A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE AMENDMENT NO. 3 TO THE AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND URS CORPORATION -
SOUTHERN, DATED JUNE 27, 2001, TO PROVIDE ADDITIONAL PROGRAM
MANAGEMENT SERVICES SUPPORT TO THE CAPITAL IMPROVEMENT
PROJECTS (CIP) OFFICE IN THE AMOUNT OF $130,820, TO BE FUNDED
FROM GENERAL FUND CIP SALARY SAVINGS.
WHEREAS, on June 27, 2001, the Mayor and City Commission approved Resolution No.
2001-24499, authorizing the City to enter into an agreement with URS Corporation-Southern
("URS") for Program Management Services to manage construction projects for City facilities and
parks ("Program"), pursuant to the Request for Qualifications No. 111-99/00 (the Agreement); and
WHEREAS, URS has been providing satisfactory professional services and assisting City
staff in the planning, programming, design review, construction administration, scheduling,
budgeting and consultant coordination for the Normandy Isle Park & Pool Project; and
WHEREAS, the above mentioned Project is now reaching completion and a Temporary
Certificate of Occupancy was obtained on March 30, 2007; and
WHEREAS, presently, the Capital Improvement Projects (CIP) office has an additional
important project in the North District which would benefit from the expertise and on site attention
that URS can provide; and
WHEREAS, this is especially so as the result of the previous Project Manager, Ms. Grace
Escalante, being promoted to the position of Assistant Director in the Building Department; and
WHEREAS, although CIP has recruited a new Project Coordinator for the district, itwould be
very beneficial to continue with some of the services provided by U RS at the Normandy Golf Course
which will start construction very soon; and
WHEREAS, after negotiations with the Consultant, CIP determined that the negotiated
amount of $130,820 for a period of approximately six (6) months is fair and reasonable for the level
of effort required from the Consultant; and
WHEREAS, this fee is based on actual effort, paid on an hourly basis, and the hourly rates
utilized in the calculation of effort are those currently in effect; and
WHEREAS, funding, in the amount of $130,820, will be provided from General Fund CIP
Salary Savings.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, approve and
authorize the Mayor and City Clerk, to execute Amendment No. 3 to the
Agreement between the City of Miami Beach and URS-Southern, dated June 27,
2001, to provide additional Program Management services support, to the Capital
Improvement Projects (CIP) Office, in the amount of $130,820, to be funded from
General Fund CIP salary savings.

Item Summary/Recommendation:
Following the issuance of a Request for Qualifications (RFQ) 111-99/00, and a top ranking from
an Evaluation Committee, the firm of URS Corporation was awarded a contract to provide
Program Management Services that included assisting City staff in the planning, programming,
design review, construction administration, and scheduling, budgeting and consultant coordination
for projects. One of the projects for which URS has been providing satisfactory professional
services and assisting City staff in the planning, programming, design review, construction
administration, and scheduling, budgeting and consultant coordination is the Normandy Isle Park
& Pool facility. This project is now reaching completion and a Temporary Certificate of Occupancy
was obtained on March 30, 2007. Presently, the Capital Improvement Projects (CIP) Office has an
additional important project in the North District which would benefit from the expertise and on site
attention that URS can provide. This is especially so as the result of the previous Project
Manager, Ms. Grace Escalante, being promoted to the position of Assistant Director in the
Building Department. Although CIP has recruited a new Project Coordinator for the district, it
would be very beneficial to continue with some of the services provided by URS at the Normandy
Golf Course which will start construction very soon. The proposed services in Amendment No.3,
in the amount of $130,820, will allow personnel from URS to participate in the motlagement of the
Normandy Shores Golf Course for approximately six months until the end of the fiscal year
(Attachment). This will allow for the new staff in CIP to become more acquainted \,vith the Pr::>ject
and will give impetus to the initial steps of construction. The Administration recommends th...;l the
Mayor and City Commission authorize the City to execute Amendment No.3, in the amount of
$130,820, to the existing Agreement between URS Corporation-Southern and the City of Miami
Beach to provide additional program management services for the Normandy Shores Golf Course
and Clubhouse. Additionally, the Administration recommends the approval of funding from the
General Fund CIP Salary Savinqs.

Normandv Isle Park & Pool Facilitv
On June 27, 2001, the Mayor and City Commission approved Resolution No. 2001-
24499, authorizing the City to enter into an agreement with URS Corporation-Southern
("URS") for Program Management Services to manage construction projects for
Facilities and Parks, pursuant to the guidelines established in the Request of
Qualifications No. 111-99/00. Under the agreement, URS has assisted City staff in the
planning, programming, design review, construction administration, and scheduling,
budgeting and consultant coordination for the projects covered by the agreement.
One of the projects for which URS has been providing satisfactory professional
services and assisting City staff in the planning, programming, design review,
construction administration, and scheduling, budgeting and consultant coordination is
the Normandy Isle Park & Pool facility. This project is now reaching completion and a
Temporary Certificate of Occupancy was obtained on March 30, 2007.
During the above mentioned Project's process, URS has provided program
management assistance to the CIP Office, including the review and coordination of
contracts; overseeing the preparation of updated construction contract documents;

permitting and coordination of all proposed/required improvements; inspection and
warranty administration by the City's consultant and contractors; management of
project budgets and schedules, including invoice review and recommendations; and
processing of payment applications, change order requests and other submittals.
Additional Proiect ManaQement Support
Presently, the Capital Improvement Projects (CIP) Office has an additional important
project in the North District which would benefit from the expertise and on site attention
that URS can provide. This is especially so as the result of the previous Project
Manager, Ms. Grace Escalante, being promoted to the position of Assistant Director in
the Building Department. Although CIP has recruited a new Project Coordinator for the
district, it would be very beneficial to continue with some of the services provided by
URS at the Normandy Golf Course which will start construction very soon. Therefore,
the Administration will fund a portion of the costs for the additional URS staffing from
General Fund CIP salary savings.
The services that URS will provide for Normandy Golf Course Project will be similar to
those which they have provided for the Normandy Park & Pool including the review
and coordination of contracts; permitting; inspection and warranty administration;
management of project budgets and schedules, including invoice review and
recommendations; and processing of payment applications, change order requests
and other submittals. Therefore, the Administration is recommending the approval of
the proposed Amendment and additional funding that will allow thp continuing
participation by URS in providing critical program management services to CIP.
The proposed services in Amendment No.3, in the amount of $130,820, will allow
personnel from URS to participate in the management of the Normandy Shores Golf
Course for approximately six months until the end of the fiscal year (Attachment). This
will allow for the new staff in CIP to become more acquainted with the Project and will
give impetus to the initial steps of construction.
CONCLUSION:
The Administration recommends that the Mayor and City Commission authorize the
City to execute Amendment No.3, in the amount of $130,820, to the existing
Agreement between URS Corporation-Southern and the City of Miami Beach to
provide additional program management services for the Normandy Shores Golf
Course and Clubhouse. Additionally, the Administration recommends the approval of
funding from the General Fund CIP Salary Savings, Account No. 011-0820-000111.
