RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING THE PURCHASE OF
A GEOGRAPHIC INFORMATION SYSTEM (GIS) SITE LICENSE FROM
ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE INC. (ESRI), IN
THE AMOUNT OF $ 101,274.
WHEREAS, the purchase of individual ESRllicenses has set the interoperability standard
for GIS in the City; and
WHEREAS, various City departments have purchased individual ESRI licenses in the
past, which provide individual access to GIS data; and
WHEREAS, the purchase of an ESRI site license, at a cost of approximately $101,274,
will allow effective Citywide access to GIS information; and
WHEREAS, funding for the ESRI site license is from the Water and Sewer Enterprise
Fund previously appropriated on June 7,2006.
WHEREAS; the Computerized Maintenance Management System (CMMS) presently in
operation in the Public Works Department has been developed to integrate with ESRI software.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
and authorize the purchase of a Geographic Information System (GIS) site license from
Environmental Systems Research Institute, Inc. (ESRI), in the amount of $ 101,274.

Item Summarv/Recommendation:
The purchase of the ESRI site license will expand the individual license available to some departments
into a Citywide ability to access GIS technology. Other companies provide GIS Software. However,
these GIS software products would not be compatible with the Computerized Maintenance Management
System that has been developed using the ESRI geo-database structure in Public Works.
ESRI software for GIS was part of the original proposal in 2004 for an integrated Infrastructure
Management System (IMS) which included a Computerized Maintenance Management System
(CMMS) integrated with GIS. The IMS was awarded after a competitive bid process which included
presentations by five companies. Four of the five companies proposals included the use of ESRI,
GIS software.
The Administration recommends adopting the Resolution.

Funding for the ESRI site license is from the Water and Sewer Enterprise Fund
previously appropriated June 7, 2006.
ANAL YSIS
ESRI software for GIS was part of the original proposal for an Infrastructure
Management System (IMS) in Public Works which included a Computerized
Maintenance Management System (CMMS) integrated with GIS. A Request for
Proposals (RFP) was issued in 2004. ESRI software was featured in four of the five
responses. The contract for the development of the CMMS portion of the project
was awarded to Camper Dresser, McKee, Inc. in 2005.
The Public Works, Fire, Police, Parks and Planning Departments have, in the past,
purchased individual licenses for ESRI software. The GIS System Manager, working
with the IT Department, will consolidate these individual licenses and expand the
current limited access into a citywide site license at a cost of $101,275 and enable
access to the GIS by all departments.
There are other companies that provide GIS software. However, these GIS software
products would not be compatible with the state of development of the IMS because
the CMMS geo-database component already has been developed using the ESRI
standard.
Working closely with the Information Technology Department, and the IT Steering
Committee, the Public Works Department has made significant progress in
developing the IMS. Major accomplishments include:
- CMMS operational in Utilities, Streets, Streetlights and Sanitation.
- GIS User Group established.
- GIS Manager hired.
- Data Stream, 7i Facilities CMMS has been upgraded and is operational.
- Facilities Assessment CMMS VFA Program has been implemented.
- Contracted for the conversion of 164,000 features into GIS Data Points.
- Purchased CMMS Site License for Public Works and Parks Department
- Corrected City Addressing System.
- Subscribed to Miami-Dade County GIS Data Service
The IMS program is an important asset to many departments in the City. The newly
hired GIS System Manager will be working to integrate GIS with the Public Works
CMMS for infrastructure management and with all Departments with respect to their
individual requirements for informational mapping. Approval of this request would
provide access and allow for expanded development of the GIS.
