2007-26542 Reso RESOLUTION NO. 2007-26542 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE SELECTION OF THE "URBAN DECO" MANHOLE COVERS DESIGNED BY THE ARTIST GARREN H. OWENS TO BE COMMISSIONED FOR PLACEMENT THROUGHOUT THE CITY OF MIAMI BEACH ON ALL MANHOLE COVERS, AS RECOMMENDED BY THE ART IN PUBLIC PLACES AND NEIGHBORHOODS/COMMUNITY AFFAIRS COMMITTEES; AND FURTHER APPROPRAITING FIVE THOUSAND ($5,000) DOLLARS FROM ART IN PUBLIC PLACES FUND 147. WHEREAS, in the Fall of 2005, with direction from the City Administration, the Art in Public Places (AiPP) Committee embarked on commissioning a local artist that would create an original work of art for the manhole covers in the City of Miami Beach; and WHEREAS, on January 31, 2006, the AiPP Committee met and made a motion recommending that the artwork for the manhole covers should be a blank slate for the artist to create their artwork; and WHEREAS, on May 1, 2006 a "Call for Artists" was issued; and WHEREAS, on July 5, 2006, there were a total of twenty-nine (29) respondents to the Call for Artists; and WHEREAS, on July 28,2006, the AIPP Committee selected two finalists and subsequently unanimously voted in favor of Artist Garren H. Owens, "Urban Deco", concept; and WHEREAS, on April 25, 2007, the Neighborhoods/Community Affairs Committee met and unanimously passed a motion accepting theAIPP Committee's recommendation; and WHEREAS, the Administration concurs with the AIPP recommendations of the AiPP Committee and the Neighborhoods/Affairs Committees, selecting Mr. Garren H. Owens for the design, of the aforestated art project, entitled "Urban Deco". NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the selection of "Urban Deco" manhole covers designed by the At1ist Garren H. Owens for placement throughout the City of Miami Beach on all manhole covers(' as.rec mended by the Art in Public Places and the Neighborhoods/Community Affairs Committe'es; a d rther appropriating five thousand ($5,000) dollars from Art in Public Places Fund 147. Item Summary/Recommendation: In the fall of 2005, with direction from the City Administration, the Art in Public Places (AiPP) Committee embarked on the process to commission a local artist that would create an original work of art for manhole covers in the City of Miami Beach. This manhole cover design would be used for manhole covers replaced or installed as part of any capital roadway infrastructure project. On January 31,2006, AiPP met and passed a motion to issue a Call to Artists for the manhole cover design and award the artist selected a $5,000 honorarium from the Art in Public Places Fund 147. On May 1, 2006 a Call to Artists was issued. On July 28, 2006, the AiPP met and reviewed the twenty-nine submissions received and selected two finalists; the AiPP subsequently unanimously voted in favor of the design submitted by Garren H. Owens. On April 25, 2007, the Neighborhoods/Community Affairs Committee met and unanimously passed a motion accepting the AiPP recommendation. BACKGROUND In the fall of 2005, with direction from the City Administration, the Art in Public Places (AiPP) Committee embarked on commissioning a local artist that would create an original work of art for the manhole covers in the City of Miami Beach. AiPP had been advised by the Administration to coordinate this project with the Capital Improvements Office and the Public Works Department. The objective was to commission a work that would be an iconic image of the City of the Miami Beach, and that would be used on manhole covers as they are scheduled for replacement throughout the City. On January 31, 2006, the AiPP Committee met and reviewed the various options in the City's AiPP Ordinance (as codified in Chapter 82, Articles VII, Divisions 1 through 4, Section 82-612) and a motion was made to issue a Call to Artists. The motion recommended that the manhole covers be a blank slate for the artists to create their artwork. The manhole cover would include pertinent information required by the City, such as City of Miami Beach, Sanitation, Sewer; however, the text would be incorporated into the artwork or around the artwork with the artist's vision and not incorporate the City's new logo as presented to the Committee. The recommendation was based on using a blank slate which would ensure that the art project would not be misinterpreted as a City logo. In addition, the artist could choose to use text in their artwork which would not detract from or be distracted by the City's logo, and the artwork would become the central focus of the manhole cover unclouded by set parameters of text, graphic lines or logos. In addition the following was included in the Call to Artists: . Only open to artists who reside in Miammade County; · The artist(s) selected were to be paid $5,000 each with a maximum of three artists being selected; . There would only be one submission per artist; · The project would be due 60 days from issuance of the Call to Artists; · The Call to Artist would be advertised on the City's publications and website and sent to local arts organizations. Page 2 of 3 Urban Deco AiPP project At the March 16, 2000 meeting, the AiPP committee discussed at length the schematic of the manhole cover that the CIP Office submitted and unanimously passed a resolution that the schematic of the mold that the CIP Office submitted would be used with the verbiage "Art in Public Places Project" added within the area designated by CIP