Lisa and Mark Sanders 1509 North View Drive Sunset Island No. 1 Miami Beach, Florida 33140 (/, :::) Re: (") rl 1509 North View Drive, Sunset Island No.1, Miami Beach Request for a Determination of Architectural Significance - SFR File # 64 Dear Mr. & Mrs. Sanders: Pursuant to your request that was originally received on April 24. 2006 and further clarified on May 9, 2006 (see Attachments), the Planning Department has evaluated the subject property at 1509 North View Drive to determine whether the single-family residence is architecturally significant. A site visit of the subject property was conducted by staff on May 5, 2006. In accordance with Section 142-1 OB( 1) of the Land Development Regulations of the Miami Beach City Code. the following criteria determine whether a home constructed prior to 1942 is architecturally significant: 1. The subject structure is characteristic of a specific architectural style constructed in the city prior to 1942, including. but not limited to. Vernacular, Mediterranean Revival, Art Deco, Streamline Moderne. or variations thereof. Satisfied: The subject home is characteristic of a specific architectural style in the city prior to 1942. The structure was originally designed by Alexander Lewis in 1937. in the Monterey style of architecture popular in Miami Beach during the 1930s. Although there have been alterations as well as additions over the years, the structure has still retained many major identifying characteristics of its original architectural style, including much of its original massing, multiple roofs with clay barrel tiles, unique Monterey style front balcony, front 'entrance garden' and archway feature, covered entrance walkway, front door with sidelights, original attached garage, and the unique two story projecting bay wing at the northwest corner. Some of the alterations that appear to have been made to the home in about 1991 include the following. Most of the original casement windows were removed and replaced with new windows of varying configurations, and decorative quoins were applied at some corners. At the southeast corner of the house, a second floor addition was constructed. Adjacent to the garage, the original entrance archway was slightly modified with new architectural moldings; additionally, the shape of the 'cut-out' in the front garden wall was slightly modified and new iron-work installed. At the rear of the house, a two story addition was constructed at the northeast corner. Additionally, a single story in fill addition with roof terrace was constructed at the center of the north (rear) elevation, and the original cast iron latticework on the balcony was replaced with masonry columns. Also, a small single story addition was constructed at the northwest corner of the house. The existing cabana structure and raised swimming pool on the west side of the subject property were both constructed in 1957 and are NOT architecturally significant. 2. The exterior of the structure is recognizable as an example of its style and/or period. and its architectural design integrity has not been modified in a manner that cannot be reversed without unreasonable expense. '" retained much of its original identifying architectural character and is still a recognizable example of its period. 3. Significant exterior architectural characteristics. features, or details of the subject structure remain intact. Satisfied: Many of the structure's original exterior architectural features and characteristics remain substantially intact, including much of its original massing, multiple roofs with clay barrel tiles, unique Monterey style front balcony, front 'garden entrance' and archway feature, covered entrance walkway, front door with sidelights, original attached garage, and unique two story projecting bay wing at the northwest corner. 4. The subject structure embodies the scale, character, and massing of the built context of its immediate area. Satisfied: Even with its later alterations and additions the subject structure embodies the historic character of the built context in the residential area. The Planning Department has determined that the subject building meets the criteria in Section 142- 108 and. therefore. is architecturally significant. This determination relative to architectural significance of the single-family home may be appealed within ten (10) days of rendering such decision. The appeal must be in writing and shall be to the Design Review Board. In accordance with Section 142-108. a request for the total demolition of an architecturally significant single-family home must be reviewed by the Design Review Board (DRB). A permit for th~ demolition of an architecturally significant single-family home shall not be issued unl~ss a full building permit for new construction has been issued. In the event an architecturally significant home is proposed to be demolished, the Design Review Board shall review and approve all new construction on the subject site. If you wish to pursue the total demolition of the subject structure and the construction of a new home. or if you wish to pursue significant additions or alterations to the subject structure or property that are substantially visible from the public right-of-way or the waterway. please contact Michael Belush, Senior Planner. at 305-673-7000 ext. 6258, in order to schedule a pre-application conference for the Design Review Board.
