RESOLUTION NO,
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A
CONTRACT, IN THE AMOUNT OF $28,100, TO ARTEK
CONSTRUCTION MANAGEMENT CORPORATION, TO
PROVIDE FOR SANDBLASTING, PRESSURE CLEANING,
SANDING, PRIME COAT, AND ELECTROSTATIC PAINTING
OF THE PERIMETER FENCE AT THE FLAMINGO PARK
POOL FACILITY,
WHEREAS, because of the severe rusting and deterioration of the perimeter fence
of the Flamingo Park Pool facility, there was a need to include the required restoration work
in the development and funding of the Fiscal Year (FY) 06/07 Capital Renewal and
Replacement Projects; and
WHEREAS, the Mayor and City Commission, at its December 6,2006 meeting,
adopted Resolution No. 2006-26400, which authorized the Property Management Director
to serve as the certified general contractor for the Fiscal Year (FY) 06/07 Capital Renewal
and Replacement Projects; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed specifications to address the
scope of work that was necessary to obtain price quotes for the required work of the
project; and
WHEREAS, after the specifications were complete, Request for Quotations No. V A-
QT7F-07 was developed, and three (3) commercial painting contractors were contacted to
provide quotes for the project, which resulted in three (3) responsive quotes; and
WHEREAS, after reviewing the quotes and insurance requirements, the Property
Management Director determined that Artek Construction Management Corporation,
provided the lowest responsive responsible quote; and
WHEREAS, a contract was issued to Artek Construction Management Corporation,
in the total amount of $28,100, to provide for sandblasting, pressure cleaning, sanding,
prime coat, and electrostatic painting of the perimeter fence at the Flamingo Park Pool
facility; and
WHEREAS, as required by Resolution No.2006-26400, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the work at the Flamingo Park Pool facility.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract, in the amount of $28,100, to Artek Construction
Management Corporation, to provide for sandblasting, pressure cleaning, sanding, prime
coat, and electrostatic painting of the perimeter fence at the Flamingo Park Pool facility.

Item Summary/Recommendation:
Because of severe rust and deterioration of the perimeter fence at the Flamingo Park Pool facility, there
was a need to include this project in the Fiscal Year (FY) 06/07Capital Renewal and Replacement Projects
budget. The Mayor and City Commission, at the December 6, 2006 Commission meeting, adopted
Resolution No. 2006-26400, which authorized the Property Management Director to serve as the Certified
General Contractor for all of the Fiscal Year (FY) 06/07Capital Renewal and Replacement projects. The
Property Management Director exercised the authority given to him by the City Manager and City
Commission and developed specifications and contacted three (3) commercial painting contractors that
specialized in metal preparation and electrostatic painting to provide bids on the project that resulted in
three (3) responsive responsible bids. After reviewing the bids, and after checking background references,
licensing, and insurance requirements, the Property Management Director determined that Artek
Construction Management Corporation, provided the lowest responsive responsible bid for the Project.
After review by the Legal Department and execution by the Mayor and City Clerk, a contract was issued to
Artek Construction Management Corporation, in the amount of $28,100, for the work. The Administration
recommends that the Mayor and Members of the City Commission ratify the Property Management
Director's contract to Artek Construction Management Corporation, for the work.

ANAL YSIS
Because of the severe rust and deterioration of the perimeter fence at the Flamingo Park
Pool facility, there was a need to include the required restoration work in the development of
the Fiscal Year (FY) 06/07 Capital Renewal and Replacement Projects budget.

checking background references, licensing, and insurance requirements, the Property
Management Director determined that Artek Construction Management Corporation,
provided the lowest responsive responsible bid for the Project.
