During the May 10,2000 meeting of the Whole, the Mayor and the Commissioners voted that the
secretarial staff salaries should increase effective the next pay period. We have been asked to
reclassify the positions to Executive Office Associate 1 and to take seniority into consideration.
To reclassify a position means to change the position's current job title to another title or to change
the pay grade to another level. This action would not necessarily increase the incumbent's salary.
When a position is reclassified the salary is changed only when the incumbent's current salary is
below the minimum of the range for the new position.
It is my understanding that the Commission's desire is to change the title of the affected employees'
positions, as well as review the current salaries to determine a new salary level. To change the salary
of the employee, the process of promotion must be used and not are-classification.
The promotional process allows for a new title as well as a salary increase. The normal process
when issuing a promotion is to give the employee the minimum salary of the new position or a 5%
increase, whichever is higher. The employees' current anniversary date will be considered and a
prorated merit representing the time in their current position would be calculated. The employees
received in their May 12,2000 paycheck a 3% cost of living adjustment (COLA). The new post,
Executive Office Associate 1 is a grade 12, salary range $32,166-$57,249. Therefore, the employees
in question would receive the following salary increases when the promotional process is used.

SUBJECT: Blue Ribbon City Manager Selection Committee
The Blue Ribbon City Manager Selection Committee met on Thursday, June 1,2000 to interview
City Manager candidates. The Selection Committee, consisting of Ron Berkman, Chairperson, Fred
Berens, Victor Diaz, Katherine Fernandez Rundle, Merrett Stierheim, Don Tomlin and Marc Zand,
were in attendance. DMG Maximus, the recruiting firm contracted by the Selection Committee,
presented the Selection Committee with four (4) candidates.
The four candidates were interviewed. The interview session was video taped and audio taped.
Following the interviews the Selection Committee engaged in discussion. At the request of the
Selection Committee, the video recording was stopped after the interview sessions. A motion was
made by Victor Diaz to rank Jorge Gonzalez as the number I choice and Danny Alvarez and Melinda
Carlton as very highly qualified. The motion was seconded by Katherine Fernandez Rundle. The
vote was unanimous.
The Selection Committee Chairperson, Ron Berkman, will make a presentation to the City
Commission at the June 7th Commission Meeting.
