A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PURSUANT TO
REQUEST FOR QUALIFICATIONS (RFQ) NO. 15-06/07, FOR ARCHITECTURAL,
ENGINEERING, URBAN DESIGN, AND LANDSCAPE ARCHITECTURE SERVICES FOR THE
PLANNING, DESIGN, BID AND AWARD, AND CONSTRUCTION ADMINISTRATION SERVICES
FORTHE FLAMINGO PARK PROJECT; AUTHORIZING THE ADMINISTRATION TO ENTER
INTO NEGOTIATIONS WITH THE TOP RANKED FIRM OF WOLFBERG ALVAREZ &
PARTNERS; AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN
AGREEMENT WITH WOLFBERG ALVAREZ & PARTNERS, AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE SECOND-RANKED FIRM OF
CORZO CASTELLA CARBALLO THOMPSON SALMAN (C3TS); AND SHOULD THE
ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT WITH CORZO
CASTELLA CARBALLO THOMPSON SALMAN (C3TS), AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE THIRD-RANKED FIRM OF
BEA INTERNATIONAL, INC.; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS.
WHEREAS, RFQ No. 15-06/07 for Architectural, Engineering, Urban Design, and
Landscape Architecture Services for the Planning, Design, Bid and Award, and Construction
Administration Services for the Flamingo Park Project (the "RFQ") was issued on December 15,
2006, with an opening date of January 30, 2007; and
WHEREAS, the RFQ requested sealed qualifications from firms with the capability and
experience to provide architectural, engineering, urban design, and landscape architecture
services for the planning, design, bid and award, and construction administration services for the
Flamingo Park Project; and
WHEREAS, a Pre-RFQ conference was held on January 4, 2007; and
WHEREAS, Bid Net issued notices to 104 prospective firms, RFP Depot issued notices to
1073 prospective firms, and 63 prospective firms viewed the RFQ documents; which resulted in the
receipt of three (3) qualification submittals; and
WHEREAS, the City Manager, via Letter to Commission (LTC) No. 052-2007, appointed an
Evaluation Committee (the "Committee") consisting of the following individuals:
· Barry Zaid, Flamingo Neighborhood Resident (Leadership Academy);
· Mark Craven, Flamingo Neighborhood Resident (Leadership Academy);
· Judy Robertson, Flamingo Park Neighborhood Association;
· Carla Dixon, Capital Projects Coordinator;
· Kevin Smith, Parks and Recreation Department Director;
· William Cary, Assistant Director, Planning Department;
· Harry Morgan, Executive Director, Police Athletic League (PAL); and
WHEREAS, on March 20, 2007, the Committee convened to rank the firms' qualifications;
and
WHEREAS, the Committee members were provided with Performance Evaluation Surveys
received from clients of the firms; and Agenda Item C 7 F

WHEREAS, the Committee also received a Reference List of Projects, submitted by both
the proposed project managers and from each of the firms; and
WHEREAS, each firm gave a fifteen (15) minute presentation, which was followed by a
thirty (30) minute Question and Answer (Q&A) session with the firm's proposed project manager;
and
WHEREAS, the Committee reviewed and evaluated the qualifications of the three (3) firms
submitting responses, and ranked Wolfberg Alvarez & Partners, as the top-ranked firm; Corzo
Castella Carballo Thompson Salman (C3TS), as the second-ranked firm; and BEA International,
Inc., as the third-ranked firm; and
WHEREAS, the City Manager concurs with the Committee's rankings.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
recommendation of the City Manager pertaining to the ranking of qualifications pursuant to
Request for Qualifications (RFQ) No. 15-06/07, for Architectural, Engineering, Urban Design, and
Landscape Architecture Services for the Planning, Design, Bid and Award, and Construction
Administration Services for the Flamingo Park Project; authorize the Administration to enter into
negotiations with the top ranked firm of Wolfberg Alvarez & Partners; and should the Administration
not be able to negotiate an agreement with Wolfberg Alvarez & Partners, authorizing the
Administration to negotiate with the second-ranked firm of Corzo Castella Carballo Thompson
Salman (C3TS); and should the Administration not be able to negotiate an agreement with Corzo
Castella Carballo Thompson Salman (C3TS), authorizing the Administration to negotiate with the
third-ranked firm of BEA International, Inc.; and further authorizing the Mayor and City Clerk to
execute a Professional Services Agreement upon conclusion of successful negotiations.

