98-22825 RESO RESOLUTION NO. 98-22825 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT PROPOSAL IN COOPERATION WITH THE SOUTH FLORIDA STORM, INC. FOR FUNDING, IN THE AMOUNT OF $7,500, FROM MIAMI-DADE COUNTY'S P ARK PROGRAMMING, IMPROVEMENTS AND LIBRARY INFORMATION ACCESS SERVICES COMMUNITY-BASED ORGANIZATIONS FUND, FOR THE PURPOSE OF FUNDING A JUNIOR WHEELCHAIR BASKETBALL LEAGUE PROGRAM; APPROPRIATING THE FUNDS IF THE PROPOSAL IS APPROVED, AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS GRANT PROPOSAL. WHEREAS, Miami-Dade County has issued a Request for Proposals for park programming, park capital improvements (for County parks only), and library information access services; and WHEREAS, the City, in cooperation with South Florida Storm, Inc., wishes to respond to the proposal to assist with funding for the Junior Wheelchair Basketball League Program at the Scott Rakow Youth Center; and WHEREAS, the Junior Basketball League is a wheelchair basketball program for mobility challenged children, 8-18 years of age; and WHEREAS, the City has a commitment for sponsorship from the National Basketball Association's Miami Heat to assist with promotional giveaways and appearances by team players and coaches; and WHEREAS, funding will be utilized to purchase junior basketball wheelchairs and other related basketball equipment; and WHEREAS, the program will be organized and coached by Bill Alan, the official coach of the Miami Heat Wheels Basketball Team. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager or his designee to submit a grant proposal in cooperation with South Florida Storm, Inc. for funding, in the amount of$7,500, from the Miami-Dade County's Park Programming, Improvements and Library Information Access Services Community-Based Organizations Funds, for the purpose of operating the Junior Wheelchair Basketball League Program; appropriating the funds if the proposal is approved, and further authorizing the Mayor and City Clerk to execute all necessary documents related to this grant proposal. ADMINISTRA TION RECOMMENDATION Adopt the Resolution. BACKGROUND Miami-Dade County issued a request for proposals for park programming, park capital improvements (this segment of funding is restricted for County parks only) and library information access services. The proposals must be submitted in cooperation with a community-based incorporated, non-for-profit organization with a designated tax-exempt status as determined by the Internal Revenue Service. The Miami Beach Recreation, Culture and Parks Department in cooperation with South Florida Storm, Inc., a non-for-profit, community-based organization organizes a Junior Wheelchair Basketball League for which these funds would be expended. As such, the Administration requests authorization from the Commission to prepare a response to this proposal for submittal to Miami-Dade County for said grant. AGENDA ITEM C I C DATE l-l ~-:1g ANALYSIS The City of Miami Beach Recreation, Culture and Parks Department in conjunction with South Florida Storm, Inc., annually organizes the Junior Wheelchair Basketball League recreational program at the Scott Rakow Youth Center. The National Basketball Association's Miami Heat provides the City with promotional give-aways (t-shirts, tickets, etc.) and appearances by several team players and coaches. The program is for mobility- challenged children ages 8-18 years of age. Funds will be used to purchase junior sized basketball wheelchairs and other basketball equipment. Coaching and instruction will be provided by the Miami Heat Wheels coach, Bill Alan. The League will conclude with a summer tournament which will include participation by other junior wheelchair basketball teams such as, the Orlando "Magic Wheels" and the St Petersburg's "Fightin Pelicans". This program will further enhance the opportunity for recreational activities for mobility- challenged children in our community while expanding the City's efforts to comply with established Americans with Disabilities Act requirements.
