RESOLUTION NO. 2000-24105
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, REQUESTING THAT
THE CITY MANAGER ESTABLISH WRITTEN PROCEDURES
PERTAINING TO ADVERTISEMENTS THAT RESULT IN AT LEAST
10% OF ALL MONIES SPENT ON ADVERTISING BE SPENT WITH
SPANISH-LANGUAGE NEWSPAPERS.
WHEREAS, the City Code contains a Citizen's Bill of Rights that requires the City to
provide all members of our community with full and accurate information; and
WHEREAS, the City adheres to a policy of nondiscriminiation in employment and the
recruitment of applicants for vacant positions must be conducted in a manner desinged to apprese
all persons of diverse backgrounds of the jobs advertised; and
WHEREAS, the City in order to implement the City's equal opportunity policies and infoun
all members of our community of any and all business opportunities or grants that may be available
for application; and
WHEREAS, the Mayor and City Commission have previously approved the concept of
publishing courtesy ads in the Spanish-language newspapers (Resolution No. 99-23088).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager
establish written procedures pertaining to advertisements that result in at least 10% of all monies
spent on advertising be spent with Spanish-language newspapers.

SUBJECT: ADVERTISING PROCEDURES TO ENSURE EQUAL OPPORTUNITY IN
EMPLOYMENT AND IN BUSINESS OPPORTUNITIES
Our City Code contains a Citizens' Bill of Rights that requires us to provide all members of our
community with full and accurate information, and to insure to all persons receive fair and
equitable treatment.
The City of Miami Beach adheres to a policy of nondiscrimination in employment and strives to
provide equal opportunity for all as required by state and federal law. In recruiting applicants for
vacant positions, the job advertising should be conducted in a manner designed to apprise all
persons of diverse backgrounds of the job advertised.
Information obtained for the City's Finance Department, shows that we are currently paying
more than $400,000 annually for advertisements. Of the $400,000, less than 1 % is advertised in
local Spanish-language newspapers!
In order to adequately implement the City's equal opportunity policies and inform all members
of our community of any and all business opportunities or grants that may be available, the
attached resolution requests that you establish a written procedure that will ensure at least 10%
of all the monies spent on advertising, are spent with Spanish-language newspapers, especially
those located in the City of Miami Beach.
