A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS IN THE AMOUNT OF
$1,005,000, FROM PARKING OPERATIONS FUND 480 RETAINED EARNINGS,
FOR THE REHABILITATION OF THE ELEVATORS AT THE 17 STREET
PARKING GARAGE.
WHEREAS, the elevators of the 17 Street Parking Garage were installed in 1976; and
WHEREAS, the subsequent rehabilitation of the Garage in 1996 did not address the
elevators; and
WHEREAS, the elevator failures have been one of the biggest service issues for the
Parking Department; and
WHEREAS, funding for the rehabilitation is available from Parking Operations Fund 480.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby approve the appropriation of funds In the amount of
$1,005,000, from parking Revenue Fund 480, Retained Earnings, for the
rehabilitation of the elevators at the 17 Street Parking Garage.

Item Summary/Recommendation:
The elevators of the 17 Street Parking Garage were installed in 1976 and the subsequent
rehabilitation of the Garage in 1996 did not address the elevators. The elevator failures have
been one of the biggest service issues for the Parking Department.
The proposed elevators rehabilitation will be performed by one of the City's JOC Contractors in
order to expedite the improvements and better service the users.
The elevators in the South end of the Garage have been constantly failing and therefore creating
a problem with the users and an ADA code failure with the interruption of the travel path required
for handicapped users.
The Administration recommends the appropriation of funds in the amount of $1 ,005,000, from
Parking Operations Fund 480 Retained Earnings, for the rehabilitation of the elevators in the 17
Street Parking Garage.
A proposal for the total project was received from JOC Contractor F&L Construction based on a
proposal from elevator manufacturer Kone Elevator. The total project cost, in an amount of
$891,020, includes the elevator costs plus all other installations such as mechanical, electrical,
and life safety. The appropriation includes the Gordian fee, in the amount of $13,365, and an
11 % contingency in the amount of $100,615, for a project total cost of $1,005,000. Additional
estimates are expected through either the JOC or through competitive bidding in order to find the
lowest and best proposal for the elevator portion itself. If a lower proposal is obtained for the
elevators that one will be used by F&L Construction.

ANAL YSIS
The elevators of the 17 Street Parking Garage were installed in 1976 and the subsequent
rehabilitation of the Garage in 1996 did not address the elevators. The elevatorfailures have
been one of the biggest service issues for the Parking Department. The elevators in the
South end of the Garage have been constantly failing and therefore creating a problem with
the users and an ADA code failure with the interruption of the travel path required for
handicapped users. The project was not included in the 2006-2007 Capital Budget since the
elevators were fully operational at the time. Currently, one of the elevators is non-operational
and replacement has been identified as the best procedure to follow.
The proposed elevators rehabilitation will be performed by one ofthe City's JOC Contractors
in order to expedite the improvements and better service the users.
