On September 10th, 2003, the Mayor and City Commission approved Resolution No. 2003-
25332 authorizing the execution of a Development Agreement between the City of Miami
Beach and the New World Symphony (NWS) for the development of a portion of the surface
parking lot, bounded by 17th Street to the North, North Lincoln Lane to the South,
Washington Avenue to the East and Pennsylvania Avenue to the West, for construction of
an approximately 50,000 square foot educational, performance and internet broadcast
facility with an exterior screen ("Soundspace"), and an approximately 320-space (+/-) public
parking garage facility. In approving the execution of the Agreement, the Commission also
directed that the Administration should proceed with developing a new Multi-Purpose
Municipal Parking Facility (MMPF) on the site of the existing City Hall surface lot.
Construction of the NWS is scheduled to in the Fall of 2007.
On the last week of December 2006, the surface parking lot behind City Hall was closed to
users to initiate the demolition for the MMPF project, creating a net deficit of 113 spaces. In
coordination with the closing of the City Hall lot, the re-striping of on-street parking spaces
created designated parking for the Mayor and Commissioners along the drop-off lane South
of City Hall (1ih Street), as well as additional ADA parking spaces on Convention Center
Drive. As a result City employees were directed to park in the 1 ih Street Parking Garage
and adjacent areas while the MMPF is under construction. Additionally, to alleviate parking
demand during the Boat Show, City employees were also allowed to take City vehicles
home.
Parking Lot 5C is an 89-space metered facility (including four ADA spaces) located between
City Hall and the Jackie Gleason Theater (JGT) and bounded by Convention Center Drive to
the West and 1 ih Street to the South. The lot currently is utilized by the public and City
employees during "non-event" days and primarily serves facilities North of 1 ih Street;
Lincoln Road visitors prefer to use parking facilities South of 1 ih Street. During "event
days", at either the Convention Center or the JGT, the lot is operated as a valet parking
facility.
With an inefficient parking space layout, surface irregularities, and drastic changes in
elevation, Lot 5C is user-unfriendly as well as not in compliance with ADA regulations. For
these reasons, as well as the opportunity to increase available parking during the on-going
construction of the MMPF and eventual construction of the NWS, Lot 5C was targeted for a
fast-track redesign and rehabilitation. As a result of an already permitted CIP design, the
new Lot 5C configuration includes 160 parking spaces (including six ADA spaces); adds
over 5,000 square feet of green space and 40 new canopy trees; and yields a net increase
of 71 new parking spaces.
The fast-track construction schedule for Lot 5C was carefully coordinated to take advantage
of the closing of Macy's - which reduces parking demand at 1 ih Street Parking Garage -
and the low-event season at the JGT and the Convention Center. The renovation of the lot
has been scheduled to begin the first week of April, 2007 and take approximately 100 days
to achieve substantial completion. SMG has been notified and temporary arrangements for
valet parking have been made during the construction period. It is anticipated that, during
construction of Lot 5C, City Hall parking can be accommodated by the 17 Street Parking
Garage and the P-Lot immediately North of City Hall.
Although closure of Lot 5C for renovations is a temporary inconvenience, it is prudent to
presently proceed with its construction - even while the MMPF is also under construction -
due to its coincidence with the low event season at both the Convention Center and JGT;
the temporary closure of the Macys store; and the current window of opportunity that
precedes the anticipated closing of the NWS West lot (between Pennsylvania and Drexel
Avenues) in the Fall of 2007, and the subsequent closure of the NWS East lot (East of
Drexel Avenue).
The increased parking capacity that will be gained with the completion of Lot 5C, in an
accelerated schedule, will help alleviate the parking demand in the City Center
neighborhood, as well as offer visitors to Lincoln Road another parking option once the NWS
lots are closed for construction. The attached table (Attachment 1.) and graph (Attachment
2.) help to illustrate the positive impact of the rehabilitation of Lot 5C.
