A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A
CONTRACT, IN THE AMOUNT OF $43,900, TO ARTEK
CONSTRUCTION MANAGEMENT CORPORATION, TO
PROVIDE FOR THE INTERIOR DEMOLITION OF THE THIRD
FLOOR OF THE 777 17TH STREET BUILDING.
WHEREAS, because the third floor of the 777 1 th Street Building was previously
occupied by a medical laboratory, to make it suitable for building out City offices, all interior
walls, suspended ceilings, floor finishes, duct work, electrical wiring, and plumbing work,
was required to be removed; and
WHEREAS on January 11, 2006, the Mayor and City Commission adopted
Resolution No. 2006-26099, which authorized the Property Management Director to
serve as the Certified General Contractor for all of the renovation/relocation projects in
the 777 1 th Street Building and the City Hall Building; and
WHEREAS, on September 6, 2006, the Mayor and City Commission adopted
Resolution No. 2006-26307, that appropriated funds for the demolition of all interior
spaces on the third floor of 777 Building; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed specifications to address the
scope of work that was necessary to obtain price quotes for the required work of the
project; and
WHEREAS, after the specifications were complete, Request for Quotations No. V A-
QT4D-07 was developed, and three (3) demolition contractors were contacted to provide
quotes for the project, which resulted in three (3) responsive quotes; and
WHEREAS, after reviewing the quotes and insurance requirements, the Property
Management Director determined that Artek Construction Management Corporation,
provided the lowest responsive responsible quote; and
WHEREAS, a contract was issued to Artek Construction Management Corporation,
in the total amount of $43,900, to provide for the interior demolition of the third floor of the
777 1 th Street Building; and
WHEREAS, as required by Resolution No.2006-26400, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the demolition work on the third floor of the 777 17th Street Building.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract, in the amount of $43,900, to Artek Construction
Management Corporation, to provide for the demolition of the third floor of the 777 1 ih
Street Building.

Item Summary/Recommendation:
Because the third floor of the 777 Building was previously occupied by a medical laboratory, to make it
suitable for building out City offices, all interior walls, suspended ceilings, floor finishes, duct work,
electrical wiring, and plumbing work was required to be removed. Settlement funds in the amount of
$65,000 from the previous tenant were appropriated on September 6, 2006, by the Mayor and City
Commission adopting Resolution No. 2006-26307, for the demolition of all interior spaces on the third floor
of the 777 Building. The Mayor and City Commission, at the January 11, 2006 Commission meeting,
adopted Resolution No. 2006-26099, which authorized the Property Management Director to serve as the
Certified General Contractor for all of the Renovation/Relocation projects in the 777 Building And the City
Hall Building.
The Property Management Director exercised the authority given to him by the City Manager and City
Commission and developed specifications and contacted three (3) demolition contractors to provide bids
on the project that resulted in three (3) responsive responsible bids. After reviewing the bids, and after
checking background references, licensing, and insurance requirements, the Property Management
Director determined that Artek Construction Management Corporation, provided the lowest responsive
responsible bid for the Project. After review by the Legal Department and execution by the Mayor and City
Clerk, a contract was issued to Artek Construction Management Corporation, in the amount of $43,900 for
the work. The Administration recommends that the Mayor and Members of the City Commission ratify the
Property Management Director's contract to Artek Construction Management Corporation.

Funding has been previously appropriated by Resolution No. 2006-26307 on September 6,
2006.
ANAL YSIS
The Mutual Release and Settlement Agreement dated July 1, 2005 between the City and
Gambro Healthcare Renal Care, Inc., provided $65,000 as full and final settlement of
Tenant's share of costs to repair and restore the City-owned property at 777 1 ih Street,
Suite 300, for the tenant's liability of damages. These settlement funds were appropriated on
September 6, 2006, by the Mayor and City Commission by Resolution No. 2006-26307, to
demolish all the interior spaces on the third floor of 777 Building. The third floor was
occupied by a medical laboratory and to make it suitable for building out City offices, all
interior walls, suspended ceilings, floor finishes, duct work, electrical wiring, and plumbing
work was required to be removed.
The Mayor and City Commission, at the January 11, 2006 Commission meeting, adopted
Resolution No. 2006-26099, which authorized the Property Management Director to serve
as the Certified General Contractor for all of the Renovation/Relocation projects in the 777
Building And the City Hall Building.
Once the demolition work is completed, CIP will engage a different contractor to complete
the office build out for the CIP offices. CIP is currently on the 2nd floor of the 777 Building
and will move to the third floor of the building. This location is anticipated to be the long
term office space for CIP.

and City Commission and developed specifications for the demolition work and also
prepared a Request for Quotations #VA-QT4D-07, which was required to provide a method
to obtain competitive bids for the work. Three (3) demolition contractors were contacted to
provide bids on the project that resulted in three (3) responsive responsible bids. After
reviewing the bids, and after checking background references, licensing, and insurance
requirements, the Property Management Director determined that Artek Construction
Management Corporation, provided the lowest responsive responsible bid for the Project.

was issued to Artek Construction Management Corporation, in the amount of $43,900 for
the work.
