A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE

CONTINGENCY; AND APPROPRIATING THE AMOUNT OF $115,455, FOR THE AMENDMENT
FROM GULF BREEZE 2006 FUND 423 FOR BP-SA, FOR THE BAYSHORE AND SUNSET
ISLANDS NEIGHBORHOOD.
WHEREAS, the Bayshore and Sunset Islands Neighborhood Right-of-Way (ROW) Project (the
Project) is one of the components of the City's Neighborhood ROW Infrastructure Improvements Program; and
WHEREAS, the City executed an agreement with CH2M Hill (Consultant), on May 16, 2001, for
professional services for the Project (the Agreement); and
WHEREAS, the Consultant is currently underway on the design portion of the Project; and
WHEREAS, City staff has determined that the scope of the Project should be expanded to include
location and verification of existing underground utilities in the BP-8A and BP-8B portion of the Project; and
WHEREAS, the utility locating will be performed at 103 locations along lower North Bay Road (BP-
8B), and at 334 locations throughout the Central Bayshore (BP-8A) portion of the Project's area; and
WHEREAS, City staff has negotiated a fee, in the amount of $122,175, with the Consultant to perform
additional professional services to include these underground utilities verifications within the existing Project
construction documents; and
WHEREAS, City staff has also determined that the scope of the Project should be expanded to
include a traffic study of the intersection of Prairie Avenue and West 28th Street in the BP-8A portion of the
Project; and
WHEREAS, the traffic study will be needed when the Project is submitted to Miami-Dade County
Public Works Department for approval; and
WHEREAS, City staff has negotiated a fee, in the amount of $20,780, with the Consultant to perform
additional design services to include the traffic study; and
WHEREAS, accordingly the Administration would recommend that the Mayor and City Commission
hereby approve Amendment No. 12 to the Agreement, in the amount of $142,955.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and
the City Clerk to execute Amendment No. 12 to the Agreement between the City and CH2M HILL, in a
negotiated amount not to exceed $142,955, for the provision of additional professional services associated with
the location and verification of existing underground utilities, and a traffic study of the intersection of Prairie
Avenue and West 28th Street, for the Right-of-Way Infrastructure Improvements Program in Neighborhood NO.8
- Bayshore and Sunset Islands Project; and approving the use of funds, in the amount of $27,500, for the
amendment from previously appropriated Gulf Breeze 2006 Fund 423 from the Fiscal Year 2006-2007 Capital

CH2M Hill (Consultant) is currently underway on the design portion of the Sayshore and Sunset Islands
ROW Project (Project). City staff has determined that the scope of the Project should be expanded to
include location and verification of existing underground utilities in the BP-SA and BP-SB portions of the
project. The utility locating will be performed at 103 locations along lower North Bay Road and 334
locations throughout the Central Bayshore portion of the neighborhood. The locations of the existing
underground utilities must be determined in order to ensure that proposed improvements will not be in
conflict with existing conditions. Staff has negotiated a fee of $122,175 with the Consultant to perform this
service.
City staff has also determined that the scope of the Project should be expanded to include a traffic study of
the intersection of Prairie Avenue and West 2Sth Street, in the BP-SA portion of the project. The traffic
study will be used to evaluate how the realignment of this intersection, which is intended to calm traffic and
provide coordination with the Par 3 Golf Course Project, would impact traffic operations. This information
will be needed when the Project is submitted to Miami-Dade County for approval. Staff has negotiated a
fee of $20,7S0 with the Consultant to perform this service.
Funding in the amount of $27,500 is available from previously appropriated Gulf Breeze 2006 Fund 423
from the FY 2006/2007 Capital Budget BP-SB construction contingency; and funding in the amount of
$115,455 to be appropriated from Gulf Breeze 2006 Fund 423 for BP-SA, for the Bayshore and Sunset
Islands Neighborhood.

