2007-26528 Reso RESOLUTION NO. 2007-26528 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE FOLLOWING GRANT FUNDING REQUESTS: 1) APPLICATION TO MIAMI-DADE COUNTY HOMELESS TRUST FOR FUNDING, IN AN AMOUNT NOT TO EXCEED $64,000, FOR FUNDING TO SUPPORT THE CITY'S HOMELESS PROGRAM; 2) APPLICATION TO MIAMI- DADE COUNTY FOR FUNDING, IN AN AMOUNT NOT TO EXCEED $15,000, FOR THE CITY'S JULY 4, 2007 EVENT; FURTHER APPROPRIATING THE GRANTS AND MATCHING FUNDS, IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE APPLICATIONS. WHEREAS, Miami-Dade County is a recipient of federal funding, through the U.S. Department of Housing and Urban Development, under the Title IV of the Stewart McKinney Homeless Assistance Act; and WHEREAS, the City has applied for funding, in the amount of $63,993, from Miami-Dade County Homeless Trust to provide supportive services including outreach and shelter placement; and WHEREAS, the City will use the funds for the following homeless activities: 1) for outreach and to inform persons about the program; 2) assess and confront problems; and 3) for shelter placements; and WHEREAS, a match of at least 25% is required; matching funds are available from the Neighborhood Services Department operating budget and supports the Key Intended Outcome: Reduce the number of homeless; and WHEREAS, retroactive approval is requested to submit a grant application to Miami-Dade County Homeless Trust for funding, in the amount of $63,993, for the City's Supportive Housing Grant Program; and WHEREAS, the mission of the Miami-Dade County Tourist Development Council (TDC) is to serve as a catalyst to promote Miami-Dade County's appeal as a tourist destination by encouraging and investing in outstanding tourism-oriented cultural and special events; and WHEREAS, the TDC is a nine-member volunteer board created by State statute and County Ordinance whose members are appointed by the Miami-Dade Board of County Commissioners and have backgrounds in the tourism industry; and WHEREAS, the City's July 4, 2007 event is eligible for funding, and the TDC has supported this event in previous years; and WHEREAS, the City proposes applying for funds to defray the costs of the fireworks at the event, which will be held in North Beach; and WHEREAS, the program requires matching funds, and City matching funds are available from corporate support; and WHEREAS, the project supports the Key Intended Outcome: Increase community rating of cultural activities; and WHEREAS, retroactive approval is requested to submit a grant application, in an amount not to exceed $15,000, to Miami-Dade County Department of Cultural Affairs for the City's July 4, 2007 event; and NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH hereby approves and authorizes the City Manager or his designee to submit the following grant requests: 1) application to Miami-Dade County Homeless Trust for funding, in an amount not to exceed $64,000, for funding to support the City's homeless program; 2) application to Miami-Dade County for funding, in an amount not to exceed $15,000, for the City's July 4, 2007 event; further appropriating the grants and matching funds, if approved and accepted by the City, and authorizing the execution of all necessary documents related to these applications. The TDC is a nine-member volunteer board created by State Statute and County Ordinance whose members are appointed by the Miami-Dade Board of County Commissioners and have backgrounds in the tourism industry. The TDC works in partnership with other tourism-promoting agencies, including the Greater Miami Convention & Visitors Bureau. The Department of Cultural Affairs serves as staff to the TDC and helps to manage the Tourist Development Council grants program that offers funding support on a competitive basis to eligible tourism-oriented events and projects. The City's July 4th event is eligible for funding, and the TDC has supported this event in previous years. The City proposes applying for funds to defray the costs of the fireworks at the event. This year, the event will be held at North Beach. The program requires matching funds. City matching funds are available from corporate support for this event. CONCLUSION The Administration requests approval to authorize the City Manager or his designee to submit the following grant requests: 1) application to Miami-Dade County Homeless trust for funding, in an amount not to exceed $64,000, for funding to support the City's homeless program; 2) application to Miami-Dade County for funding, in an amount not to exceed $15,000, for the City's July 4, 2007 event; further appropriating the grants and matching funds, if approved and accepted by the City; and authorizing the execution of all necessary documents related to these applications.
