HomeMy WebLinkAbout2006-26380 Reso RESOLUTION NO. 2006-26380 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REQUESTING THAT THE MIAMI DADE COUNTY BOARD OF COUNTY COMMISSIONERS REQUEST AN AUDIT OF THE MIAMI- DADE WATER AND SEWER DEPARTMENT BY THE OFFICE OF THE INSPECTOR GENERAL. WHEREAS, the Board of County Commissioners for Miami Dade County adopted wastewater and water rate adjustments forthe Fiscal Year (FY) 2005/2006 which have had a significant impact on the rates charged by the City in FY 2006/2007; and WHEREAS, the Miami-Dade Water and Sewer Department (WASD) had initially proposed a 40% increase in wholesale water rates, and a 17% increase in wholesale sewer rates; and WHEREAS, the proposed rate hikes were subsequently reduced by 50% due to the concerns of Miami Beach and other wholesale customers; and WHEREAS, the Mayor and City Commission requested, but did not receive support for, a deferral of the rate increases until a proper justification was provided for the rate increases adopted by the Board of County Commissioners for Miami Dade County; and WHEREAS, W ASD has been beset by recent oversights and financial irregularities; and WHEREAS, County and WASD staff have indicated that rate increases will likely quickly follow in subsequent years due to State and federal mandates, as well as other cost increases. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby request that the Miami-Dade County Board of County Commissioners request that the Miami Dade Water and Sewer Department be audited by the Office ofthe Inspector General. Motion made by Vice-Mayor Libbin; seconded by Commissioner Steinberg; Ballot vote: 5-2; Absent: Mayor Dermer and Commissioner Bower. Second Reading and Public Hearing scheduled for October 11, 2006. Commissioner Garcia stated, for the record, that he is demanding an investigation of Miami Dade County by the Office of the Inspector General. Discussion continued: Amendment: Motion made by Commissioner Garcia to request a complete audit and an investigation of the Miami-Dade County Water and Sewer Department by the Inspector General; seconded by Commissioner Steinberg; Voice vote: 4-3; Opposed: Vice-Mayor Libbin and Commissioners Cruz, and Gross. Discussion continued. Jose Smith, City Attorney, stated that since this is an ordinance and not a resolution, this amendment should not be part of the ordinance. Motion made by Commissioner Bower to reconsider the previous motion; seconded by Commissioner Stenberg; Voice vote-7-0. Commissioner Steinberg requested an LTC comparing the City of Miami Beach retail rates for water and the Miami-Dade County retail rates. Fred Beckmann to handle. Mayor Dermer suggested hiring a lobbyist on this issue.
