A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF FIRMS; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 03-06/07, FOR CITYWIDE SURVEYING, TOPOGRAPHICAL AND MAPPING SERVICES, ON AN AS NEEDED BASIS, FOR THE CITY OF MIAMI BEACH; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE PROFESSIONAL SERVICES AGREEMENTS UPON COMPLETION OF SUCCESSFUL NEGOTIATIONS WITH ANY OR ALL OF THE FOLLOWING SIX (6) FIRMS: 1) F.R. ALEMAN; 2) JBM DATA SYSTEM, LLC; 3) MILLER LEGG; 4) WOOLPERT,INC; 5) CONSUL TECH; AND 6) J. BONFILL & ASSOCIATES. WHEREAS, RFQ No. 03-06/07 for Citywide Surveying, Topographical and Mapping Services, on an as needed basis for the City of Miami Beach, was issued on October 18, 2006, with an opening date of December 8, 2006 (the "RFQ"); and WHEREAS, the RFQ requested qualifications from experienced and qualified firms to prepare boundary and/or topographical surveys for Capital Improvement Project (CIP) and Public Works which would enable the City to plan projects in an expedite manner; and WHEREAS, a pre-proposal conference was held on November 7,2006; and WHEREAS, Bid Net issued RFQ notices to 27 prospective proposers and RFP Depot issued RFQ notices to 85 prospective proposers, which resulted in the receipt of 13 proposals; and WHEREAS, the City Manager, via Letter to Commission (LTC) No. 292-2006, appointed an Evaluation Committee ("the Committee") consisting of the following individuals: · Mario Gonzalez-Pola, Senior Capital Projects Coordinator · Hiram Siaba, Senior Capital Projects Coordinator · Fernando Vazquez, City Engineer, Public Works · Mike Alvarez, Assistant Director, Public Works · Debora Ruggeiro, Leadership Academy Alumni and Park View Island Homeowner's Association · David Patlak, Leadership Academy Alumni and Resident; and WHEREAS, on March 7, 2007, the Committee convened to rank thefirms; and WHEREAS, the Committee members were provided with general information on the scope of services, Performance Evaluation Surveys, and Risk Assessment Plans for all the firms being evaluated; and WHEREAS, the Committee discussed the firms' respective qualifications, experience, and competence, and ranked the firms accordingly; and WHEREAS, a motion was presented by Fernando Vazquez, seconded by Hiram Siaba, and unanimously approved by all Committee members for F.R. Aleman & Associates, Inc., JBM Data System LLC., Miller Legg, Woolpert, Inc., Consul Tech, and J. Bonfill & Associations to be recommended for potential award of contract; and WHEREAS, the City Manager concurs with the Committee's recommendation, and would recommend that the City Commission authorize the Administration to negotiate with any or all of the following six firms: 1) FR. Aleman & Associates, Inc.; 2) JBM Data System LLC.; 3) Miller Legg; 4) Woolpert, Inc.; 5) Consul Tech; 6) J. Bonfill & Associations; and WHEREAS, the City Manager would further request that, in the event of successful negotiations, that the Mayor and City Commission further approve and authorize the Mayor and City Clerk to execute Agreements with the successful firms. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager pertaining to the ranking of firms; authorize the Administration to enter into negotiations pursuant to Request for Qualifications (RFQ) No. 03- 06/07, for Citywide Surveying, Topographical and Mapping Services, on an as needed basis for the City of Miami Beach; and further authorize the Mayor and City Clerk to execute professional services agreements upon completion of successful negotiations with any or all of the following six firms: 1) F.R. ANAL YSIS On October 11, 2006, the Mayor and City Commission approved the issuance of Request for Qualifications (RFQ) No. 03-06/07 for Citywide Surveying, Topographical and Mapping Services, on an as needed basis, for the City of Miami Beach. The RFQ requested qualifications from experienced and qualified firms to prepare boundary and/or topographical surveys for Capital Improvement Projects (CIP) Office and Public Works which would enable the City to plan projects in an expedited manner. All survey work prepared for the City or through the City's firms shall comply with the Minimum Technical Standards for Land Surveys in the State of Florida for work in commercial/high risk areas and any applicable state laws, regulations or other requirements. All field data is to be collected in digital form (GPS, Total Station, etc.) and reference recorded in field books. The digital data shall be post processed and delivered to the City as specified herein. The ability to have a rotating list of Surveying, Topographical and Mapping firms would enable the City to procure these services directly at a cost savings to the City. It is the intent of the City of Miami Beach to select firms under this RFQ, which will be contacted on a rotational basis, based on the City's needs and experience and qualifications of the firms. The City of Miami Beach has the option to renew the agreements at its sole discretion for an additional two (2) year period on a year-to-year basis. The following Evaluation Criteria was used to evaluate and rank the firms: A. The experience, qualifications and portfolio of the Principal (15 points). B. The experience, qualifications and portfolio of the Project Manager (15 points). C. The experience and qualifications of the professional personnel assigned to the Project Team (10 points). Willingness to meet time and budget requirements as demonstrated by past performance (5 points). F. Certified minority business enterprise participation (5 points). Either the Prime firms or the sub-Consultant team may qualify for proof of certification for minority business enterprise participation. Accepted minority business enterprise certifications include the Small Business Administration (SBA), State of Florida, or Miami-Dade County. G. Location (5 points). H. Recent, current, and projected workloads of the firms (5 points). I. The volume of work previously awarded to each firm by the City (5 points), J. Past performance based on number and quality of the Performance Evaluation Surveys (15 points). The method of ranking the firms utilized by the Committee was the following: The firms with more than 50% of the Committee Members' first-place votes will be deemed the top-ranked firm; subsequent firms not receiving the majority of the Committee Member's first-place votes will be ranked based on the total low aggregate ranked score, The Committee discussed their individual perceptions of the firm's qualifications, experience, and competence, and ranked the firms accordingly.