for the artist; only one artist would be selected; only one image woLJd be used for the entire City; this would be a one time project; and an honorarium of $5,000 would be paid to the artist selected. Staff presented a draft of the Call to Artists for the Manhole Cover and the committee requested to add under Qualities of Artwork that no color will be used and the image must be able to be made into a mold. The Call to Artists was issued on May 1, 2006 (Exhibit A). A total of twenty-nine respondents were received for the Call to Artists on July 5, 2006. The committee reviewed all of the submissions at their July 28, 2006 meeting and each member was asked to select a maximum of five choices. The following four artists received the highest number of votes: Roberta Behar & Rosario Marquardt (five votes), Mark Gillin (4 votes), Daniel Marosi (4 votes), Garren H. Owens (4 votes). The committee discussed the four proposals and selected two finalists which they felt had created the most iconic image of the City of Miami Beach, Daniel Marosi and Garren H. Owens. The committee discussed the two finalists and unanimously voted for Garren H; Owens. Mr. Owens's proposal "Urban Deco" is best described in his own words: "As an artist, I take inspiration from my surroundings and Miami Beach is overflowing with inspiration! My approach to the design of the Miami Beach manhole covers combines the three most unique and loved aspects of our beautiful city; the sunrises, the ocean and Art Deco. The sunrise is that moment of tranquility at the beginning of each day. The ocean in Miami Beach has some of the most beautiful beaches in the world. Art Deco is perhaps what Miami Beach is most famous for, these exotic Art Deco motifs can be found throughout the Art Deco Historic District." Mr. Owen's design is attached (Exhibit B). On Tuesday, February 20,2007, Garren H. Owens met with Richard W. Saltrick, P.E. of the Capital Improvements Project Office to discuss design elements. The U.S. Foundry & MFG., Corp. also submitted an estimated cost of $3,300 for the new design mold. This is the same amount the City currently pays for its molds. Existing manholes will be replaced with the Owens design on an as needed basis throughout the City. Manhole covers are typically replaced due to damage or when there is a streetscape project that is being managed by CIP or the Public Works Department. On April 25, 2007, the Neighborhoods/Community Affairs Committee met and unanimously passed a motion accepting the Art in Public Places Committee's recommendation SCOPE OF SERVICES DELlVERABLES: the ARTIST shall provide the following deliverables: I-A Desiqn Development. The ARTIST shall complete the design development of the approved artwork conceptual design and shall secure its approval from the CONTRACT ADMINISTRATOR. Approval and notice to proceed on fabrication shall occur after submittal of all artwork design development deliverables. Based on the requirements of the approved artwork conceptual design, the CONTRACT ADMINISTRATOR may, at his discretion, waive the submittal of any unnecessary design d6lelopment deliverables. 1. The ARTIST shall submit final design drawings for fabrication, artist proofs, artwork and artwork support specifications. Page 3 of 3 Urban Deco AiPP project I-B Final Conservation Documents. Upon completion and installation of the artwork the ARTIST shall submit all photographic documentation and completed cataloguing forms. PHOTOGRAPHIC DOCUMENTATION: Professional photo-documentation suitable for publication shall include images of all major aspects of the entire Pro~ct. The Artist-supplied photo-documentation shall be reproducible, at no cost to the City, for any and all applicable uses by the City. COMMUNITY INVOLVEMENT and EDUCATIONAL OUTREACH: In the development of the artwork design, the ARTIST shall research the relevant concerns and interests of the CITY. The ARTIST shall participate in at least one community meeting and two other public meetings, as shall be determined by the CONTRACT ADMINISTRATOR. CONCLUSION The Administration recommends the Mayor and City Commission of the City of Miami Beach, Florida, approve the selection of the "Urban Deco" manhole covers designed by the artist Garren H. Owens to be commissioned for placement throughout the City of Miami Beach on all manhole covers, as recommend by the Art in Public Places and Neighborhoods/Community Affairs committees. Artist means a practitioner in the visual arts, generally recognized by critics and peers as a professional of serious intent and ability. Indications of a person's status as an Artist include, but are not limited to, income realized through the sole commission of artwork, frequent or consistent art exhibitions, placement of artwork in public institutions or museums, receipt of honors and awards, and training in the arts. Artists are NOT eligible if they are immediate family or business partners of members of the Art in Public Places Committee or program staff. APPLICATION PROCESS The application process is managed by the City of Miami Beach, Tourism & Cultural Development Department. Selection Criteria The Art in Public Places Committee shall consider the following issues: 1. Quality of the artist's proposal; 2. Aesthetic merit, quality, enduring value; 3. Social context of the work and the manner in which it may interact with people; 4. Experience and other qualifications of the artist. Application Requirements 1.
