Gonzalez, City Manager 'rf DATE: April 9,2007 SUBJECT: North Beach Town Center Plan The purpose of this L Te is to inform you that the P~annjng Department will present an update of the North Beach Town Center Plan to the community for input on April 25, 2007 at the North Shore Youth Center at 6:30 PM. The boundaries of the Town Center are from 69th street to 73rd Street and from the Ocean to the rndian Creek. An announcement will be mailed to property owners within the boundaries, and distributed to businesses, representatives of condominium assocjationsi and homeowners associations eJsewhere in North Beach. Please see attached~ In additionl ads will run in The Miami Herald Neighbors and a Spanish newspaper. Assuming there is consensus within the communitYI the plan witl be presented to the Planning Board in May for their review and recommendatjon, and to the City Commission in June. Backaround The purpose of the Town Center Plan is to create a conceptual plan that would stimulate reinvestment and guide the future deve1opment. of the district to achieve the vision set forth by the community~ The vision for the North Beach Town Center is to create a vibrant commercial district along the 71 street corridor that is: . Pedestrian and bicycte friendJy . Safe and attractive and that contains: . Mixed-use development . Additionar office space . Quality shopping and restaurants . Civic and cultural activities . Accessible parking The concept for encouraging development of a I'Town Center.. for North Beach originated in a three-day charrette in July 20011 which included visioning sessions for the 71 street commerciaJ corridor and the 72nd street parking lot. The charrette was attended by over 200 people from the North Beach community. Subsequently, the Gibbs Planning Group was commissioned by NBDC to conduct a retail market study, and Walker Parkjng Consultants completed a study that confirmed the feasjbHity of constructing new parking structures in the North Beach area. Planning Department staff used these studies to create a series of development strategies and presented the proposed Town Center Plan at a commun;ty workshop in December 2003. This workshop was attended by over 100 persons. Respondents to a sUNey overwhelmingJy supported the strengthening of the North Beach Town Center with new retaiJ, restaurant, commercial development with parking, as well as the idea of providing incentives to attract development there. A new parking garage for the Town Center was incorporated into the Parking Department's Capital Improvement Plan and staff began to Jook for joint development opportunities with private property owners. The Planning Department staff continued to refjne strategies for a Town Center. A consultant, Jaime Correa and Associates, was commissioned to create graphic representations of the Town Center Pfan' s strategies. Aside from parking, the plan also addresses such things as redevelopment of anchor sites within the district, adaptive reuse of existing ground floor space for retail and restaurant uses/ incentives for new office space, rerocation of the North Shore Library to the Town Center, renovation of the Bandshert completion of unused portions of the Byron Carlyle Theaterl design guidelines for streets and sidewalks, improved public transit servicel and recommendations for smarr urban pfazas and a large civic square.
