, AND OTHER ENTRANCEWAY AND PARK
IMPROVEMENTS DEEMED APPROPRIATE BY THE ADMINISTRATION,
IN CONJUNCTION WITH THE PALM-HIBISCUS-STAR ISLANDS
HOMEOWNERS ASSOCIATION; FURTHER AUTHORIZING THE
ADMINISTRATION TO RETAIN ARCHITECTURALIENGINEERING
SERVICES TO DESIGN AND PREP ARE CONSTRUCTION DOCUMENTS.
WHEREAS, during the 1994 budget process, the Mayor and City Commission approved
$700,000 for the Palm/Hibiscus Landscape Beautification Project (Project); and
WHEREAS, following this budget appropriation, the Administration issued an RFLI seeking
qualified landscape architects to design, develop, and administer the construction of this project; and
WHEREAS, through a community selection process, the firm of Rosenberg Design
Group/David M. Scully, A.S.L.A. was recommended to design this Project; and
WHEREAS, this recommendation, and a contract in the amount of $40,000, was approved
by the Mayor and City Commission on February 15, 1995; and
WHEREAS, on June 4, 1997, the Mayor and City Commission approved the award of
contract for the construction of the Project to Tropic Landscaping Nursery, in the amount of
$506,225.75; and
WHEREAS, the Project was installed, as designed, and completed in early 1998, for a total
cost of $505,998; and
WHEREAS, following the completion of the Project, the President of the Palm-Hibiscus-
Star Islands Homeowners Association sent a letter to the Mayor and City Commission requesting
the unexpended balance be reallocated and spent on additional improvements on the islands,
including a new guardhouse, bus shelter, a water display fountain and lights for the Palm Island
tennis courts; and
WHEREAS, based on the total cost expended to date for all completed work, as planned,
a balance of $123,921 remains for these additional improvements; and
WHEREAS, based on preliminary estimates provided by the Palm-Hibiscus-Star Islands
Homeowners Association, it is anticipated that the cost to design and construct the guardhouse,
school bus shelter and water display fountain will be approximately$120,000, with any remaining
funds being expended as deemed appropriate by the Administration, in conjunction with the Palm-
Hibiscus-Star Islands Homeowners Association.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize the reallocation of unexpended funds, in the amount of$123,921, from
the Palm/Hibiscus Islands Beautification Project, for additional improvements including the design
and construction of a new entrance guardhouse, school bus shelter, water display fountain, and other
entranceway and park improvements, as deemed appropriate by the Administration in conjunction
with the Palm-Hibiscus-Star Islands Homeowners Association; and further authorize the
Administration to retain the professional architectural/engineering services to design and prepare
construction documents.

Message (if any):- I would like to thank each of you for the support you gave to the
neighborhoods and citizens of Miami Beach yesterday by voting for the expenditure
of the parks bond monies and by voting for the home office zoning ordinance. Just
to prove that no good deed go unpunished, I will don my hat as a homeowner
association president and ask you for something else.
As the members of the previous commission remember, and the new
commissioners heard during the last campaign, many moons ago the commission
allocated $700,000. to beautify Palm and Hibiscus Island. The initial aspect of that
project commenced during the summer of 1997 and was completed during the fall
of 1997. I have been informed that the city spent $505,000. on that project. Our
residents are extremely pleased with the results.
Before the former city manager was fraudulently induced to leave our
paradise for his current hot-seat, I had correspondence with him concerning our
neighborhood's desires regarding the projects upon which to spend the balance of
approximately $195,000. Our new board of directors met on May 11, 1998 and
again addressed this issue. There are three projects for which we request that these

funds be utilized. They are, in order of priority, as follows:
1. A new guardhouse with attached school bus shelter at the entrance
to Palm Island. It has been estimated that this will cost $75,000. (unless Donald
Kipnis, a Hibiscus Island resident, keeps his promise to bid the job at cost).
2. A fountain with flowers and benches on the north end of the
Hibiscus Island median. Jose Garcia-Pedrosa estimated the this would cost
between $15,000. and $20,000.
3. Lights for the tennis courts in Palm Island Park. Kevin Smith
estimated (without research) that this would cost approximately $50,000.
If these estimates are correct we would only use $145,000. of the remaining
$195,000. I hope that this matter might be placed upon your agenda before the
last meeting in July so that the process to initiate these projects can commence.
Thank you again for your concern for the neighborhoods that are the backbone of
the City of Miami Beach.

BACKGROUND
During the 1994 budget process, the City Commission approved $700,000 for the Palm/Hibiscus
Landscape Beautification Project. Following this budget appropriation, the Administration issued
a Request for Letters of Interest (RFLI) seeking qualified Landscape Architects to design, develop,
and administer the construction of this project. Through a community selection process, the firm of
Rosenberg Design Group/David M. Scully, A.S.L.A. was recommended to design this project. This
recommendation and contract in the amount of $40,000 was approved by the City Commission on
February 15, 1995.

In early 1995, Rosenberg/Scully worked with the residents and the City to develop a planting plan
for the Palm/Hibiscus Islands. The original projected cost of this project was approximately
$640,000. However, through a series of meetings with the Islands residents it was refined to
approximately $550,000. The final plan was presented and positively received by the homeowners.
On June 4, 1997, the City Commission approved the award of contract for the construction of the
Palm/Hibiscus Landscape Beautification Project to Tropic Landscaping Nursery in the amount of
$506,225.75 the project was installed as designed and completed in early 1998, for a total cost of
$505,998.25.
Following the completion of the Palm/Hibiscus Landscape Beautification Project, the President of
the Palm-Hibiscus-Star Islands Homeowners Association sent a correspondence (see attached copy)
to the Mayor and Members of the City Commission requesting the unexpended balance be
reallocated and spent on additional improvements on their islands including a new guardhouse and
bus shelter, a water display fountain and lights for the Palm Island tennis courts.

Based on preliminary estimates provided by the Palm-Hibiscus-Star Islands Homeowners
Association, it is anticipated the cost to design and cost the guardhouse, bus shelter, and water
display fountain would be approximately $120,000. Any remaining funds could be expended a
deemed appropriate by the Administration in conjunction with the Palm-Hibiscus-Star Islands
Homeowners Association for other park and landscape improvements on the islands.
Based on estimates from the Parks Maintenance Division and Property Management Division, these
proposed improvements will cost approximately $1,750 per year to maintain.
CONCLUSION:
Approve the Resolution.
