A RESOLUTION OF THE MA VOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, RA TIFVING A
CONTRACT, IN THE TOTAL AMOUNT OF $25,800, TO
MASTER MECHANICAL SERVICES, INC., TO PROVIDE
FOR ADDITIONAL HV AC RENOVATION REQUIREMENTS
OF THE HISPANIC CENTER AT THE SOUTH SHORE
COMMUNITY CENTER.
WHEREAS, the Mayor and City Commission, at its November 28th, 2001 meeting,
adopted Resolution No. 2001-24677, which authorized the Property Management Director
to serve as the certified general contractor for the renovations of the South Shore
Community Center Project; and
WHEREAS, because of the age and deterioration of the interior finishes, and the
requirement of bringing the facility into ADA compliance, the interior renovation of the
Hispanic Center was included in the scope of work for the renovation of the South Shore
Community Center Project; and
WHEREAS, after the previous renovations of the Hispanic Center (second floor)
were complete, there was a need to provide additional air conditioning equipment and
ductwork to the second floor, due to inadequate cooling of the space; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed design plans and specifications
to address the scope of work that was necessary to obtain price quotes from mechanical
(HVAC) contractors; and
WHEREAS, after the design plans and specifications were complete and all
regulatory approvals were obtained, a Request for Quotations No. VA-QT15M-006 was
developed, and three (3) mechanical (HVAC) contractors were contacted to provide quotes
on the project, resulting in two (2) responsive quotes; and
WHEREAS, after reviewing the quotes and insurance requirements, the Property
Management Director determined that Master Mechanical Services, Inc., provided the
lowest responsive responsible quote for the Project; and
WHEREAS, a contract was issued to Master Mechanical Services, Inc., in the total
amount of $25,800, to provide for additional HVAC renovation requirements of the Hispanic
Center at the South Shore Community Center; and
WHEREAS, as required by Resolution No.2001-24677, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the work.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract to Master Mechanical Services, Inc., in the total
amount of $25,800, to provide for additional HV AC renovation requirements of the Hispanic
Center at the South Shore Community Center.

Item Summary/Recommendation:
After renovations of the South Florida Workforce Miami Beach One Stop Center (second floor) were

ANAL YSIS
After the re-design and construction of the South Florida Workforce Miami Beach
One Stop Center, on the second floor of the South Shore Community Center, there
was a need to add additional air conditioning equipment and ductwork to the Center
due to inadequate cooling of portions of the space. These interior HV AC
requirements were required in the scope of work for the renovation of the South
Shore Community Center Project.
The Mayor and City Commission, at the November 28th, 2001 Commission meeting,
adopted Resolution No. 2001-24677, which authorized the Property Management
Director to serve as the Certified General Contractor for the renovations of the South
Shore Community Center. The Property Management Director exercised the
authority given to him by the City Manager and City Commission, and developed
plans and specifications required for the interior HV AC renovation requirements of
the project. The Property Management Director also prepared a Request for
Quotations #V A-QT15M-006 that was required to provide a method to obtain
competitive bids for the work.
After the plans and specifications were complete to meet the permitting
requirements of the Project and the required regulatory reviews and approvals were
obtained, three (3) mechanical (HVAC) contractors were contacted to provide bids
on the Project resulting in two (2) responsive bids. After reviewing the bids and
references, the Property Management Director determined that Master Mechanical
Services, Inc., was the lowest responsive responsible bidder for the scope of work
required and issued a contract to Master Mechanical Services, Inc., in the total
amount of $25,800, that was reviewed by the Legal Department and executed by the
Mayor and City Clerk for the work.
The Administration recommends that the Mayor and Members of the City
Commission ratify the Property Management Director's contract to Master
Mechanical Services, Inc., in the total amount of $25,800, to provide for additional
HV AC renovation requirements of the South Florida Workforce Miami Beach One
Stop Center at the South Shore Community Center.
