A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
TO PURCHASE, FOR THE CITY'S PUBLIC SAFETY
COMMUNICATIONS SYSTEM, A CENTRAL ELECTRONICS BANK
(CEB) AND THREE (3) RADIO DISPATCH CONSOLES FROM THE
EXISTING MOTOROLA MASTER PURCHASE AGREEMENT AND
ADDITIONAL OPERATING EQUIPMENT FOR USE IN THE 911
DISPATCH OPERATION ROOM AT THE EMERGENCY
OPERATIONS CENTER (EOC),
WHEREAS, the master control center for the 800 MHz Public Safety Radio
Communication System currently has enough capacity to install only one additional
dispatch console; and
WHEREAS, in order to increase this capacity, the System would need to have an
additional Central Electronic Banks (CEB) installed, and
WHEREAS, the City's Police Department and Parking Department respectively
currently need to add three radio dispatch consoles to the 800 MHz Public Safety Radio
Communication System and additional operating equipment for the 911 Dispatch
Operation Room; and
WHEREAS, the total cost of the CEB and the 3 Radio Dispatch Consoles is
$251,789, and the cost of the additional operating equipment is $30,899.98; and
WHEREAS, $166,181 in the funding for the Central Electronics Bank is available
from the Parking Department Operations Fund, On-Street Parking Division Machinery &
Equipment Account No. 480-0462-000674. It is recommended that $116,508 be
appropriated from the Pay-As-You-Go Capital Fund for radio dispatch consoles ($85,608)
and for operating equipment for the 911 Dispatch Operation Room ($30,899.98).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City is authorized to
purchase an additional CEB, three 800 MHz Public Safety Radio Communication System
dispatch consoles and additional operating equipment for the 911 Dispatch Operating
Room.

Issue:

Center (EOC)?
Item Summary/Recommendation:
The master control center for the 800 MHz Public Safety Radio Communication System currently has
enough capacity to install only one additional dispatch console. In order to increase this capacity, the
system would need to have additional Central Electronic Banks (CEB) installed.
The Police Department and the Parking Department currently need to add three Radio Dispatch Consoles
to the 800 MHz Public Safety Radio Communication System and additional operating equipmentfor the 911
Dispatch Operation Room.
The Administration recommends that the City Commission. . authorize the
purchase of a CEB, three Radio Dispatch Consoles and additional operating equipment for the 911
Dispatch Operation Room. The purchase authority for the CEB and the Radio Dispatch Consoles is the
existing 800 MHz Public Safety Radio Communication System Motorola Master Purchase Agreement

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
$166,181 in the funding for the Central Electronics Bank is available from the Parking
Department Operations Fund, On-Street Parking Division Machinery & Equipment Account
No. 480-0462-000674. It is recommended that $116,508 be appropriated from the Pay-As-
You-Go Capital Fund for radio dispatch consoles ($85,608) and for operating equipment for
the 911 Dispatch Operation Room ($30,899.98).
ANALYSIS
The master control center for the 800 MHz Public Safety Radio Communication System
currently has enough capacity to install only one additional radio dispatch console. The
Parking department and Police 911 Dispatch Center have jointly requested for (3) new radio
consoles to be purchased in order to provide for new functionality. The Police 911 Dispatch
Center has a need to increase the number of dispatch consoles to provide dispatch
capabilities for the backup 911 Center that will be located at the City's EOC (Emergency
Operations Center). At a minimum, two of the three new consoles being requested will
reside at the City's EOC. With regards to the third radio console, the Parking department is
currently evaluating several altematives for placement of the third dispatch console. The
third console will be primarily utilized to allow Parking department personnel to directly
manage the dispatching functions for Parking enforcement.
In order to increase the capacity to allow for connectivity of the three proposed consoles, the
Public Safety 800 MHz system would need to have additional Central Electronic Banks (CEB)
installed. The CEB is the infrastructure that interfaces multiple radio dispatch consoles to the
master control center which is currently located at the PD building. As a result, the City must
purchase three radio dispatch consoles, a new CEB to increase the capacity of the 800 MHz
Public Safety Radio Communication System; also, additional operating equipment for the
backup 911 center at the EOC.
CONCLUSION
The Administration recommends that the City Commission authorize the purchase of an
additional CEB, three 800 MHz Public Safety Radio Communication System dispatch
consoles and additional operating equipment for the 911 Dispatch Operation Room. The
purchase authority for the CEB and the 800 MHz Public Safety Radio Communication
System dispatch consoles is the existing 800 MHz Public Safety Radio Communication
System Motorola Master Purchase Agreement approved by the Mayor and City Commission
on April 30, 2003.
