A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE TWO
CERTIFICATIONS OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO CARRFOUR SUPPORTIVE
HOUSING , TO APPLY FOR RENEWALS OF ONGOING
FUNDING FROM THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD) THROUGH THE
MIAMI-DADE COUNTY HOMELESS TRUST (TRUST) BY
CONTINUING TO PROVIDE PERMANENT SUPPORTIVE
SERVICES TO 48 FORMERLY HOMELESS RESIDENTS
OF THE HARDING VILLAGE BUILDING; AND
CONTINUING TO PROVIDE TRANSITIONAL SUPPORTIVE
SERVICES TO 24 FORMERLY HOMELESS RESIDENTS
OF THE HARDING VILLAGE BUILDING.
WHEREAS, on July 30, 2003, the Mayor and City Commission adopted the City of
Miami Beach Consolidated Plan for Fiscal Years 2003/04 through 2007/08; and
WHEREAS, the City's Consolidated Plan is effective for Fiscal Year FY 2003/04
through FY 2007/08; and
WHEREAS, the U.S. Department of Housing and Urban Development (HUD)
requires that as part of a renewal of award of funds through the Miami-Dade County
Homeless Trust (Trust) SUPER Notice of Funding Availability (NOFA) under the Supportive
Housing Program, that Carrfour obtain and submit a Certification of Consistency with the
Consolidated Plan from the entitlement jurisdiction where the proposed activity is located;
and
WHEREAS, Carrfour has requested that the City issue the required two
Certifications of Consistency with the Consolidated Plan; one for the transitional housing
component and one for the permanent housing component; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request
for a Certification of Consistency with the Consolidated Plan requires City Commission
review and approval; and
WHEREAS, the Administration has reviewed the proposed Project for consistency
and has found it to be in accordance with the City's adopted Consolidated Plan; and
WHEREAS, the Certificates of Consistency, once issued, will be submitted by
Carrfour to HUD as part of a funding application for renewal of award of funds for the
proposed Project;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the City Manager to issue two Certifications of
Consistency with the City's Consolidated Plan to Carrfour Supportive Housing, to apply for
renewals of ongoing funding from the U.S. Department of Housing and Urban
Development (HUD) through the Miami-Dade County Homeless Trust (Trust) by continuing
to provide permanent supportive services to 48 formerly homeless residents of the Harding
Village building; and continuing to provide transitional supportive services to 24 formerly
homeless residents of the Harding Village building.

Item Summary/Recommendation:
On April 13, 2007, Carrfour Supportive Housing requested two Certificates of Consistency with the
City's Consolidated Plan to be submitted as part of applications for funds from U.S. HUD via the
Trust. Carrfour is submitting two renewal new grant applications for the following: The first
Certification of Consistency is a grant renewal of permanent supportive services to 48 formerly
homeless, disabled residents of Harding Village. Of these 48 persons, 8 are reserved for those living
with HIV/AIDS. The second Certification of Consistency is a grant renewal of transitional supportive
services to 24 formerly homeless residents of Harding Village. Of these 24 persons, 20 are reserved
for veterans. Supportive services include case management, referral services, literacy classes,
employment training, and life skills training. Although the City has provided no funding for this project,
Carrfour is giving preference to Miami Beach homeless.

ANAL YSIS
On April 13, 2007, Carrfour Supportive Housing (Carrfour) requested two Certifications of
Consistency with the City's Consolidated Plan in order to apply for funding from the U.S.
Department of Housing and Urban (HUD) via the Miami-Dade County Homeless Trust
(Trust) through the annual SUPER Notice of Funding Availability (SUPER NOFA). This
funding from the Trust is available for homeless assistance providers through a competitive
process. The Trust issued the SUPER NOFA on April 3, 2007, and closed the application
period on April 26, 2007.
HUD requires that each application for renewal of awarded funding contain a Certification of
Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is
to be located. In accordance with the Consolidated Plan (Plan) adopted by the City of Miami
Beach City Commission on July 30,2003, each request for a Certification of Consistency
with the Plan requires City Commission review and approval. This Plan is in effect through
September 30, 2008. The Plan is a five year planning document required by HUD whereby
an entitlement community, through a collaborative process establishes a unified vision for
community development and housing activities. It offers local jurisdictions the opportunity to
shape the various housing and community development programs into effective, coordinated
neighborhood and community development strategies. The Plan is also the means to meet
the application requirements for the CDBG and HOME programs.
Carrfour's renewals are for current programs being administered at their Harding Village
building, located at 8540 Harding Avenue, Miami Beach, which provides supportive services
to formerly homeless persons in 74 of the total 92 units available at the building.
The first Certification of Consistency is a grant renewal of permanent supportive services to
48 formerly homeless, disabled residents of Harding Village. Of these 48 persons, 8 are
reserved for those living with HIV/AIDS. The second Certification of Consistency is a grant
renewal of transitional supportive services to 24 formerly homeless residents of Harding
Village. Of these 24 persons, 20 are reserved for veterans. Supportive services include
case management, referral services, literacy classes, employment training, and life skills
training. Please note that the City has not provided any funding for this project. However,
Carrfour has worked closely with the Neighborhood Services Department, Office of
Community Services to identify local homeless individuals that are eligible for this program.
Hence, Miami Beach homeless are receiving preference for entering this program.
The Administration has reviewed the documentation submitted by Carrfour describing the
proposed activities and has concluded that the supportive housing activities are consistent
with the City's Plan. The Plan identifies long term objectives in Chapter 4, "Five Year
Strategy". Under the Homelessness Strategy (Continuum of Care), page 12, the Plan
states: "... to effectively address the needs of the homeless, and those threatened with
homelessness through a combination of services that are often provided by different
agencies in a coordinated manner to help move a family from homelessness to self-
sufficiency." The Plan further states: "When the underlying problem is economic, a more
comprehensive governmental response that includes social services, job training, and
affordable housing is needed in order to move low-income households from homelessness
and governmental dependency to self-sufficiency."
Ajurisdiction's certification that an application is consistent with its Consolidated Plan means
not only that the proposed activities are consistent with the jurisdiction's Plan, but that the
location of the proposed activities is consistent with the geographic areas specified in the
Plan.
CONCLUSION
The Administration recommends that the Mayor and the City Commission approve and
authorize the City Manager to issue two Certifications of Consistency with City's
Consolidated Plan to Carrfour Supportive Housing, to apply for the renewals of ongoing
funding from the U.S. Department of Housing and Urban Development (HUD) through the
Miami-Dade County Homeless Trust (Trust) by continuing to provide supportive services to
48 formerly homeless residents of the Harding Village building; and continuing to provide
transitional supportive services to 24 formerly homeless residents of the Harding Village
building.
