2007-26496 Reso RESOLUTION NO. 2007-26496 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND OFFICIALLY ADOPTING THE BASIS OF DESIGN REPORT (BODR) FOR THE WEST AVENUE-BAY ROAD NEIGHBORHOOD 11 B RIGHT OF WAY IMPROVEMENT PROJECT. WHEREAS, the WestAvenue- Bay Road Im~rovement Project limits are bounded by 5th Street to the South, Alton Road to the East, 1 i Street to the North, and Bay Road to the West; and WHEREAS, several streets and street ends located within the Project boundaries have been completed, or will be completed as part of the scope of work on other projects; and WHEREAS, the Bay Road portion of the improvements were separated out and constructed as part of an earlier project; and WHEREAS, the West Avenue design will include upgrades to the water distribution system, stormwater drainage system, streetscape, pedestrian and bicycle circulation, parking, street ends, landscaping, and traffic calming features; and WHEREAS, on June 8, 2005, the Mayor and City Commission adopted Resolution Number 2005- 25917, authorizing the Mayor and City Clerk to execute Amendment No.5 to the Agreement with Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. (Consultant), to provide additional professional services to finalize the planning phase of the West Avenue Neighborhood Project; and WHEREAS, the Notice to Proceed (NTP) with the scope of work, as outlined in Amendment No.5, was issued on August 31,2005; and WHEREAS, the project planning process has followed the standard Neighborhood Right-of-Way (ROW) Infrastructure Improvement Project sequence, from Project Kick-off Meeting to Community Oesign Workshops (COW); and WHEREAS, the Kick-off Meeting with other City departments was held on November 17, 2005, the Site Reconnaissance on November 18, 2005, Visioning Session with City departments on March 27, 2006, and the COW on September 27, 2006; and WHEREAS, residents' feedback demonstrated support forthe Recommended Plan presented by the Consultant; and WHEREAS, based on the consensus achieved at the aforementioned meetings, and input from City staff, a draft BOOR was prepared and submitted on January 2, 2007, for circulation to City departments for review; and WHEREAS, the BOOR was also presented to the General Obligation Bond Oversight Committee, during its February 5,2007 meeting; and WHEREAS, staff from the various City departments have been involved in the planning process from its inception; and WHEREAS, the Recommended Plan in the BOOR has been finalized; and the Administration recommends approval of the West Avenue -Bay Road Neighborhood Improvement Project Basis of Design Report (BOOR), as submitted; and WHEREAS, by approving the BOOR, the City will officially end the planning phase for this Project and approve the design concept contained therein; and WHEREAS, the Administration will then be able to proceed with the Design Development, Construction Documents, Bidding and Award, and Construction phases of the Project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and officially adopt the Basis of Design Report (BOOR) for the West Avenue-Bay Road Neighborhood-11 B Right-of-Way Improvement Project. ANAL YSIS The West Avenue - Bay Road Im~rovement Project limits are bounded by 5th Street to the South, Alton Road to the East, 1 i Street to the North, and Bay Road to the West. They include Bay Road from 14th to 16th Street, Lincoln Road Street end, 10th Street end, and Bay Road, from 16th Street to Lincoln Road. On June 8, 2005, the City of Miami Beach Commission adopted Resolution Number 2005- 25917, authorizing the Mayor and City Clerk to execute Amendment No.5, to the Agreement with Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. (the Consultant), to finalize the planning phase of the West Avenue Neighborhood Project. The Notice to Proceed (NTP) with the scope of work, as outlined in Amendment No.5, was issued on August 31, 2005. The Kick-off Meeting with other City departments was held on November 17, 2005, and the Site Reconnaissance was held on November 18, 2005. A Visioning Session was held with all relevant City departments on March 27,2006. The CDW was held on September 27, 2006. Residents' feedback demonstrated support for the Recommended Plan presented in the Basis of Design Report (BODR). The Bay Road portion of the improvements were separated out and constructed as part of an earlier project. The project components included roadway reconstruction, sidewalk repairs, new storm drainage system, including well system and the restoration of swale to facilitate drainage, landscaping, and improved on-street parking. The total budget for the completed work was $1,662,229, including $900,000, for construction hard costs. The West Avenue - Bay Road Neighborhood Improvements outlined in the BODR will include upgrades to the water distribution system in accordance with the Public Works Department Water Main Prioritization (April 