RESOLUTION NO. 2007-26539
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A
CONTRACT, IN THE TOTAL AMOUNT OF $45,896.25, TO
HOMESTEAD CONCRETE AND DRAINAGE, INC., TO
PROVIDE FOR DRAIN BASINS, CONCRETE PADS,
EXFILlTRATION WELLS, AND ADA RAILINGS, NECESSARY
FOR THE RENOVATION OF THE BEACH SHOWERS AT THE
53rd STREET; 10th STREET; and 21st STREET STREET ENDS.
WHEREAS, The Mayor and City Commission, at the December 7, 2005
Commission meeting, adopted Resolution No. 2005-26073, which authorized the Property
Management Director to serve as the Certified General Contractor for all of the Fiscal Year
(FY) 05/06 Capital Renewal and Replacement projects; and
WHEREAS, because of the age and deterioration of the beach showers, and the
need to provide better drainage and ADA compliances, there was a need to include these
renovation projects in the development of the Fiscal Year (FY) 05/06 Capital Renewal and
Replacement Projects funding needs, which was approved by the Mayor and City
Commission with the adoption of the Fiscal Year (FY) 05/06 budget; and
WHEREAS, the Property Management Director exercised the authority given to him
by the City Manager and City Commission, and developed specifications to address the
scope of work that was necessary to obtain price quotes from commercial concrete and
drainage contractors for the project; and
WHEREAS, after base specifications were complete for the two beach showers at
53rd Street, a Request for Quotations No. V A-QT17BS-006, was developed, and three (3)
commercial concrete contractors were contacted that specialized in concrete placement
and drainage, to provide quotes on the project that resulted in three (3) responsive
responsible quotes; and
WHEREAS, after reviewing the quotes and insurance requirements, the Property
Management Director determined that Homestead Concrete and Drainage, Inc., provided
the lowest responsive responsible quote; and
WHEREAS, a contract was issued to Homestead Concrete and Drainage, Inc., in
the amount of $24,096.25, to provide renovations of the two showers at 53rd Street; and
WHEREAS, after the base contract was awarded, the Property Management
Director issued a change order, in the amount of $21,800, for additional beach shower
renovations at 10th Street and 21st Street, respectively, which brought the total amount of
the contract issued to Homestead Concrete and Drainage, Inc., up to $45,896.25; and
WHEREAS, as required by Resolution No. 2005-26073, the Administration hereby
requests that the Mayor and City Commission ratify the aforestated contract, as is deemed
necessary to complete the work on the project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby ratify a contract, in the total amount of $45,896.25, to Homestead
Concrete and Drainage, Inc., to provide for drain basins, concrete pads, exfilitration wells,
and ADA railings, necessary for the renovation of the beach showers at the 53rd Street; 10th
Street; and 2151 Street Street ends.

Item Summary/Recommendation:
Because of the age and deterioration of the beach showers, and the need to provide better drainage and
ADA compliances, there was a need to include these replacement projects in the development of the
Fiscal Year (FY) 05/06 Capital Renewal and Replacement Projects funding budget. The Mayor and City
Commission, at the December 7,2005 Commission meeting, adopted Resolution No. 2005-26073, which
authorized the Property Management Director to serve as the Certified General Contractor for all of the
Fiscal Year (FY) 05/06 Capital Renewal and Replacement projects. The Property Management Director
exercised the authority given to him by the City Manager and Ci~ Commission and developed base
specifications for the installation of two typical beach showers at 53r Street, and also prepared a Request
for Quotations #V A-QT17BS-006, which were required to provide a method to obtain competitive bids for
the work. Three (3) commercial concrete contractors were contacted that specialized in concrete
placement and drainage, to provide bids on the project that resulted in three (3) responsive responsible
bids. After reviewing the base bids and adding additional work to include the complete renovations of the
beach showers at 10lh Street and 21 st Street, a contract in the total amount of $45,896.25, was issued to
Homestead Concrete and Drainage, Inc., for the work.
The Administration recommends that the Mayor and Members of the City Commission ratify the Property
Management Director's contract to American Home Builders of South Florida, Inc., for the work.

Because of the age and deterioration of the beach showers, and the need to provide better
drainage and ADA compliances, there was a need to include these renovation projects in
the development of the Fiscal Year (FY) 05/06 Capital Renewal and Replacement Projects

The Property Management Director exercised the authority given to him by the City Manager

006, which were required to provide a method to obtain competitive bids for the work. Three
(3) commercial concrete contractors were contacted that specialized in concrete placement
and drainage, to provide bids on the project that resulted in three (3) responsive responsible
bids. After reviewing the bids, and after checking background references, licensing, and
insurance requirements, the Property Management Director determined that Homestead
Concrete & Drainage Inc., provided the lowest responsive responsible bid for the Project.
After the base cost for the typical installations was determined, and after review by the Legal
Department and execution by the Mayor and City Clerk, a contract was issued to
Homestead Concrete and Drainage, Inc., in the amount of $24,096.25, for the work.
After the base contract was awarded, the Property Management Director issued a change
order to the base contract, in the amount of $21,800, for additional work to include the
complete renovations of the beach showers at 10th Street and 21 st Street. Combined, the
total amount of the contract issued to Homestead Concrete and Drainage, Inc., was
$45,896.25.
CONCLUSION
The Administration recommends that the Mayor and Members of the City Commission, ratify
the Property Management Director's contract to Homestead Concrete and Drainage Inc., in
the total amount of $45,896.25, to provide for drain basins, concrete pads, exfilitration wells,
and ADA railings, necessary for the renovation of the beach showers at the 53rd, 10th, and
21st Street ends.