FUNDING
Funding, in the amount of $27,500, for the amendment was previously appropriated from the
Gulf Breeze 2006 Fund 423 in the Fiscal Year 2006-2007 Capital Budget for BP-8B for
contingency; and appropriating the amount of $115,455, for the amendment from Gulf Breeze
2006 Fund 423 for BP-8A, for the Bayshore and Sunset Islands Neighborhood.
ANAL YSIS
The Bayshore and Sunset Islands ROW Project (Project) is one of the components of the
City's Capital Improvement Projects ROW Improvements Program. The City's consultant,
CH2M Hill (Consultant), is currently underway on the design portion of the Project.
City staff has determined that the scope of the Project should be expanded to include the
location and verification of existing underground utilities in the BP-8A and BP-8B portion of
the project. The utility locating will be performed at 103 sites along lower North Bay Road
(BP-8B) and at 334 sites throughout the Central Bayshore (BP-8A) portion of the Project.
Central Bayshore is one of the largest neighborhood areas in geographic size and the
related number of utility verification sites is also correspondingly large. The locations of the

existing underground utilities must be determined in order to ensure that proposed
improvements will not be in conflict with existing conditions. There are many utilities already
in place underground such as water, sewer, gas and storm water lines. The Project scope
includes the installation of new water and storm water mains. Potential installation conflicts
with existing utilities would cause delays during the construction phase of the project and, if
left un-addressed during the design phase, would significantly impact the Project's cost and
schedule. Staff has negotiated a fee of $122,175 with the Consultant (Attachments "A" and
"B") to perform this service.
City staff has also determined that the scope of the Project should be expanded to include a
traffic study of the intersection of Prairie Avenue and West 28th Street, in the BP-8A portion
of the project. Two issues affect this intersection which staff believes should be addressed
as part of the Project; traffic calming and coordination with the Par 3 Golf Course Project.
Traffic calming is of primary concern to the neighborhood's residents and is a significant
component of the Project. Staff believes realignment of the intersection of Prairie Avenue
and West 28th Street would produce a significant traffic calming effect. It is anticipated that
the realignment would produce two "T" intersections which would force traffic to come to a
stop before making the turn. The intersection currently is primarily an "S" intersection which
allows vehicles to easily proceed through the intersection without making a full stop. It is
anticipated that the realignment of the intersection would also greatly reduce the amount of
paved roadway surface at this intersection and the surplus area could be incorporated into
the Par 3 Golf Course. Renovation of the Par 3 Golf Course is currently being evaluated as a
separate CIP Office project. The information and report in the traffic study will be L'sed to
evaluate how the realignment of this intersection would impact traffic operations. This
information will be needed when the Project is submitted to the Miami-Dade County Public
Works Department for approval. Staff has negotiated a fee of $20,780 with the Consultant
(Attachment "C") to perform this service.
CONCLUSION
Based on the aforementioned, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating and authorizing the expenditure offunds to
provide for additional professional services associated with the location and verification of
existing underground utilities, and a traffic study of the intersection of Prairie Avenue and
West 28th Street, in the Bayshore Neighborhood, at a cost of $142,955, funding in the
amount of $27,500 is available from previously appropriated Gulf Breeze 2006 Fund 423
from the FY 2006/2007 Capital Budget BP-8B construction contingency; and funding in the
amount of $115,455 to be appropriated from Gulf Breeze 2006 Fund 423 for BP-8A, for the
Bayshore and Sunset Islands Neighborhood.

