A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO DOUGLAS GARDENS
COMMUNITY MENTAL HEALTH CENTER OF MIAMI
BEACH, INC. TO UTILIZE FUNDS PROVIDED BY THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
TO OPERATE THIRTY (30) UNITS OF SUPPORTIVE
HOUSING FOR DISABLED PERSONS WITH HIV/AIDS AT
VARIOUS LOCATIONS THROUGHOUT SOUTH BEACH.
WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's
Consolidated Plan; and
WHEREAS, Douglas Gardens Community Mental Health Center of Miami Beach, Inc.
(Douglas Gardens) has proposed to establish and operate a housing assistance program to provide
thirty (30) scattered units of supportive housing for disabled persons with HIV/AIDS at various
locations throughout South Beach; and
WHEREAS, the u.s. Department of Housing and Urban Development (U.S. HUD) requires
that applicants for Federal funding under the Housing Opportunities for Persons with AIDS
(HOPW A) Program obtain and submit a Certification of Consistency with the Consolidated Plan
from the entitlement jurisdiction where the proposed activity is located; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a
Certification of Consistency with the Consolidated Plan requires City Commission review and
approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to be
consistent with the Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to Douglas
Gardens Community Mental Health Center of Miami Beach, Inc. to utilize funds from the U.S.
Department of Housing and Urban Development under the Housing Opportunities for Persons with
AIDS Program to establish and operate thirty (30) units of supportive housing for disabled persons
with HIV / AIDS at various locations throughout South Beach.

BACKGROUND:
Douglas Gardens Community Mental Health Center of Miami Beach, Inc., (Douglas Gardens) has
requested a Certification of Consistency with the City's Consolidated Plan to accompany a grant
application filed with the City of Miami for funds from the U.S. Department of Housing and Urban
Development (U.S. HUD) Housing Opportunities for Persons with AIDS (HOPW A) Program.
Douglas Gardens has applied for federal assistance through the HOPW A Program to operate thirty
(30) units of supportive housing for disabled persons with HIV / AIDS at various locations throughout
the South Beach area of Miami Beach. No more than 20 percent of the units in any participating
building are to be assisted under this Program.
As required by U.S. HUD, the City of Miami, as the largest municipality in metropolitan Miami-
Dade County, administers the HOPW A Program for the area. U.S. HUD also requires that
applicants to the HOPW A Program obtain and submit a Certification of Consistency with the
Consolidated Plan from the entitlement jurisdiction where the activity is to be located. In accordance
with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the
Consolidated Plan requires City Commission review and approval.
The application submitted by Douglas Gardens to the City of Miami requested $200,000 in funds
from the HOPW A Program for housing assistance and supportive services, including case

management. The HOPW A Advisory Board has approved funding for this activity. The funding
recommendation is conditioned on the issuance by the City of Miami Beach of a Certificate of
Consistency with the City's adopted Consolidated Plan.
Douglas Gardens has been in operation since 1979, providing a range of behavioral health care
services. At the 710 Lincoln Road center, they provide screening, diagnostic, treatment and case
management services for adults, and older adults, and case management for the mentally ill.
Douglas Gardens has extensive experience in developing supportive housing and currently operates
four residential programs.
ANALYSIS:
The Administration has reviewed the documentation submitted by Douglas Gardens describing the
proposed activity, and has concluded that this proposal is consistent with the City's Consolidated
Plan. The Consolidated Plan identifies long term objectives under Section 6, "Strategic Plan". The
Plan assigns a high priority to providing services to all categories of special needs populations.
CONCLUSION:
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, approving and authorizing the City Manager to
issue a Certification of Consistency with the City's Consolidated Plan to Douglas Gardens
Community Mental Health Center, Inc. to utilize funds provided by the U.S. Department of Housing
and Urban Development to operate thirty (30) units of supportive housing for disabled persons with
HIV I AIDS at various locations throughout South Beach.