ADMINISTRATION RECOMMENDATION

ANAL YSIS
On December 6, 2006, the Mayor and City Commission approved the issuance of Request
for Qualifications (RFQ) No. 15-06/07 for Architectural, Engineering, Urban Design, and
Landscape Architecture, for the Planning, Design, Bid and Award, and Construction
Administration Services, for the Flamingo Park Project.
Flamingo Park is a 36.56:t acre park bordered on the East by Meridian Avenue and on the
West by Alton Road, from 11th to 12th Streets, and Michigan Avenue, from 1 ih Street to 14th
Street mid-block. The Park is comprised of a football stadium and grandstand; the tennis
center (17 courts); the Abel Holtz Stadium; the Friendship Corner building; the baseball
stadium and grandstand; the Police Athletic League (PAL) building; the Flamingo Pool
building; the Boys and Girls Club; the handball courts; the football field house and picnic
shelter; the Property Management Office and Facilities; the switch and storage building,
which contains electrical and power equipment as well as a storage area; the ticket booths
and concession stands; the comfort station; and the tot lot/playground.

The Flamingo Park Project (the "Project") Scope of Work, includes architectural and
engineering services for the master planning, design development, permitting, bid and
award, and construction administration for the renovation of, and improvements to, the
Flamingo Park facilities, including the demolition of existing facilities, and construction of a
new tennis center building; new tennis courts and lighting; demolition of the Abel Holtz
Stadium; renovation of existing restrooms, or the provision of new ones; renovation of, or
improvements to the existing Friendship Corner; restoration of the existing softball field,
basketball courts and handball courts; renovation of the baseball stadium; new park lighting
and security lighting at entry promenade; landscape and irrigation improvements; additional
parking areas and improved vehicular access; pedestrian circulation /access along the
EastlWest and North/South axes; perimeter fencing; entry features and signage.
The selected design firm will also be responsible for coordinating this work with future and/or
ongoing streetscape designs and construction projects. The Project's initial priorities are to
construct a new tennis center, including courts and facilities; provide accessible restrooms;
and enhance park lighting. The demolition of the Abel Holtz Stadium will occur first and sod
will be provided in its place. This will be done in anticipation of the other park improvements
and separately from the RFQ process. All other improvements will be phased, and
implemented according to the available budget.
The scope of work for the Project consists of: establishing a consensus design concept for
the Project that meets the needs of the community, and stays within the established
schedule and cost parameters. Design concepts will be presented to the neighborhood
residents and user groups by the selected firm at one or more Community Design
Workshops (CDW). Based on the results of the workshop(s), a phasing plan will be
developed by the Consultant in conjunction with City staff, for the design and construction of
the facilities in separate and distinct stages. It is the intent of the Administration, once the
phasing plan is completed, to proceed with the design and construction documents of the
tennis center facility and the adjacent tennis courts first and proceed with the procurement of
an initial construction contract for that portion of the scope.
The second portion of the scope which will be placed into construction will be the renovation
or new construction of the park restrooms. This part of the scope may be procured through a
separate contractor and construction could begin concurrently with the tennis center or
consecutive to the completion of the facility. The design, however, of both portions of the
scope will be completed within the same timeline to allow the City the flexibility of
constructing both areas of the park together or separately. These decisions will be made
once the phasing plan for the park is completed.
The successful firm will be responsible for the following scope of work:
Task 1 - Planninq Services: The purpose of this Task is to establish a consensus design

Task 2 - Desion Services: The purpose of this Task is to establish the requirements for the
preparation of Contract Documents for the Project. The selected firm will be required to
perform a variety of forensic tasks to verify, to the extent practicable, existing conditions, and
the accuracy of base maps and as-built drawings to be used in the development of
Construction Documents. These tasks include, but may not be limited to, surveying, utility
verification, and coordination with the Flamingo/Lummus Neighborhood Improvements
Project, and other drainage improvements. In addition, the selected firm will follow the City
Standards for the preparation of Contract Documents, inclusive of Drawings, Specifications
and Front-End Documents, Cost Estimates, and a Risk Assessment Plan (RAP). Review
submittals will be prepared at the completion of the Planning Phase; at the completion of
60% of the construction documents; and at the 100% design completion stage.
Contract Documents will be subject to Constructability and Value Engineering reviews. The
selected firm will attend and participate in design review meetings to present and discuss the
design progress and concept at different stages during the design and will work with City
staff to adjust and revise Project scope as may be deemed necessary to meet established
budgets and the established phasing plan. The selected firm will also be responsible for
reviewing and receiving approvals for the Contract Documents from all jurisdictional
permitting Agencies and Boards prior to finalization of each phase of the Project. To facilitate
the implementation of a Public Information Program, the selected firm will provide electronic
files of all project documents, as directed by the City. City departments shall be required to
respond, in writing, to all review comments. Presentation formats will be as directed by the
City.
The selected firm shall establish and maintain an in-house Quality Assurance / Quality
Control (QAlQC) program designed to verify and ensure the quality, clarity, completeness,
constructability and bid potential of its Contract Documents.
Task 3 - Bid and Award Services: The selected firm shall assist the City in the bidding and
award phases of each portion of the Project scope. Such assistance shall include, facilitating
reviews of Contract Documents with applicable Procurement, Risk Management and City
Attorney's Office representatives. In addition, the selected firm shall furnish camera-ready
Contract Documents for reproduction and distribution by the City, attend pre-bid
conferences, assist with the preparation of necessary contract addenda, attend bid openings
where applicable, assist with bid evaluations, and prepare a recommendation to award letter
for the City's consideration.
The selected firm shall provide "As-Bid" documents for use during construction.
The City may also consider awarding the project to one of the Job Order Contract (JOC)
contractors already in place. This could facilitate expeditious construction contract
procurement and award versus the typical four to six months the City experiences when a
project is advertised for competitive bidding.