SCOPE OF SERVICES
Schedule "A" entitled, "Scope of Services", is amended as follows:
TASK 6.5 -UNDERGROUND UTILITY VERIFICATION, DELETE this paragraph in
its entirety and REPLACE it with the following:
"Task 6.5 -Underground Utility Verification:
CONSULTANT shall arrange for and coordinate the efforts of a company to perform
test holes using the vacuum extraction method ("potholing") for the purpose of
identifying conflicts between the location of existing underground utilities and the
proposed underground improvements. Actual locations shall be as directed by
CONSULTANT. This task shall be utilized as a tool to verify the horizontal location,
elevation, size and type of material of the existing underground utilities, as deemed
necessary by CONSULTANT, up to the maximum not-to-exceed amount of one
hundred sixty seven thousand five hundred and seventy five dollars ($167,575.00),
consisting of forty five thousand four hundred dollars ($45,400.00) as previously
approved, and an additional one hundred twenty two thousand one hundred seventy
five dollars ($122,175.00) (Exhibit "A" and Exhibit "B") as approved by this
Amendment. Unused amounts in this allowance shall be credited back to the CITY
at the completion of the project. This level of effort shall include that as required for
the Consultant to make revisions to its contract documents to reflect the findings of
the verification process and address all .conflicts identified with existing and
proposed installations.
ADD the following under Task 5 -ADDITIONAL SERVICES, after the language added for
Amendment No.1:
Task 5.9 -Perform Traffic Study at the intersection of Prairie Avenue and West 28th Street:
Due to resident concerns regarding traffic issues at the intersection of Prairie Avenue and
West 28th Street which may impact the Bayshore neighborhood and the Miami Beach Senior
High School, the City has determined that a traffic study is required at this location. To this
end, Consultant shall perform a traffic study and analysis at the intersection of Prairie
Avenue and West 28th Street at the northwest corner of the Par 3 Golf Course. The traffic
study shall evaluate an alternate alignment for the intersection of West 28th Street and
Prairie Avenue, inclusive of a conceptual redesign of the intersection and analysis of
resulting impacts on traffic patterns. The tasks outlined in Exhibit "C"detail the analysis to be
completed under this scope of work.
TIME OF COMPLETION
Task 5.9 - A traffic study report shall be submitted within 5 weeks of issuing a Notice to
Proceed.
Task 6.5 - A test hole report shall be submitted, and the Consultant shall modify its

documents to address conflicts, within 5 weeks of issuing a Notice to Proceed.
PAYMENT AND COMPENSATION
The method for calculating the fees for the aforementioned proposed engineering
services (Task 6.5) is established in Exhibit "A" and Exhibit "B" attached, based on
estimated labor plus direct costs. The method for calculating the fees for the
aforementioned proposed engineering services (Task 5.9) is established in Exhibit
"C" attached, based on estimated labor plus direct costs. The total fee proposed for
this Scope of Work shall be on anot-to-exceed basis in the amount of $142,955.00.
Invoicing will be monthly and based on hourly rates as defined in the current
agreement between CH2M HILL and the City of Miami Beach.
CONSULTANT's request for additional services is attached for reference purposes.

Ground Hound Detection Services, Inc. (GHD) is pleased to provide the following. proposal for utility locating services
at the above referenced project. As outlined in your a-mail on February 23, 2007, GHD will provide vertical
information and verification of all indicated utilities at the targeted areas as depicted on the supplied drawings.
GHD will provide the following:
Using EM & GPR techniques, GHD will provide/verify horizontal locations of targets to be excavated.
Vacuum excavation to expose, verify and record all pertinent information with regards to the utility.
Provide test hole data sheets depicting our discoveries.
DESCRIPTION OF SERVICES:
Electromagnetic induction is a method in which a transmitted signal is applied by directly coupling to a desired target.
As long as the target is metallic, a receiver is used to detect the transmitted signal. Passive power detection is another
technique used to locate naturally occurring magnetic fields present on power cables generating a 50/60Hz signal.
Additionally, passive VLF signal can be detected on other metallic utilities that are typically long in length and are well
grounded electrically. Some utility systems contain portions ofnon-metallic material and therefore may be un-locatable
using the EM method.
A GPR unit can assist in identifying nonmetallic utilities and other structures that are unidentifiable using the traditional
EM techniques. The GPR method transmits electromagnetic waves, which are pulsed at discrete/time intervals. The
transmitted pulse radiates through the earth whereby a portion of the energy is reflected from interfaces of contrasting
electrical properties (e.g. pavement and soil interface, soil stratigraphic changes and buried metallic objects) while the
remaining energy continues until reaching additional reflectors where the process is repeated. Reflected energy is
received by the antennae and recorded for later processing and interpretation. Factors such as soil moisture, clay
content and variations in the dielectric constants of materials control the effectiveness of the GPR method. Wet
conductive soils severely attenuate GPR signals and thus affect the depth of exploration. GPR energy cannot transmit
through ferrous objects since metal acts as a pure reflector. In order to accurately conduct a radar survey, orthogonal
scans must be made across the target area. Confined or obstructed areas that restrict the scanning pattern can impede
the data collected and reduce the accuracy of the desired results.