2003), stormwater drainage system improvement, enhanced streetscape, pedestrian and bicycle circulation, parking, street ends, landscaping, and traffic calming features. The improvements to the water system will include replacement of, existing galvanized iron water mains, tuberculated six (6) and eight (8) inch mains, and extensions as necessary. Stormwater improvements will be in accordance with the City's Comprehensive Storm Water Management Program Master Plan. The hardscape improvements will enhance street ends, corners, crosswalks, sidewalks, and gateway features. West Avenue West Avenue will be visually unified through plantings, paving and fixtures, and bike lanes. The typical cross section for West Avenue from Hank Meyer Boulevard to 8th Street includes: . Two 5' wide bicycle lanes . Two 11' wide travel lanes . 10' wide center turning lane . Two parallel parking lanes . Sidewalks will be "Miami Beach Red" concrete, 6' wide, a net gain of over l' over the existing sidewalk widths. Lincoln Road Lincoln Road from Bay Road to the cul-de-sac, the existing parallel parking will be converted to angled parking on both sides of the street. . Two 11' wide travel lanes . Two angled parking lanes . Tree lawns on each side of the street . Two 8' wide sidewalks Lincoln Road, from Bay Road to West Avenue will have a 14' Median (6' wider than the existing median East of West Avenue). The median will be planted with a double row of palms with low shrubs, 8' wide sidewalks. Lincoln Court Trees will be added to enhance the appearance of the street end. The improvements are as follows: . Narrow existing pavement to 20' wide . Textured paving along Collins Canal and replacement of guardrail with concrete bollards 10th Street West of West Avenue . Provides shade trees on each side of the street to the Bay. . A small street end park is currently proposed and will add more shade trees, pavers, benches, etc . Proposed 90 degree parking in lieu of angled parking. 16th Street (between West Avenue and Bav Road) The Street is identified as the start of an East-West bicycle route in the City's 16th Street Improvement Plan. The proposed plan provides: . Two 5' wide bike lanes . Two lanes of parallel parking . Two 11' wide travel lanes The estimated construction budget for the improvement is as follows: Water $ 1.0 million Stormwater $10.5 million Hardscape and Landscape $ 9.4 million $20.9 million The Schedule for completing the West Avenue Neighborhood project is as follows: Task 1 - Planning (June 2005 - Jan 2007) Task 2 - Design Phase (February 2008 - April 2009) Task 3 - Bid & Award (May 2009 - Aug 2009 Task 4 - Construction (Sept 2009 - Aug 2012) Although at this time the project is not fully funded, the project timeline is synchronized with the Administration's request for $24,565,291, in the Fiscal Year (FY) 2007/2008 Capital Budget. In the interim, the Administration intends to finalize the BODR, and close out the Agreement with the Consultant. In the event that additional Stormwater, and Water and Sewer Bonds are approved in the FY 2007/2008 Budget, the Administration intends to issue a Request for Qualification (RFQ) for Architectural and Engineering services for the design of the project. If the additional funding is not approved, the improvements for the West Avenue Neighborhood cannot be accomplished. It should also be noted that the previously contemplated stormwater drainage improvements for the Flamingo Neighborhood, that would connect to the outfalls on Bay Road, may no longer be required. These improvements are estimated at approximately $7 million. Efforts are currently underway to clean, videotape and complete a structural analysis ofthe existing box culverts in the Flamingo Neighborhood. There are anticipated savings for utilizing the existing culverts, in lieu of their replacement. In addition, no further coordination efforts will be required between the Flamingo and West Avenue Neighborhood Improvement Projects. Based on the consensus achieved at the Community Meetings, and input from City staff, a draft BODR was prepared and submitted on January 2, 2007, for circulation to City departments for review. The BODR was also presented to the General Obligation Bond Oversight Committee, during the February 5, 2007, meeting. Since staff from the various City departments has been involved in the Planning Process from its inception, the Recommended Plan in the BODR has been finalized. The current schedule calls for the completion of the Design Phase in 2009. By approving the BODR, the City will officially end the Planning Phase for this project and approve the design concept contained therein. Once the additional funding is approved, the Administration will be able to proceed with the issuance of a RFQ for the Design Development, Construction Documents, Bidding and Award, and Construction Phases of the Project. * BODR will be distributed under a separate cover.