This decision will be made at the completion of the design and construction documents first
phase of the Project, which is the tennis center facility.
The City may also consider procurement of a Construction Manager at Risk (CMR) at the
end of the Planning phase and involve them in pre-construction services which would
include value engineering, constructability reviews, etc., for each portion of the Project scope
beginning with the tennis center facility. The CMR would be involved in all construction
portions of the Project until completion of the last phase. This decision will be made as the
Project progresses.
Task 4 - Construction ManaQement Services: The selected firm shall perform a variety of
tasks associated with the administration of the construction contract and construction
management of the project. These shall include attendance at the pre-construction
conferences, attendance at weekly construction meetings, responding to contractor
Requests for Information (RFI), clarification, responding to and evaluating contractor
requests for change orders, contract amendments, review of shop drawings, review of
record drawings, review and recommendation of contractor applications for payment,
specialty site visits, project closeout reviews, including substantial completion, final punch list
development and Project certification of final completion of each phase, and Acceptance,
and warranty administration of each phase..
Task 5 - Additional Services: No additional services are envisioned at this time. However, if
such services are required during the performance of the work, they will be requested by the
City and negotiated in accordance with the Contract requirements.
Task 6 - Reimbursable Services: The City may reimburse additional expenses such as
reproduction costs, survey, geotechnical work and underground utility verification costs.
It is anticipated that a firm whose specialty and primary area of expertise is in parks and
recreation/sports facilities design and construction, will be the prime consultant on the
selected project design team, which should also include a civil engineer, and a landscape
architect either as part of the prime firm, or as sub-consultants to the firm, all with extensive
experience in parks and recreation/sports facilities.

On March 20, 2007, the Committee convened with all seven (7) committee members in
attendance. The Committee unanimously nominated Carla Dixon as Chair of the Committee.
Carla Dixon, Capital Projects Coordinator, addressed the Committee and provided a brief
background of Flamingo Park and the scope of services that will be required from the
successful firm. The Committee members were also provided with Performance Evaluation
Surveys received from clients of the firms' proposed Project Manager to be assigned to the
Project, and from clients of the three (3) firms being evaluated. The Committee also received
a Reference List of Projects submitted by both the proposed Project Managers and a
Reference List of Projects from each of the three (3) firms.
Each firm gave a 15-minute presentation, which was followed by a 30-minute Question and
Answer (Q&A) session with the firm's proposed Project Manager.
THE EVALUATION COMMITTEE BASED ITS RECOMMENDATIONS ON THE
FOLLOWING FACTORS (As per Florida Statute 287.055 CCNA):
A. The experience, qualifications and portfolio of the Principal (15 points).
B. The experience, qualifications and portfolio of the Project Manager (15 points).
C. The experience and qualifications of the professional personnel assigned to the
Project Team (10 points).
D. Risk Assessment Plan for ensuring quality of work (20 points).
E. Willingness to meet time and budget requirements as demonstrated by past
performance (5 points).
F. Certified minority business enterprise participation (5 points).
Either the Prime Consultant or the sub-Consultant team may qualify for proof of
certification for minority business enterprise participation. Accepted minority
business enterprise certifications include the Small Business Administration (SBA),
State of Florida, or Miami-Dade County.
G. Location (5 points).
H. Recent, current, and projected workloads of the firms (5 points).
I. The volume of work previously awarded to each firm by the City (5 points).
J. Past performance based on number and quality of the Performance Evaluation
Surveys (15 points).