Vacuum excavation is anon-destructive technique used to safely expose utilities using a combination of compressed
and vacuum air. Once the utility has been exposed, vertical elevation, diameter and material type can be obtained.
Conditions such as groundwater, hard, rocky soils, sub-surface obstructions and targets at deep elevations can limit the
effectiveness of vacuum excavation. Targets beyond the limitations of the Vacuum system may be "probed" with an air
lance. This technique is effective in determining elevation but may be ineffective for determining outside diameter and
material type. Duct banks, large diameter targets and structures often require multiple excavations in order to acquire
desired information.
Incorporated herein: Locating underground utilities is not an exact science. Therefore, Ground Hound Detection Services, Inc.
("GHD") expresses no guarantees that using one or any of the available technologies for identifying utilities/structures will identify
all utilities/structures and/or meet the objective of each individual project. CH2M Hill understands that limitations within the
available technology, the complexity of site conditions and circumstances beyond the control of the GHD may limit the
performance/results of GHD's services. The services provided by GHD shall be performed in accordance with generally accepted .
professional practices as related to the nature of services performed. GHD cannot guarantee that all utilities within any given survey
area will be identified as a result of inherent limitations within the technology and existing site conditions. CH2M Hill and any of
its subcontractors shall hold harmless and indemnify GHD against any and all losses as a result of inability to locate or mislocate
due to limitations within the available technology, the complexity of site conditions and circumstances beyond its control, but not
against negligence on the part of GHD or its employees. Hand digging is required in all situations when excavating within 24" of
GHD's markings.
This proposal constitutes the entire agreement between the parties. The agreement may not be altered, modified or
conditioned in any respect without the prior written consent of all parties. Documents such as but not limited to "change
orders", "purchase orders", sub-contract agreements, and statements of terms and conditions of work shall require prior
written acceptance by GHD to be binding. Payment to GHD for work performed pursuant to this proposal shall not be
contingent upon GHD's consent to any proposed alteration, modification or condition to the agreement.
CONDITIONS -Locating of underground utilities for pre-excavation design purposes:
• Utility locations are being provided in an attempt to prevent or reduce the likelihood of damage during excavation
and/or provide design information.
• Areas to be surveyed must be level and free of obstructions.
• GHD's inability to complete the project due to conditions outside of GHD's control does not void this contract.
• If GHD is to produce a map (optional), customer is responsible for providing an electronic AutoCAD file for GHD
to map its discoveries. If a file is not available, additional costs and time to produce the drawing are likely.
• Maps produced by GHD are not considered to be "survey grade" drawings. GHD will include dimensions from a
fixed feature in the field to the horizontal position of the target being depicted. Drawings are not prepared by a
licensed Engineer, Surveyor or Draftsman. Drawings are not prepared to any State survey or drafting standard.
• If GHD reviews its discoveries with others responsible for data collection, a copy of the file must be forwarded to
this office for review.
• APWA standards are used for marking utilities.
• GHD is not responsible for moved, altered, and obliterated marks or maintaining marks. GHD will impose an
additional fee to relocate/remark facilities.
• If underground facilities are damaged, whether marked by GHD or not, it is your responsibility to notify a
representative of GHD within 48 hours of the damage.
• GHD is not a substitute for Chapter 556 of the FL State Statute (Underground Facility Damage Prevention and
Safety Act). Prior to project construction, excavating contractor is responsible for securing locations of public
utilities through Sunshine State One Call of Florida (800-432-4770).
• Any available as-builts, engineered or other record drawings with regards to any utilities within the project
limits must be made available to GHD for its review prior to commencement of field services. The
performance of GHD's services is limited to full and unobstructed access to include but not limited to:
mechanical rooms, manholes, hand holes, vaults, meter rooms, telecom rooms, fixtures (plumbing, electrical,
communication), dispensers, fenced compounds, tanks and structures. Full cooperation from the on site
personnel is necessary to perform a complete survey.

additional Design Services for a Traffic Study at the intersection of Prairie Ave. & West 28~

Summary Sheet.

Realignment West 28th Sheet and Prairie Avenue
Scope of Work
Project Understanding
A need has arisen to look at al#ernative alignments for the intersection of West 28th Street
and Prairie Avenue. This would consist of a conceptual redesign of the intersection and
evaluating how it would impact traffic operations.
There will be one alternative conceptual redesign of the intersection.
The background traffic w~l be calculated using an annual growth rate of 5%. The
background traffic will include trips generated by any other anticipated developments at
the time the study is performed.
Only this intersection will be analyzed.
The following tasks specifically detail the analysis to be conducted under this scope of work.
Task 1: Conceptual Design
Re-configure the intersection into one alternative traffic configurations:
1. Two separate Prairie Avenue Intersections along West 28th Street
Task 2: Data Collection
Count data will be collected for the intersection of Prairie Avenue and West 28th Street to
determine the existing AM and PM peak hour volumes.
The background data will only include areas of impact that are on record or acknowledged
by the city planning staff.
Any additional count data required is in addition to this scope and will require additional
agreements.
Task 3: Identify and Review Area of Impact
An area of impact will be developed and agreed upon by the City. Once this area has been
determined then background data can be gathered.
Task 4: Traffic Volume Development
CH2M HILL will produce trip generation estimates of the background conditions based on
the 6w Edition of the ITE Trip Generation Manual. Other sources such as previous studies or

field observations may be utilized if the manual does not contain sufficient data for a
particular land-use. Traffic volumes will be developed for the following scenarios.
• (2007} Existing Condition Volumes for the AM and PM peak hours and the AM and PM peak
hour volumes for the alternative {4 ea.)
• (200?) Existing Condition Volumes + Background Volumes for the AM and PM peak hours and
the AM and PM peak hour volumes for the alternative (4 ea.}
• (2017) Existing Condition Volumes -Background Volumes for the AM and PM peak hours and
the AM and PM peak hour volumes for the alternative (4 ea.}
Trips will be allocated to the local road network using a distribution based on existing
fuming movement counts, knowledge of local conditions and traffic patterns or existing
planning models. Percentages may require revision if new traffic counts and/or feedback
from City staff indicate that study area traffic circulation patterns have substantially
changed. We are intending to use the existing knowledge to determine the distribution. Any
additional analysis required to do this is outside of this scope and will require additional
agreements.
Task 5: Intersection Analysis
CH2M HILL will analyze traffic operations at the intersection identified under Task 1 using
the current Highway Capacity Software to determine intersection level of service (LOS).
Other more extensive analysis techniques may be used (Synchro, Simtraffic) depending
upon the nature of the intersection and its surroundings. We will analyze AM and PM peak
hours (based on available data) under the following scenarios:
• (2007) Existing Condition Volumes for the AM and PM peak hours and the AM and PM peak
hour volumes for the alternative (4 ea)
• (2007) Existing Condition Volumes + Background Volumes for the AM and PM peak hours and
the AM and PM peak hour volumes for the alternative (4 ea.)
• (2017) Existing Condition Volumes + Background Volumes for the AM and PM peak hours and
the AM and PM peak hour volumes for the alternative (4 ea.}
CH2M HILL will evaluate if the intersections meet traffic signal warrants per the 2000
Manual on Uniform Traffic Control Devices (MUTCD).
Intersections that are shown to operate below LOS standards will require further mitigation
analysis. Typical intersection mitigation measures include installation of a traffic signal,
addition of exclusive turn lanes, or movement restrictions such as prohibiting left turns.
Any 2017 mitigation will be analyzed on a planning basis, using "Rule of thumb" mitigation
beyond any previously identified mitigation needs. Additional mitigation beyond this level
would constitute additional work to this scope.

Task 6: Report
CH2M HILL will prepare five (5) copies of a draft report summarizing the findings of this
evaluation for distribution to the appropriate City staff. Upon receipt of comments from
City staff, CH21it HILL will prepare up to 10 final copies for the City. CH2M HILL
anticipates two meetings with City staff to discuss results during the course of the project.
Task 7: Quality ControU Quality Assurance
The analysis will be subject to internal review by qualified CH2M HILL staff.
Alternate 1: Traffic Signal Warrants
CH2M HILL will analyze traffic operations at the intersection identified under Task 1 to
identify ff the intersection warrants a traffic signal under the alternative. This would
include the additional data needed to facilitate this effort.
1) Additional Data Collection:
• 24 hour approach counts summarized hourly
• 8 hour intersection TMC
• 12 month crash history
We will collect the appropriate volume data required to perform the warrant analysis. We
assume the crash history data is available from the authorities. If data is not available, the
appropriate methods for determining warrant analysis will be used with no impacts to fee
or schedule.
